Promotion Ceremony
On Wednesday, February 11, 2009 - The El Paso County Sheriff's Office hosted a Promotion Ceremony at Sheriff’s Office Headquarters 3850 Justice Dr. El Paso, TX. Sheriff Richard Wiles appointed the final Commander to his Command staff.
PROMOTIONS INCLUDED:
Appointed to the rank of Commander - Lieutenant Wendy Wisneski 
Commander Wendy Wisneski began her career with the Sheriff’s Office, as a Detention Officer, in January of 1994 and was promoted to Corporal in 1997. In 2001- she promoted to Sergeant & in 2007she was promoted to the rank of Lieutenant.
Commander Wisneski attended Pennsylvania State University & in 1992 graduated from the University of Texas at El Paso where she obtained her Bachelors degree in Criminal Justice. Lt. Wisneski is a licensed TCLEOSE Instructor & has a Master Jailer Certification.
History: Commander Wisneski’s promotion makes her the 1st Detention Officer in the Sheriff’s Office 156 year history to hold the rank of Commander.
Promoted to the rank of Detention Lieutenant – Sgt. Christine Jones
Lieutenant Christine Jones began her career with the Sheriff’s Office, as a Detention Officer, in November 1992 and was promoted to Corporal in 1994.
Lt. Jones is a graduate from Park University where she obtained her Bachelors degree in Criminal Justice. Lt. Jones is a licensed TCLEOSE Instructor, has a Master Jailer Certification & is a Certified Physical Fitness Specialist from the Cooper Institute.
Promoted to the rank of Detention Sergeant – Cpl. Sulena Savage

Sergeant Sulena Savage began her career with the Sheriff’s Office as a Detention Officer in May 1991 and was promoted to Corporal in 1998.
Sergeant Savage is a graduate of Bel Air High School. Sgt. Savage holds a Bachelors degree in Criminal Justice, is a licensed TCLEOSE Instructor & has a Master Jailer Certification.
Promoted to Budget Director of Budget Services– Supervisor Lucille Samuel
Lucille Samuel began her career with the Sheriff’s Office in 1999. She was promoted to Budget Services Supervisor in 2001. Lucille is a graduate of Belford University & holds a Bachelors Degree in Logistics & Management.
Lucille is an Army Veteran retiree of 20 years.
