THE EL PASO COUNTY SHERIFF’S OFFICE LAUNCHES:

EL PASO, TEXAS- February 2009, the El Paso County Sheriff’s Office has assembled & launched a High Intensity Specialized Unit focused on reducing crime in targeted areas in our community. The STRIKE TEAM will target problem areas dealing with but not limited to: 

  1. Graffiti STRIKE TEAM
  2. Gangs
  3. Burglary Suppression
  4. Narcotic Activity
  5. Bar checks
  6. Fugitive Warrant Round Ups
  7. Animal Control Issues
  8. Environmental Crime
  9. Sex Offender tracking and Round Ups
  10. DWI Task Force

The STRIKE TEAM consists of Sheriff Deputies from the Patrol Division & other various sections within the Office. For operational security purposes, the number of personnel assigned will remain undisclosed. The selection process consisted of experienced Deputies who had notable work achievements, certifications & had to go through an interview process for consideration. February 9, 2009-  the STRIKE TEAM selection process was finalized and went into operation.

The El Paso County Sheriff's Office STRIKE TEAM recognizes that assistance from the public is the key element in apprehending fugitives, clearing unsolved cases & reporting criminal activity. The STRIKE TEAM is asking help from the community in reporting any suspicion of criminal or narcotic activity. Working together, the Community & Law Enforcement will help prevent or hinder criminal activity in our neighborhoods.

GARCIA is wanted for Felony Offenses of:

  4. ASSAULT CAUSING BODILY INJURY (Date / Family Violence) 

In October 2007, GARCIA was charged and arrested for SEXUAL ASSAULT OF A CHILD. The victim in this case was a then 14 year-old female acquaintance. In May 2008, GARCIA pled guilty to the offense of Sexual Assault of a Child before the 384th District Court. Due to the GARCIA’s plea of guilty to the SEXUAL ASSAULT, he was mandated to register as a sex offender annually for life which means he must provide local law enforcement agencies an address where he resides, place of employment, and other information. November 2008- It was learned GARCIA reported false information to the State and violated the Texas Code of Criminal Procedures Chapter 62, Sex Offender`s Duty to Register Requirements. GARCIA has also absconded from registering as a SEX OFFENDER.

GARCIA is also wanted on other non-related charges. GARCIA knows he is wanted & remains on the run eluding capture from Law Enforcement. Information received indicates GARCIA remains in the El PASO, TX area.

GARCIA has numerous relatives & contacts in El Paso, TX.

Anyone who knows the whereabouts or has seen MARCOS JOSE GARCIA or other fugitives featured on “MANHUNT MONDAY” is urged to call Crime Stoppers of El Paso at 566-TIPS (8477). EL PASO, TEXAS- Late Wednesday night 02-11-09 at 9:00PM, Sheriff’s Deputies conducted a traffic stop on a Mitsubishi Eclipse at the intersection of Alameda and Padres. The reason for the stop was a moving violation. Deputies made contact with the Hispanic male driver who was acting very nervous & suspicious. Deputies asked the driver to exit the vehicle to question him further. The Driver exited the vehicle and fled on foot in a desperate attempt to get away. Deputies chased the subject in the darkness of night throughout the neighborhood - chasing after the subject for about 0.25 miles through canal banks, backyards of residences & other private properties. The subject was finally chased down at the intersection of Independence & Padres. The subject was identified as CESAR MORENO (18) of Calle Francisco Villa Juarez, MX.

Deputies discovered 641.1 grams of Methamphetamines in the possession of MORENO. He was arrested & charged with POSSESSION OF CONTROLLED SUBSTANCE (METH) & EVADING ARREST OR DETENTION.

VINTON, TEXAS- Early this morning 02-12-09 at about 6:30AM, Sheriff Deputies received an anonymous tip on the whereabouts of a subject listed on the CRIMESTOPPERS "MOST WANTED" list. The tip led Deputies to a residence located in the 300 block of W. Vinton Rd. Vinton,TX. Deputies made contact with the residents and advised they were looking for wanted subject CARLOS ESTRADA (48). Fugitive ESTRADA surrendered to authorities and was taken into custody without incident.

CARLOS ESTRADA (48) was wanted on an outstanding criminal warrant for THEFT o/$50 u/$50- He was booked & remains at the El Paso County Detention Facility.

