FYI: El Paso County Sheriff’s Detectives became suspicious of Richard Kimball (32 years old) when attempts to meet with him resulted in several negative contacts.
“Detectives felt he was running amok of the system and grew suspicious after a few failed attempts over several months to make contact with Kimball. Detectives set up surveillance and after some extensive investigation determined Kimball was only renting his East Montana address to skirt the law,” said Rick Glancey, Director of Public Affairs, El Paso County Sheriff’s Office.
“We located him at a residence off of Frank Shorter Street in the city of El Paso residing with another registered sex offender. His little game gave us enough ammunition to push this case with the U.S. Marshals, who have now found him in violation of a federal statute. He won’t be able to pull that stunt again,” said Sergeant Jim Belknap, Criminal Investigation Division, El Paso County Sheriff’s Office.
The surveillance team (consisting of Sheriff’s Detectives & Deputy U.S. Marshals) spent about 15 days tracking down Kimball. He was booked in the El Paso County Downtown Detention Facility with no bond.

“Our efforts to work in cooperation with the U.S. Marshals should speak volumes to those registered sex offenders who think they can circumvent the system. The federal violation in conjunction with the Adam Walsh Act is stronger than the state offense for non compliance. We also developed leads that indicate he wasn’t truthful on some of his employment applications. We have notified those organizations and the proper law enforcement authorities so they can follow up on this case,” said Sergeant Jim Belknap, Criminal Investigation Division, El Paso County Sheriff’s Office.

Kimball was forced to register as a result of a conviction of a sex offense that occurred while serving in the U.S. Military in another jurisdiction.

The El Paso County Sheriff’s Office is responsible for reviewing 405 registered sex offenders in its data base as of 10/09/2007.
202 of them are confined to secured facilities near Horizon City, Texas. The remainder (203) live in the county (outside the city limits). Verification of sex offenders is conducted daily.
