WHAT: SEX PREDATOR CAUGHT AFTER LEADING DEPUTIES ON A HIGH SPEED CHASE

INFORMATION:

Deputy-2 SAN ELIZARIO, TX- Late Sunday morning 08-31-2008, at approximately 11:55 hours, a Sheriff's Deputy was conducting a follow-up investigation on a case at a residence in the 400 block of Belmore, San Elizario, TX.  The Deputy  observed a male subject running from a truck-tractor that was parked on the roadway in front of a residence. The Deputy recognized the subject as being one of the Sheriff's Office "Most Wanted". The Deputy on site had the a copy of the wanted flyer in his patrol unit. The Deputy confirmed the information & description on the flyer matching that of the subject he had just seen. Shortly after, the Deputy suddenly observed a gray Hyundai Sonata drive away from the residence at 461 Belmore and traveled north on Belmore.  As the Hyundai passed the patrol unit, the Sheriff's Deputy got a closer look at the driver further affirming it was the same wanted subject. The Sheriff's Deputy attempted to conduct a traffic stop but the subject refused to stop. The subject accelerated his vehicle at high speeds driving recklessly through residential neighborhoods almost colliding with other vehicles. The pursuit covered several miles as the subject continued to disregard several stop signs in a desperate effort to elude capture. The subject vehicle turned at 11500 block of Alameda and traveled south onto a dirt road as Deputies continued to pursue. The vehicle continued south on a dirt road until it became stuck in the mud at a construction area in Socorro, Texas. The subject exited the vehicle and started running trying to elude authorities. After an extensive search of the area, Deputies assisting with the search who are also members of the SEARCH & RESCUE TEAM tracked the subject to a backyard of a property located in the 11600 block of Flor Marsha, Socorro, TX. The subject was found hiding under a boat in the back yard of a residence. The subject was quickly taken into custody without further incident.

The subject was identified as Adan Manuel Balderama (24) of 461 Belmore, San Elizario, TX. Balderama had an outstanding Sheriff's Office criminal warrant for Sex Offenders Duty to register for life / Annually under a $100,000 bond.

It was later found that Balderama had several other outstanding criminal warrants for 1.) Sex Offender, duty to register 2.) Obstruction or Retaliation & 3.) Aggravated Assault w / a Deadly Weapon

Deputies discovered that inside the vehicle were a 35 year-old female (front seat passenger) and 5 children under the age of 15.

Deputies arrested Balderama on all of the outstanding criminal warrants and placed additional charges on him for Evading arrest or Detention w/ vehicle and 5 counts of Endangering a child. It is unknown at this time if all the children were his. 

He was booked on all charges and remains at the El Paso County Detention Facility.

WHAT: 21 Horses living in dangerous conditions discovered by Sheriff's Officials

INFORMATION:

Socorro, TX- On 08-21-08 at 12:35 PM, Sheriff Deputies assigned to the El Paso County Sheriff's Office Civil Division attempted to serve a writ of possession / eviction ordering an a subject (name not being released at this time) to vacate from the premises located at 999 Rio Vista, Space #7, in Socorro, Texas along with the horse stables which he failed to pay rent on. Deputies were unable to contact the subject on that date. During the course of the nine days since then, Deputies received additional information that the subject had abandoned the property approximately three to four months ago and failed to care for approximately 21 horses that were left behind in the stables. Sheriff's Investigator's conducted an inspection of the stables and discovered that a few of the horses appeared to be in critical condition suffering of either malnourishment and / or injury. After inspecting the animals and their living conditions, a decision was made by Sheriff's Officials to contact the proper authorities in removing and safeguarding the animals. Sheriff's Authorities contacted officials from the Animal Cruelty Heartline of El Paso, who specifically tend to the issues of neglect and cruelty of animals / livestock. The ACHE association assisted Sheriff's Investigator's in in temporarily taking possession of the 21 horses to be treated while the rightful owners were contacted. 

