SHERIFF RICHARD WILES SUPPORTS TYLA VIDEO PROGRAM AIMED AT DOMESTIC ABUSE VICTIMS

EL PASO, TEXASOn March 20, 2009 a video program was introduced to El Paso County Commissioners Court by the Texas Young Lawyers Association. The video helps victims of domestic violence navigate the state’s legal system is the idea behind a The program, “HEALING THE WOUNDS: NAVIGATING THE LEGAL SYSTEM AFTER SURVIVING DOMESTIC ABUSE” includes details on what the victims can expect when utilizing the courts to obtain a protective order, temporary restraining order or divorce.

The video portrays the story of "Melinda," a domestic violence survivor, and her journey through the legal process. The goal of the program is to educate victims of family violence about their legal rights.

Hopefully, after viewing this program, some of the victim's fear and confusion about the legal system will be eliminated.

This program is designed to be shown at battered women's shelters, police departments, county and district attorney's offices and other agencies that assist victims of domestic abuse.

"Healing the Wounds: Navigating the Legal System after Surviving Domestic Abuse", was made possible by a generous grant from the Texas Bar Foundation.

copandrobberCANUTILLO,TX-  Sunday morning 03-29-09 at 10:45 AM, Deputies were dispatched to Import Auto Salvage located at 6694 Doniphan Canutillo, TX in reference to theft in progress. Deputies arrived a short time later & were directed to the whereabouts of 3 suspicious subjects inside the property. Deputies jumped the front gate & walked towards the rear of the salvage yard where they located three subjects standing in an open area of the property. Deputies immediately detained all 3 subjects for further questioning. Deputies met with the property owner who stated the subjects did not have his effective consent to trespass onto his business / property.

Further investigation reveals, the subjects jumped over the fence & were apparently in the process on taking vehicle parts until responding Deputies foiled their plot. All 3 subjects were arrested for CRIMINAL TRESPASS.

#6 Detective bwHORIZON CITY, TEXAS- Over the weekend Sheriff’s Detectives arrested a 2nd subject in connection to events that unfolded during the early morning hours of Saturday March 21, 2009 just before JUAN MANUEL DOMINGUEZ (44) of the 9800 block of Cornus El Paso, TX was violently struck & killed by a vehicle.

Sheriff’s Office Crimes Against Persons Detectives have arrested 21 year-old FERNANDO CAMARGO of the 14500 block of Valentin Horizon City, TX. During the investigation, Detectives learned that during the night of the incident while a confrontation with several individuals was taking place in the street, CAMARGO purposely drove his Green 1999 Oldsmobile into an empty lot where the Victim was standing & struck him in the leg. The Victim who was struck will not be identified at this time. CAMARGO was arrested & charged with AGGRAVATED ASSAULT w/ A DEADLY WEAPON. He was booked & remains in the El Paso County Detention Facility.

This incident took place moments before the deceased JUAN MANUEL DOMINGUEZ was struck by another vehicle driven by MICHAEL LAMBERT (26) of the 11000 block of Casa View El Paso, TX 79936.

CHARGE: AGGRAVATED ASSAULT w/ A DEADLY WEAPON- $25,000 BOND

BACKGROUND:

Just after midnight, early Saturday morning 03-21-09,  Sheriff’s Deputies were dispatched to an injured party call (vehicle striking pedestrians) at the intersection of Annegret & Uli Reucker in East El Paso County, TX. Responding Deputies arrived moments later to find several people in the street to include 3 individuals lying on the street who had just been struck by a moving vehicle. The suspect vehicle described as a White Mitsubishi Lancer, fled the scene prior to the Deputies arrival.

Preliminary investigation reveals a house party was taking place at a nearby residence. While patrons were leaving the party, a confrontation ensued in the street resulting in 3 subjects (2 males / 1 female) struck by the White passenger car. A male subject whose identification will not be released at this time sustained serious injuries. He was transported to Thomason Hospital by Life Ambulance. Crimes Against Persons Detectives –CID were summoned to the scene.

UPDATE 03-21-09: One of the male Victim’s identified as JUAN MANUEL DOMINGUEZ (44) of the 9800 block of Cornus El Paso, TX died due to the injuries he sustained.

The other two Victim’s were identified as:

  • DEVARA MICHELLE TICALI (39) wife of the deceased of the same  9800 block of Cornus El Paso, TX.
  • VALDO BOTELLO (37) of the 14500 block of Annegret El Paso County, TX.