EL PASO, TEXAS- Early this morning 02-12-09 at about 8:30AM, a Sheriff’s Deputy conducted a traffic stop on Chevrolet pick-up at the intersection of Doniphan & Montoya. The Deputy made contact with the driver and noticed he appeared to be very nervous & was evasive of questions asked of him. A wanted persons check was conducted on the driver who identified himself as WESLEY ROBERT KORNEGAY (26) of the 12400 Road Runner El Paso, TX . A return on KORNEGAY indicated he is on Parole & is a Fugitive from Justice wanted out of the Beckham County Sheriff’s Office in Sayre, Oklahoma for VIOLATION OF COURT ORDER.

KORNEGAY’S criminal history showed arrests in Texas, New Mexico and Oklahoma for crimes such as: Numerous Possession of a Controlled Substance (Methamphetamines) arrests , Motor Vehicle Theft, several Theft  arrests, Forgery, Burglary, Assault –Family Violence, Probation Violation, & Driving While Intoxicated.

A recent advisory to Law enforcement had been previously sent out indicating KORNEGAY might once again be in our area. KORNEGAY is currently at the El Paso County Detention Facility awaiting extradition to Oklahoma.

FABENS, TEXAS- Sunday night 02-08-09 at 7:35 PM, Sheriff’s Deputies were dispatched to the 800 block of N. Fabens, Rd. Fabens, TX in reference to a male subject suffering from a gunshot wound. Upon arrival, Deputies found a 17 year-old male subject bleeding from his right leg in the parking lot of Church's Chicken located at 102 NW CC Camp. The male subject told Deputies that while walking, someone had taken a shot at him from an unknown vehicle. 

Further investigation by Deputies revealed the male subject had mishandled a handgun & accidentally shot himself. Deputies secured the scene and a canvassed the area talking to several area residents. After an extensive search, Deputies were able to locate & recover a weapon in a nearby alley-way.

The injured male was transported to Thomason Hospital by Life ambulance.

UPDATE: Wednesday night 02-11-09, Sheriff’s Deputies worked up a warrant on the 17 year-old subject who had previously shot himself in the leg with a handgun Sunday night. While looking for the subject, at about 7:00PM- Deputies spotted the 17 year-old subject at a service station located at 101 W. Main St. Fabens, TX. The subject was identified as FERNANDO PARRA (17) of the 16000 block of Alameda Fabens, TX. PARRA was spotted in a a brown passenger vehicle parked at the fuel pumps of the 7-11 convenience store. Deputies approached the vehicle and made contact with PARRA & noticed he was accompanied by three (3) other Hispanic male subjects. PARRA was taken into custody without incident. PARRA was arrested & charged with UNLAWFUL CARRYING OF A WEAPON & FALSE REPORT TO A PEACE OFFICER. Deputies also detected a strong odor of marijuana emitting from the vehicle. Deputies obtained consent to search the vehicle &  located a small baggie of Marijuana in the vehicles floorboard.

All 3 subjects were arrested for POSSESSION OF MARIJUANA-  they were identified as:

Commander Wendy Wisneski began her career with the Sheriff’s Office, as a Detention Officer, in January of 1994 and was promoted to Corporal in 1997. In 2001- she promoted to Sergeant & in 2007she was promoted to the rank of Lieutenant. 

Commander Wisneski attended Pennsylvania State University & in 1992 graduated from the University of Texas at El Paso where she obtained her Bachelors degree in Criminal Justice. Lt. Wisneski is a licensed TCLEOSE Instructor & has a Master Jailer Certification.

History: Commander Wisneski’s promotion makes her the 1st Detention Officer in the Sheriff’s Office 156 year history to hold the rank of Commander.

Lt. Jones is a graduate from Park University where she obtained her Bachelors degree in Criminal Justice.  Lt. Jones is a licensed TCLEOSE Instructor, has a Master Jailer Certification & is a Certified Physical Fitness Specialist from the Cooper Institute.

WHY: DETECTIVES CONTINUE INVESTIGATION

#6 Detective SAN ELIZARIO, TEXAS- Early Sunday morning 02-08-09 at approximately 3:00AM, Deputies were dispatched to an Aggravated Robbery at the San Elizario 7-11 convenience store located at 12370 Socorro Rd.

Deputies arrived moments later and met with the store clerk. Information received indicates two male subjects entered the store, displayed a weapon (knife) & proceeded to rob the store taking an undisclosed amount of money & an unknown amount of brand cigarettes. CID Detectives were summoned to the scene.