The assistance of the U.S. Border Patrol was requested in the transportation of these animals. Approximately 10 USBP agents arrived with half a dozen trailers.  All 21 horses were removed at one time. The 21 horses were transported to the ACHE ranch located at an undisclosed location. three goats were also moved.

As the horses were being loaded into the trailers, six other parties arrived at the location of occurrence claiming ownership of the animals. Sheriff's Officials advised them that the horses could not be released to them at this time because a decision had already been made by ACHE and the El Paso County Sheriff's Office with the County Attorney's approval, to remove, inspect and safeguard the animals because of illness and injuries noted.  All parties were were advised by ACHE & Sheriff's Investigator's on how they could regain custody of their horses after they were formally examined by a licensed veterinarian.

All horses were transported & examined. By the time the respective owners arrived, the horses had been numbered &  tagged for identification purposes. The animals had to be properly examined and formally identified before releasing them to their rightful owners.

CHARGES ARE PENDING AS AN INVESTIGATION CONINUES.

 HORIZON CITY, TX- Late Friday night 08-29-2008 at 9:27 PM, Sheriff's Deputies were dispatched to a residence at the 1600 block of Exeter, Horizon City, TX in reference to a fight resulting in a stabbing. Dispatch Operators advised responding Deputies that one of the subjects involved would be sitting inside a brown pick up truck directly in front of the residence.  As Deputies arrived, they located an individual exactly where they were advised. Deputies made contact with the subject and instructed him to exit the truck with his hands in the air. Deputies quickly took the subject into custody. He was identified as Enrique Sanchez (49) of  the 1600 block of Exeter, Horizon City, TX 79928. Deputies made entry into the residence and found a male subject who was conscious holding a towel to the right side of his abdomen. The subject told Deputies he and Sanchez got into an argument which led to a fight and resulted with Sanchez stabbing him with a knife. Sanchez was charged and arrested for Aggravated Assault w/ Deadly Weapon. He was booked and remains at the El Paso County Detention Facility under a $2,500 BOND.      

The Victim was identified as Hector Hulen (50) of the same 1600 block of Exeter, Horizon City, TX.

 INCIDENT # 2: BEER RUN SUSPECT CAUGHT / ARRESTED BY SHERIFF'S DEPUTIES

EP SHERIFFF patch colorEL PASO COUNTY, TX- Early Saturday morning 08-30-08 at approximately 1:30 AM, Sheriff's Deputies were working an off duty uniformed security detail at the Petro Shopping Centers located at 1295 Horizon Blvd, El Paso County TX. Deputies were walking in the parking lot when they observed a male subject exit the Mobile Mart Convenience Store holding a case of beer. Deputies being aware it was past midnight (alcoholic beverage sales stop a 12 A M) recognized a beer run had just occurred. Deputies quickly reacted and yelled out at the subject while approaching the subject. When the subject noticed it was Sheriff's Deputies calling out at him, he ran towards a vehicle that was parked at the gas pumps. Deputies ran towards the car attempting to catch the subject before he could reach the vehicle. The subject managed to get into the vehicle as a Deputy reached the drivers side of the car. The Deputy managed to open the car door and attempted to prevent the subject from fleeing. The subject managed to turn the vehicle on and attempted to drive off as the Deputy was holding on to the steering wheel. The vehicle sped off as the Deputy was partially out of the vehicle & still hanging on.  The vehicle traveled about 100 feet until it hit a curb & came to a stop. The subject was taken into custody. He was identified as Mario Alberto Hernandez (18) of the 12700 block of Thackery, El Paso County, TX. Hernandez was charged and arrested for Aggravated Robbery. He was booked and remains at the El Paso County Detention Facility under a $25,000 Bond.

The Sheriff's Deputy suffered minor injuries in the incident.