Detectives are actively working a this case continuing the investigation still talking to several witnesses & trying to sort out all persons involved.

UPDATE 03-24-09: After an extensive investigation, Crimes Against Persons Detectives have made an arrest in connection with the death of JUAN MANUEL DOMINGUEZ (44) who was killed after getting struck by a White Mitsubishi Lancer early Saturday morning.

Detectives arrested MICHAEL LAMBERT (26) of the 11000 block of Casa View El Paso, TX 79936. Detectives investigating the case learned that Suspect LAMBERT was the individual operating the White Mitsubishi Lancer which struck three (3) individuals at about the 600 block of Uli Ruecker resulting in the death of JUAN MANUEL DOMINGUEZ who was pronounced dead after arriving to Thomason Hospital. Autopsy results revealed DOMINGUEZ died due to the injuries sustained after being struck by the vehicle. 

Investigation revealed the entire incident occurred after individuals from two (2) separate parties became involved in a verbal altercation which escalated into a physical confrontation which involved numerous subjects.

SEARCH & RESCUE HUECO TANKS STATE PARK-  Saturday afternoon 03-28-09 at 2:40 PM, Sheriff Deputies were dispatched to 6900 Hueco Tanks Rd. - Hueco Tanks State Park in reference to an injured climber. Sheriff deputies arrived within minutes along with Park Rangers, Life Ambulance Medics & the Montana Vista volunteer Fire Dept. 

Deputies arrived and we were advised by park rangers that a 26 year-old male injured his right ankle while hiking up the mountain & was unable to safely get down from the mountain on his own. The El Paso County Sheriff’s Office Search & Rescue Team was activated for the rescue.

Initial information received indicates at about 1:30 PM, the climber was rock climbing when he came upon a small boulder in the mountain. The victim jumped to a rock that he described as a tank or crater.  As the Victim landed, his right ankle rolled and he felt a pop. The Victim was in an area surrounded by 60 foot drops. EPCSO Search & Rescue Team arrived and tended to the Victim’s injury before helping him repel down to a safe flat surface. Once on the ground the Victim was assisted by Life ambulance.

The Victim was identified as 26 year-old Treffry Raxter of the 9200 block of N. Mesa El Paso, TX.

  • Climb during daytime hours
  • Take the necessary survival items such as water, food, & a cell phone

WHAT: UPDATE- FATAL MOTORYCYLE ACCIDENT IN HORIZON CITY, TX

WHERE: Intersection of the 15300 block of S. Kenazo & 400 block of Lauren Horizon City, TX.

 WHY: INVESTIGATION CONTINUES  

EPCSOSTIHORIZON CITY, TX-  Friday afternoon 03-27-09 at 2:28 PM, Sheriff's Deputies along with the Horizon City Police Department were dispatched to the intersection of S. Kenazo Ave and Lauren St., Horizon City, Texas in reference to a motor vehicle accident involving a motorcycle. Officials arrived on-scene a short time later to discover what appeared to be a single vehicle accident, involving a 2008 Suzuki motorcycle and a single male driver / occupant. The driver was transported to a local hospital with serious injuries. Due to the seriousness of the injuries sustained by the driver, Sheriff’s Office Special Traffic Investigators (STI) were summoned to the scene.

Investigation of the accident by STI’s revealed the motorcycle was traveling south on S. Kenazo at a very high speed. The 2008 Suzuki GSX-R was spotted by an El Paso County Deputy Constable being driven recklessly. As the Constable tried to catch up to the motorcycle, the driver accelerated the motorcycle to a high rate of speed entering a residential area. The driver failed to maneuver around the curve and laid the motorcycle on its side at the curve. The motorcycle along with the driver, skidded on the pavement, struck the curb, and eventually impacted violently against a rock wall. The driver began to complain about his injuries at which point Life Ambulance arrived to transport him to a local hospital.

The rider was later pronounced dead at the hospital as a result of his injuries. He did not possess a drivers license nor a motorcycle endorsement.

The deceased was identified as JUAN ENRIQUE ORTEGA (18) of the 14500 block of Desierto Bello Horizon City, TX.

Sheriff BadgeWESTWAY, TX- Thursday night 03-26-09 at about 8:55 PM, Deputies were were dispatched to a residence in the 800 block of Lakewood Westway, TX in reference to an Aggravated Robbery that just occurred. Deputies arrived moments later and met with the 80 year-old reporter / Victim who told authorities forced entry was made into his home and he was the victim of a Robbery.