Both subjects were described to be Hispanic males (speaking Spanish only). Both fled on foot prior to Deputies arrival.

  • SUBJECT no.1 - described as a Hispanic male, late teens to early 20's, bald wearing sunglasses, blue coat with hood, jeans, white tennis shoes.
  • SUBJECT no. 2- described as a Hispanic male, late 20's to mid 30's, dark hair, brown or grey and black plaid jacket, grey hoody, Los Angeles Lakers #34 jersey, white bandana over face below eyes, dark pants with dark shoes.

Sheriff’s Office Detective are following several leads & are urging anyone may have information or knows who committed the robbery to please contact the Sheriff’s Office at (915) 546-2280 or Crime Stoppers of El Paso at 566-TIPS (8477).

EL PASO, TX- Early Tuesday morning 02-10-09 at about 8:30 AM, Sheriff's Deputies assigned to the County Courthouse spotted Wanted Fugitive DARELL LEWIS as he reported for a Bond hearing in Criminal District Court #1 (Judge Barraza). Deputies & Detectives assigned to the Special Operation Division took LEWIS into custody without incident.

BACKGROUND: EL PASO, TEXAS-  On Tuesday, 11-11-2008 at 8:30AM, a Sheriff's Deputy conducted a traffic stop on a pickup truck at I-10 East, Mile Marker 33. During the stop, the Deputy noticed the driver was acting extremely nervous & suspicious. The Deputy instructed the subject to exit his truck to question him further. The driver suddenly proceeded to assault the Deputy then tried to flee on foot in a desperate attempt to get away. The Deputy gave chase and caught up to the the suspect and after a brief struggle, was finally able to place him into custody. A search of the truck revealed 58 pounds of marijuana which were hidden in duffle bags on the back seat. The subject was identified as Darrell Lewis (25) of the 7900 block of La Jolla. He was arrested & charged with POSSESSION OF MARIJUANA >50 lbs. < 2,000 lbs. & ASSAULT ON A PUBLIC SERVANT.  Lewis was booked into the El Paso County Detention Facility & later bonded out. Lewis is an ex-martial arts instructor.

After his arrest in November, a Law Enforcement CAUTION ADVISORY was distributed among Law Enforcement Agencies as it was discovered that after his arrest on November 11, 2008- LEWIS stated to authorities he could have killed the Deputy he assaulted. The officer safety advisory went out to Law Enforcement in the event authorities made contact with LEWIS.

LEWIS has an extensive history of drug related arrests (marijuana) & is considered to be violent & dangerous.

WESTWAY, TEXAS- Early Monday morning 02-09-09 at 7:20AM, Sheriff’s Deputies were dispatched to the 1400 block of Banker Westway, TX in reference to an Indecent Exposure incident that had just occurred. Deputies arrived and met with the Reporter, a 16 year-old girl who told authorities she and her 15 year-old younger sister saw their neighbor exposing & fondling himself in his backyard. Both young Victims witnessed the act from their own house. The Victim’s immediately called 911.

Deputies proceeded to the nearby residence and made contact with the neighbor / Suspect. After further investigation by Deputies, the Suspect was taken into custody, arrested & charged with 2 counts of INDECENCY w/ a CHILD. The Suspect was identified as GENARO ESPERANZA TORRES (66) of the 1400 BANKER WESTWAY, TX.

CANUTILLO, TEXAS- Late Sunday night 02-08-09 at 11:30 PM, Sheriff’s Deputies were dispatched to an alarm call at the AutoZone Store located at 6900 Doniphan Canutillo, TX. Deputies arrived and observed glass breakage & noticed entry had been made into the store. Deputies entered the business & conducted a protective sweep of the store. No subjects were found inside.

During the course of the investigation it was determined entry was in fact made and items had been taken. The items stolen included several canisters of spray paint (primarily silver & gold color paint). The vandals apparently exited through a side emergency exit.

Graffiti is an ongoing problem in both the city & the county, we are asking the community for assistance in solving this break-in” said Deputy Jesse Tovar – EPCSO PIO

FABENS, TEXAS- Early Sunday morning 02-09-09 at 3:00 AM a Sheriff’s Deputy stopped a suspected DWI driver in the 300 block of NE H Ave. Fabens, TX. The operator drove his truck into an apartment complex parking lot. The Sheriff’s Deputy made contact with the driver & noticed he was intoxicated & disoriented. The Driver became uncooperative & refused to exit the vehicle. Several minutes later, the Driver exited his vehicle & became violent with the Deputy.