 INCIDENT # 3: SUSPECT ARRESTED AFTER LEADING SHERIFF DEPUTIES ON A HIGH SPEED CHASE

EL PASO COUNTY, TX- Early Saturday morning 08-30-08 at 1:45 AM, a Sheriff's Deputy was patrolling an area near the 13900 block of Nayarit in El Paso County TX, 79938. The Deputy observed  several vehicles parked at the end of the paved roadway by old abandoned houses. This area is a known hang out for narcotics usage and underage drinkers. The Deputy shined his spotlight at the vehicles in an attempt to advise them to leave the area. Several individuals ran to their vehicles and sped off with some almost colliding with the patrol unit.  The Sheriff's Deputy attempted to conduct a traffic stop on a Red Mitsubishi Eclipse, but the driver refused to pull over. The driver of the Eclipse attempted to evade the Sheriff's unit driving recklessly at high speeds through several stop intersections. The driver led Deputies on a chase through several areas of El Paso County, Horizon City until the driver finally pulled over near Joe Battle & I-10 inside the city limits. He was taken into custody shortly after. The driver was identified as Michael Anthony Anguiano (17) of the 13500 block of Inspiration Ct. El Paso, TX 79928. He was charged and arrested for Evading Arrest or Detention w/ Vehicle. He was booked into the El Paso County Detention Facility under a $1,250 Bond. He is currently out on Bond.

The El Paso County Sheriff’s Office with the Texas Department of Transportation Education & Enforcement (TXDOT) will be utilizing a GRANT for additional patrols for traffic enforcement. The purpose of this program is aimed at getting speeding & impaired drivers off the roadways. Extra Deputies will be out on the streets during the Labor Day Holiday period. The push is to deter drunk driving. The enforcement program began Friday, August 15th, 2008 and continues through this holiday weekend until Monday, September 1st, 2008.

TXDOTStatistics from the Texas Department of Transportation indicate Texas leads the nation when it comes to the number of traffic fatalities where the driver or motorcycle operator was legally drunk. Last year 1,677 people died in alcohol-related crashes in Texas.

Penalties for a first-time DWI offense include :

  • Up to $2,000 fine
  • 72 hours to 6 months in Jail
  • Driver’s license suspension for up to one year
  • $1,000 annual fee for 3 consecutive years to retain drivers license

Information:

Deputy-2El Paso County, TX- Early Saturday morning 08-16-08 at approximately 3:50 AM, Sheriff's Office Traffic Units were out in force working a DWI drive funded by a TXDOT grant. A Sheriff's Deputy spotted a silver Ford Escort driving recklessly in the area of loop 375 reference point 37. Deputies observed that the vehicle was swerving and traveling at high speeds. Deputies attempted to pull the vehicle over in the area of Joe Battle & Montana (at the Montana exit). The driver refused to stop and continued north on Loop 375. Several Sheriff's Office units joined the pursuit as the suspect vehicle proceeded north on Loop 375 and exited at the Railroad exit. In a desperate effort to elude authorities, the driver then took the turn-around and re-entered Loop 375 traveling south (back towards Montana) . Traffic Units continued to pursue while coordinating with other units responding. At approximately reference point 32 south, the suspect vehicle exited the new exit created for entrance into Ft. Bliss. & again proceeded north on Loop 375. The vehicle continued north for several miles at which time he crossed the center median and proceeded south on Loop 375. The suspect once again attempted to cross the center median when he lost control of the vehicle which rolled several times until it came to rest in the center median on the driver's side. The vehicle's engine caught fire and was quickly extinguished by Deputies.

Deputies had to cut the driver free from his seat belt and pulled him out of the vehicle. The driver suffered minor lacerations but was conscious and responsive. He was transported to a local hospital for further evaluation. He was identified as Michael Rodriguez (21) of the 100 block of Toledo, El Paso, TX.