According to investigator’s at about 8:40 PM, the Victim answered the front door and was met by a male suspect. As the Victim opened the door to speak with him, he forced his way into the his home and demanded money. The male suspect forced the Victim throwing him onto his living-room bed. The male suspect then proceeded search the elderly Victims pockets looking for money and /or his wallet. As they both struggled, the elderly Victim managed to get up and walk to the kitchen and grab a metal pipe. The Victim struck the male suspect on the left side of his head with the pipe causing injury. The Victim demanded that he leave his home.

The suspect left & sped off in a Red Chevrolet Silverado pick-up truck. Sheriff’s Office Dispatch Operators put out a spot-broadcast describing the suspect vehicle to all responding Deputies & nearby Law Enforcement agencies.

A short time later, Deputies spotted the pick-up truck matching the description given at the the Petro-2 Truck Stop, 601 Westway Blvd Westway, TX. Deputies found a male subject sitting on the curb with a large laceration to his head. The male subject was positively identified the assailant. Deputies immediately placed the suspect under arrest for BURGLARY OF HABITATION. The suspect was identified as JESUS RIBERA (47) of the 1100 block of Meadow Westway, TX. He was paper booked while at the hospital & remains in the custody of the Sheriff’s Office with a Detention Officer assigned to his location.

 WHY: INVESTIGATIONS IN 2 SEPARATE CRASHES CONTINUE  

ACCIDENT NO. 1

EPCSO STICANUTILLO, TX- Thursday night 03-26-2009 at approximately 7:55 PM, Deputies were dispatched to the intersection of N. Strahan & Moore, Canutillo, TX 79835 in reference to a motor vehicle accident w/ injuries. Deputies arrived to find a White 1989 Pontiac 2-door wrapped around a Electric Pole. Deputies also located a 16 year-old male passenger was unable to exit vehicle partially trapped inside the vehicle. The 19 year-old driver was found lying on the ground in front of his vehicle.

Life Ambulance arrived to the scene a few minutes later & began tending to the injured. Both were transported to Thomason Hospital. Special Traffic Investigators (STI’s) were summoned to the scene

An Investigation by STI’s determined that the1989 Pontiac Firebird driven by 19 year-old Ariosto Espinoza of Canutillo, TX was traveling north on Strahan at a high rate of speed. As the driver approached the curves on the roadway, he failed to control his speed and was unable to steer through the curves. The vehicle slid off the roadway and struck an electric pole with its passenger door.

STI’s ARE CONTINUING WITH THE INVESTIGATION AS CHARGES ARE PENDING. 

SPEED APPEARS TO BE THE FACTOR IN THIS ACCIDENT / ALCOHOL DOES NOT APPEAR TO HAVE CONTRIBUTED TO THIS ACCIDENT.

ACCIDENT NO. 2

STRIKE TEAM

WESTWAY, TX- Early Friday morning 03-27-09 at 1:18 AM, Deputies were dispatched to the Westway Exit on I-10 west (Mile Marker 2) in reference to a motor vehicle accident roll-over. Deputies arrived to find the driver (sole occupant) trapped inside a Gray 2007 Nissan Sentra which came to rest on its roof. West Valley Volunteer Fire Dept. worked nearly 30 minutes to free her from the wreckage using the mechanical “Jaws of Life.”

Although the vehicle had extensive all-around damage, the driver identified as Flora Delia Rojas (33) 6600 block of Alto Rey, El Paso, TX was transported to Thomason Hospital with apparent minor injuries.

 WHY: 6 ARRESTED / INVESTIGATION CONTINUES  

copandrobberVINTON,TX- Late Wednesday afternoon 03-25-09 at 5:25 PM, Sheriff Deputies were dispatched to 200 block of Rancho Estancias in Vinton, El Paso County, Texas in reference to subjects disturbing with repossession. Deputies arrived and met with the Reporter who told authorities she was driving by her sister’s mobile home & observed several male subjects on the property loading her sisters furniture onto a flat bed utility trailer. The furniture was stored in a storage shed  in the rear of the property. The Reporter proceeded to call her sister to ask what was occurring & was told the men did not have permission to be there. Deputies arrived & were directed to the male subjects who were still on the property. Deputies made contact with the subjects & detained them for further investigation. The homeowner / Victim arrived a short time later & told authorities she did not give anyone permission to enter her storage building and take her property.

