    Specialized the court as a criminal court by inter-court agreement with the 327th Judicial District Court from 1995-2006; co-authored and implemented the Jury Selection Pilot Program; co chaired the committee to implement the new Jury Selection Plan; implemented the Video Arraignment Project teleconferencing between the detention facility and the courtroom; researched, updated, and over saw the Death Penalty Wheel for the Council of Judges, presided, over close to 300 jury trials.

  • Launched the first adult criminal drug court in El Paso County with the implementation of the 243rd Judicial District Court Drug Program. This was achieved in cooperation with the offices of the District Attorney, Public Defender, Sheriff's Department, Police Department, Probation Department, and local drug treatment providers. Implemented the first access to Recovery Program in El Paso County.

  • Participating in El Paso County 's efforts to implement an E-warrant system.

  • Public Defender, El Paso County, 1987 - 1994
    Appointed as the first Chief Public Defender upon creation of the office. Duties included: creating the office from the ground up culminating in the administration of a 20 persons law firm handling 50% of all indigent felony cases, the development and management of a budget of over $700,000.00, the supervision of nine attorneys engaged in felony litigation, two attorneys in appeals and one attorney in family law practice, and the representation of individuals charged with felony crimes ranging from capital murder to burglary of vehicle, in both the trial and appellate courts.