Earlier this morning 08-28-08 at about 10:30 AM, Sheriff Deputies (STI's) arrested & charged Rodriguez with the offense of Evading Arrest / Detention w/ vehicle. He was booked at the El Paso County Detention Facility under a $10,000 Bond.   

The pursuit and accident were caught on patrol unit video recorders which have been submitted as evidence. It will not be available at this time.

This case remains under investigation.

Information:

Deputy-2 LOWER VALLEY- On Tuesday afternoon 08-26-08 at about 12:15 PM, Sheriff Deputies were patrolling the the area of the 13000 block of Grand River, El Paso County, TX. A Sheriff's Deputy observed an individual walking down the street he recognized as being one of El Paso County Sheriff's Office Most Wanted. Upon seeing authorities, the subject fled on foot into a residence nearby. As Deputies arrived at the residence, the subject exited through a side door of the home & again fled on foot. Deputies gave chase and caught up to the subject & took him into custody without incident. The subject was identified as Refugio Rocha Padilla (47) of the 200 block of Lehigh,  El Paso, TX. Padilla was wanted on an outstanding criminal warrant for Criminal Trespass. He was booked and remains at the El Paso County Detention Facility under a $10,400 TOTAL BOND.

Padilla was featured on the August 24th, 2008- Sunday edition of the El Paso Times as one of the El Paso County Sheriff's Office "Most Wanted" which is where the Deputy recognized him from.

WHY: INVESTIGATORS ASKING FOR ASSISTANCE IN IDENTIFYING SUSPECT

INFORMATION:

Deputy-2 Vinton, Texas-  Early Sunday morning 07-27-2008 at 1:08 AM, Sheriff Deputies were dispatched to the Circle N store located at 537 East Vinton in Vinton, El Paso County Texas in reference to an Aggravated Robbery that had just occurred. Deputies arrived moments later and met with the store clerk who told authorities the store had just been robbed. The store clerk told Deputies that a male subject entered the store and threw a large brick brick at him which struck the clerk on the lower left forearm. The store clerk told Deputies the subject proceeded to grab the cash register and pulled it off the counter. The store clerk tried to stop the subject but was unable to do so as the subject fled with the register.

Information obtained at the scene, revealed that the subject got into an early 1990`s Black Chevrolet Silverado pickup truck which drove off south on E. Vinton Rd. towards Doniphan.

The Robbery Suspect is described as a Hispanic male, clean shaven, early 20`s, about 5`4, thin build, was wearing a black shirt, black pants, and black shoes.

INFORMATION:

Deputy-2 Upper Valley- Friday night, 08-22-08 at 8:40 PM, Sheriff Deputies were dispatched to a family dispute at a residence located in the 6400 block of Provencial in El Paso County, TX. Upon arrival, the Victim advises Deputies that her live-in boyfriend had assaulted her and pointed a shotgun at her. Deputies made entry into the home & but did not locate the suspect. It was later learned the suspect fled the scene prior to the Deputies arrival & was said to have the shotgun in his possession. Deputies spent several hours searching for the Suspect. He was identified as Robert Griewahn (42) of the 6400 block of Provencial.

On Saturday, 08-23-08, at about 8:34 PM, Sheriff Deputies received a tip on the possible whereabouts of Griewahn. Information received was that Griewahn was hiding at a nearby ranch located in the 6100 block of Upper Valley Rd. Deputies sought & obtained consent from the homeowner to search the residence. Deputies found Griewahn hiding inside the residence where he put up a struggle. Deputies were able to subdue & restrain & take Griewahn into custody. He was arrested & charged with Aggravated Assault with a Deadly Weapon / Family Violence. He was booked and remains at the El Paso County Detention Facility under a $50,000 Bond.

INFORMATION:

Deputy-2 FABENS, TX- Early Friday morning 08-22-08 at approximately 6:58 AM, Sheriff's Office Dispatch received a call reference to a subject down by the side of the road at the 600 block of NW Camp in Fabens, Texas. Deputies arrived moments later and located a deceased male on the side of the roadway next to a canal. Deputies also located a motorcycle in the adjacent canal. Special Traffic Investigators-STI's were summoned to the scene.