Further investigation revealed the residence, which is a mobile home, was due for repossession but that her household belongings in a storage building at rear of her property. The subjects detained also did not have any type of repossession paperwork signed by a court order. It was also learned residence / property which was secured with a padlock on the front gate  had been cut by the subjects attempting to repossess the mobile home on the property.

After checking the storage shed, it was found the door had been forced open to make entry. The Victim’s property was found not only on the utility trailer but located inside of several vehicles belonging to the subjects and also in the personal possession of the subjects after pat down searches were conducted incidental to the arrests.

A total of 6 subjects were placed under arrest for ENGAGING IN ORGANIZED CRIMINAL ACTIVITY & were each booked into the El Paso County Detention Facility under a $30,000 bond.

UPDATE: On Thursday 03-26-09, CID Crimes Against Property Detectives recovered additional household furniture, appliances & other items belonging to the Victim at a residence in the Sparks area.

 WHY: INVESTIGATION CONTINUES  

Deputy-2MONTANA VISTA- On Tuesday 03-24-09 at 2:27 PM Deputies were dispatched to the 3700 block of Judy Marie El Paso County,Texas in reference to a brush fire. Deputies arrived moments later to find several properties on fire. Deputies immediately went house to house evacuating the residents of all nearby homes as a precaution. The Montana Vista Volunteer Fire Department arrived & with the help of homeowners using their water hoses began battling the fires until finally extinguishing the blaze. Other nearby residents also assisted with buckets of water putting out small flames in the area.

The El Paso Electric & Gas Companies responded due to possible damage to several gas meters & electric poles. Workers from both companies advised there was no damage to the utility lines. There were no injuries reported although Life Ambulance was on scene as a precaution.

Further investigation revealed the fires point of origin was at 3765 Judy Marie where a 52 year-old Hispanic male subject was allegedly attempting to clean his yard by burning bushes but due to the high winds, the fire quickly spread to the neighbors yard. The subject called 9-11 emergency to ask for help and then ran over to help neighbors attempt to extinguish the fire on the other properties.

At this point, the fire is believed not to have been intentionally set for the sole purpose of damaging property.

A Burn-Ban “Red Flag” (Fire Risk) was in effect on this date in which the State could fine the Offender up to $ 10,000.00.

THE IDENTITY OF THE 52 YEAR-OLD MALE SUBJECT RESPONSIBLE FOR THE FIRE WILL NOT BE RELEASED AT THIS TIME. 

AN INVESTIGATION CONTINUES- CHARGES MAY BE PENDING.

NO OTHER INFORMATION WILL BE AVAILABLE AT THIS TIME

EPCSO STI DWI ENFORCEMENT

EL PASO, TX- The El Paso County Sheriff’s Office Traffic Section in coordination with Patrol Deputies conducted a DWI Enforcement  wave during the period of March 6, 2009 thru March 20, 2009. During that time, extra officers were utilized to focus DWI patrols within high risk locations during times when alcohol-related crashes are most frequent. Our goal was to reduce the number of fatal or serious injury collisions. Working during hours determined to be peak impaired driving hours, Deputies dispatched for 6 nights, 8 hours a night to various locations within El Paso County, TX. No major traffic accidents were reported during this time period in the unincorporated areas of the county. The DWI enforcement was funded through the TEXAS TRAFFIC SAFETY eGRANT She-STEP-2009.

RESULTS  ARE  AS FOLLOWS:

STRIKE TEAM

DESERT OPERATIONS

EL PASO, TX- During “Spring Break" week, the Sheriff’s Office Strike Team conducted several “Desert Operations” which consisted of High Intensity Patrols of desert areas in El Paso County, TX. These areas included the desert area behind the SAC, Red Sands, & other undisclosed locations where recent activity such as shootings, underage drinking parties & other crimes have occurred.

WHY: DETECTIVES CONTINUE WITH INVESTIGATION

EP SHERIFFF patch color small2SAN ELIZARIO, TEXAS- Early Sunday morning 02-08-09 at approximately 3:00AM, Deputies were dispatched to an Aggravated Robbery at the San Elizario 7-11 convenience store located at 12370 Socorro Rd.

Deputies arrived moments later and met with the store clerk. Information received indicates two male subjects entered the store, displayed a weapon (knife) & proceeded to rob the store taking an undisclosed amount of money & an unknown amount of brand cigarettes. CID Detectives were summoned to the scene.