The Deputy was struggling with the Driver for over 5 minutes when the Driver’s wife & father who lived at the apartment complex witnessed what was taking place & proceeded to assist the Deputy.

The wife & father assisted the Deputy in subduing & handcuffing the subject. The Deputy suffered minor injuries in the incident.

The Driver was placed under arrest for DWI and Resisting Arrest. He was identified as OSCAR MONTES GARCIA (28) of the 400 block on NW I AVE. FABENS, TX. GARCIA was booked and remains at the El Paso County Detention Facility.

SAN ELIZARIO, TEXAS- Early Sunday morning 02-08-09 at approximately 3:00AM, Deputies were dispatched to an Aggravated Robbery at the San Elizario 7-11 convenience store located at 12370 Socorro Rd.

Deputies arrived moments later and met with the store clerk. Information received indicates two male subjects entered the store, displayed a weapon (knife) & proceeded to rob the store taking an undisclosed amount of money & an unknown amount of brand cigarettes. CID Detectives were summoned to the scene.

Both subjects were described to be Hispanic males (speaking Spanish only). Both fled on foot prior to Deputies arrival.

  • SUBJECT no.1 - described as a Hispanic male, late teens to early 20's, bald wearing sunglasses, blue coat with hood, jeans, white tennis shoes.
  • SUBJECT no. 2- described as a Hispanic male, late 20's to mid 30's, dark hair, brown or grey and black plaid jacket, grey hoody, white bandana over face below eyes, dark pants with dark shoes.

INCIDENT #1

FABENS, TEXAS- Late Friday night at 02-06-09 at approximately 10:37PM Deputies were called to the area of the 15800 block of North Loop Rd in El Paso County, Texas in reference to a Motor Vehicle Accident with injuries. Deputies immediately observed a Blue in color Chevrolet Pickup truck lying on it’s right side in the front yard of a residence.  Deputies observed a male subject / Driver lying on the ground. Life Ambulance & Fabens Fire Rescue were requested and arrived a short time later.

Further investigation revealed the Driver of the Chevrolet pick-up was traveling eastbound approaching a curve on North Loop Rd when he lost control and over corrected, causing him to roll over and strike the telephone poll and iron fence. 

The Driver was transported to R. E. Thomason for further evaluation. The identity of the driver will not be released at this time as an investigation continues.

Alcohol is believed to be a factor in the accident.

The estimated damage to the telephone pole is said to be about $3,000 & the estimated damage to the fence was said to be about $700.

INCIDENT #2

FABENS, TEXAS- Early Saturday morning 02-07-09 at about 12:30AM, Deputies responded to a motor vehicle accident with injuries /hit and run at 800 S.E. River St. Unknown subject driving a large 4x4 Ford F-250 was apparently traveling at high rate of speed when it collided with a vehicle parked on the road, then crashing into a residence bringing down a wall, then rolling over. A female sleeping inside the residence was hurt with apparent minor injuries and transported to Thomason Hospital by Life Ambulance for further evaluation.

Downed live electrical wires were found near the wreckage, the El Paso Electric Company responded & quickly took care of the dangerous live wires.

The driver of the Ford F-250 fled on foot prior to the Deputies arrival.

MONTANA VISTA, TEXAS- Saturday morning 02-07-09 at 3:00AM, Sheriff’s Deputies responded to family violence call at a residence located in the 14800 block of May Circle El Paso County, TX. While responding to the residence, Deputies located a 4-door Blue 2004 Dodge Ram 1500 at the intersection of Krag & Tangerine (near Montana). The truck had struck a stop sign & electrical pole. Deputies quickly tended to the driver & found him to be highly intoxicated. He was uninjured & taken into custody.

Further investigation revealed the Driver / Suspect was the same subject involved in the family disturbance at the May Circle residence. It was also discovered that the Driver / Suspect had apparently struck another vehicle blocks away while attempting to flee the residence. After colliding with the vehicle, the Suspect used his vehicle to ram the vehicle he had just struck in a desperate attempt to drive off. That's when the Suspect left the scene of the accident lost control of his truck and collided with the electrical pole cutting off electricity to several blocks.

The estimated damage to the wooden electrical pole was said to be $2,000 & the stop sign was estimated to be about $150.

The Suspect was identified as Adrian Rivas (51) of the 14800 block of May Circle El Paso County, TX. He was charged with multiple offenses & remains at the El Paso County Detention Facility.