Preliminary investigation by STI's determined the Victim was traveling on his Honda Magna motorcycle westbound at the 600 block of NW Camp approaching a sharp right hand curve in the roadway when he failed to maneuver the turn, going off the south side of the roadway. The Victim continued west on the dirt portion of the roadway and lost control of his motorcycle. The victim suffered a severe head injury in the fall. He was not wearing a helmet.

The Victim was identified as 42 year-old Rodolfo Guerra of the 12200 block of Glorietta, San Elizario, TX.

Speed appears to have been a factor. It is still unknown if alcohol was a factor, pending toxicology report / autopsy.

INVESTIGATION CONTINUES. NO OTHER INFORMATION WILL BE RELEASED AT THIS TIME.

Texas lawmen nab teenage 'Bonnie and Clyde' suspected in four-state crime spree

An armed robbery at an Oakdale McDonald's earlier this month marked the start of an 1,100-mile crime spree authorities are blaming on a teenaged Bonnie and Clyde.

Authorities said they believe the pair robbed at least six McDonald's in four states before police in Fort Hancock, Texas, finally caught them after they ran a stop sign.

Law enforcement officials identified the restaurant robbery suspect as Samuel Isidro Ramirez, 19, of Oakdale. Ramirez is in El Paso County Jail.

He was accompanied by a 16-year-old girl, also an Oakdale resident. Authorities did not release her name because of her age. An Oakdale police report described the female in the robber's car as white, with long blonde hair and a slim build, although an Arizona agency listed a girl with brown hair. Authorities are investigating whether the female who was with Ramirez was a willing participant in the crimes.

Ramirez and the girl were once employees of the Oakdale McDonald's, Oakdale Police Chief Marty West said.

Before the two were stopped in Texas last week, authorities said they traced a path of crime across the West, brandishing a fake gun at drive-through windows and demanding money.

Authorities gave the following account:

The spree began at Oakdale's F Street McDonald's on Aug. 7, when clerks reported that a couple in a red four-door car had robbed the drive-through window clerk. The employee handed over cash after a man showed the clerk what appeared to be a semiautomatic pistol. Police said the man was Ramirez.

A male-female pair struck again the next day, with mixed success. In Eloy, Ariz. -- about 750 miles from Oakdale -- the couple attempted to rob another McDonald's at 10:14 p.m. But in this case, the counter clerk closed her window, ducked below the counter and waited for the would-be robbers to leave, said Amanda Villescaz with the Eloy Police Department.

Forty-five minutes later and 30 miles to the east, the couple visited a third Golden Arches, this one in Marana, Ariz., just outside Tucson. The couple robbed the McDonald's off Interstate 10, the highway that stretches from Los Angeles to Jacksonville, Fla.

The pair pulled up to the restaurant's drive-through window, ordered hamburgers, then threatened the window clerk with what appeared to be a gun. The weapon later was discovered to be a high-quality replica of a .45-caliber semiautomatic hand gun, Texas Ranger Aaron Grigsby said. The robbers made off with less than $100, said Sgt. Bill Derfus of the Marana Police Department.

The next day, Aug. 9, the couple hit a McDonald's in Deming, N.M., just after 4 p.m., according to police. Again, they struck out. The clerk at the window told the man and his companion that only managers had access to money.

A few hours later in El Paso, Texas, two more robberies were attempted, one at a Jack In the Box restaurant and one at a McDonald's. At some point, police said, the couple robbed a McDonald's in Las Cruces, N.M.; it wasn't clear when that happened.

In the end, police said, it was a routine traffic violation that halted the trail of crime. Three hours after the robbery at the El Paso McDonald's, a car ran a stop sign in Fort Hancock, about two miles from the Mexican border. Hudspeth County sheriff's deputies pulled over the car. When deputies ran the girl's name and date of birth through their database, they discovered that she had been reported as a runaway. Ramirez, meanwhile, popped up as under investigation for a possible kidnapping, Grigsby said.

Deputies took the pair into custody. While they were processing the paperwork, Hudspeth County deputies got word that El Paso police had issued a statewide alert for suspects matching Ramirez and the girl's description. Ramirez then was arrested on suspicion of armed robbery.

The girl was not taken into custody, Grigsby said. Police are investigating her role, he said. The girl's parents made arrangements to fly her from Texas to California, West said.

It's not known whether the couple was attempting to cross into Mexico when they were stopped, Grigsby said.

"I don't think they knew where they were going, I think they were just going," Grigsby said. "They had a little bit too much Bonnie and Clyde."

The Advisory Board of the Children’s Hospital at Providence is sponsoring the “Stuff the Bus” program to help more than 1,500 children (ages 4 to 12) identified by the YWCA who need school supplies this year. Deputy-2 Canutillo, TX- On Wednesday 08-13-2008 between 9:40-9:50 PM, AY CARAMBA Restaurant located at 6874 Doniphan, Canutillo, TX was burglarized. The break-in was made through the front door of the business which was captured on surveillance video. On 08-18-08 at about 11:15 am, a tip led Sheriff Deputies to the possible whereabouts of  the person who was responsible for the break- in. The Sheriff Deputy who responded to the initial call conducted a follow-up investigation & made contact with the subject who resides in the 6800 block of First St. Canutillo, TX. Sheriff's Office Crimes Against Property Detectives were called in to interview the subject. After a brief investigation, the subject confessed to Detectives he had committed the break-in. He was identified as Carlos Caballero (29) of the 6800 block of First St. Canutillo, TX. He was charged and arrested for Burglary of Building. Caballero remains at the El Paso County Detention Facility under a $2,000 Bond.

INFORMATION:

El Paso, TX- Late yesterday afternoon 08-19-08, Raul Portillo Avalos (29) was sentenced to 75 years in prison in the 120th District Court before Judge Maria Salas-Mendoza. Avalos was found "GUILTY" on 07-31-08 for 2 counts of Criminal Attempted Capital Murder from an incident in March 2007 when Avalos used a handgun to fire at Sheriff Deputies.

Background: 

Wednesday, March 7, 2007 at 9:40 PM, El Paso County Sheriff’s Deputies responded to a call of “Shots Fired” in the Westway area of west El Paso County, Texas.

A male subject reportedly fired off several rounds near the intersection of Essex and Applewood. Deputies responded to the scene and didn’t encounter anyone at that location. Deputies began canvassing the area. One Deputy encountered a male subject near Essex and Southwood.

Deputy Raymundo Carranza, responded to the area & found Avalos at about the 7500 block of Essex. As Deputy Carranza approached, Avalos allegedly turned around & fired several shots before running north on Essex.

Coming from the opposite direction, Deputy Giovanni Segoviano spotted Avalos near the intersection of Essex & Tiffany Roads & tried to stop Avalos, who then fired at Segoviano in his patrol car.  

Both Deputies who were shot at did return fire right before the subject fled into the dark neighborhood.

The male subject was found at a residence (8601 Essex). Deputies surrounded the home and were able to coax him into surrendering peacefully. A three block crime scene was sealed off as Detectives searched the area. The weapon used by the male subject was recovered with the assistance of a Sheriff's Office Search & Rescue K-9 and his handler. The Search and Rescue Team was also activated to assist. Additional evidence was recovered at various locations within the crime scene. No one was injured. An investigation of the crime scene continued through the night & into the afternoon the next day.

The male subject was identified as Raul Avalos (29 years old) of El Paso County, Texas. He was charged with two counts of Criminal Attempted Capital Murder. His bond at the time was set at $150,000.00.