Both subjects were described to be Hispanic males (speaking Spanish only). Both fled on foot prior to Deputies arrival.

  • SUBJECT no.1 - described as a Hispanic male, late teens to early 20's, bald wearing sunglasses, blue coat with hood, jeans, white tennis shoes.
  • SUBJECT no. 2- described as a Hispanic male, late 20's to mid 30's, dark hair, brown or grey and black plaid jacket, grey hoody, Los Angeles Lakers #34 jersey, white bandana over face below eyes, dark pants with dark shoes.

Sheriff’s Office Detective are following several leads & are urging anyone may have information or knows who committed the robbery to please contact the Sheriff’s Office at (915) 546-2280 or Crime Stoppers of El Paso at 566-TIPS (8477).

#6 Detective bwUPDATE 03-24-09: After an extensive investigation, Crimes Against Persons Detectives have made an arrest in connection with the death of JUAN MANUEL DOMINGUEZ (44) who was killed after getting struck by a White Mitsubishi Lancer early Saturday morning.

Detectives arrested MICHAEL LAMBERT (26) of the 11000 block of Casa View El Paso, TX 79936. Detectives investigating the case learned that Suspect LAMBERT was the individual operating the White Mitsubishi Lancer which struck three (3) individuals at about the 600 block of Uli Ruecker resulting in the death of JUAN MANUEL DOMINGUEZ who was pronounced dead after arriving to Thomason Hospital. Autopsy results revealed DOMINGUEZ died due to the injuries sustained after being struck by the vehicle. 

Investigation revealed the entire incident occurred after individuals from two (2) separate parties became involved in a verbal altercation which escalated into a physical confrontation which involved numerous subjects.

NO OTHER INFORMATION WILL BE AVAILABLE AT THIS TIME AS CID DETECTIVES ARE CONTINUING WITH THE INVESTIGATION.

ARRESTED FOR MURDER

  1.  MURDER - $500,000 BOND 
  2.  AGGRAVATED ASSAULT WITH DEADLY WEAPON  - $100,000 BOND 

BACKGROUND:

Just after midnight, early Saturday morning 03-21-09,  Sheriff’s Deputies were dispatched to an injured party call (vehicle striking pedestrians) at the intersection of Annegret & Uli Reucker in East El Paso County, TX. Responding Deputies arrived moments later to find several people in the street to include 3 individuals lying on the street who had just been struck by a moving vehicle. The suspect vehicle described as a White Mitsubishi Lancer, fled the scene prior to the Deputies arrival.

Preliminary investigation reveals a house party was taking place at a nearby residence. While patrons were leaving the party, a confrontation ensued in the street resulting in 3 subjects (2 males / 1 female) struck by the White passenger car. A male subject whose identification will not be released at this time sustained serious injuries. He was transported to Thomason Hospital by Life Ambulance. Crimes Against Persons Detectives –CID were summoned to the scene.

UPDATE 03-21-09: One of the male Victim’s identified as JUAN MANUEL DOMINGUEZ (44) of the 9800 block of Cornus El Paso, TX died due to the injuries he sustained.

The other two Victim’s were identified as:

  • DEVARA MICHELLE TICALI (39) wife of the deceased of the same  9800 block of Cornus El Paso, TX.
  • VALDO BOTELLO (37) of the 14500 block of Annegret El Paso County, TX. 

Detectives are actively working a this case continuing the investigation still talking to several witnesses & trying to sort out all persons involved.

WHAT: MAN ARRESTED FOR INTOXICATED ASSAULT AFTER STRIKING PEDESTRIAN

WHERE: Intersection of Malmo & De Alva Westway, TX

 WHY: ARREST MADE

Deputy-2WESTWAY, TX- Sunday night 03-22-09 at about 8:30 PM, Deputies were dispatched to the intersection of Malmo Rd & De Alva Rd in Westway, TX reference to a motor vehicle accident involving a pedestrian. Deputies arrived moments later to find West Valley Fire First Responders tending to an individual who had just been struck by a vehicle.

Further investigation by on scene Deputies revealed that a White Ford pick-up truck traveling south on De Alva struck a pedestrian while walking next to the roadway. According to a witness, after the truck hit the pedestrian, it reversed then proceeded to drive away when the witness gave chase & managed to stop the driver from fleeing & called 911. Responding Deputies arrived & immediately took the driver into custody.      

Upon making contact with the driver, Deputies immediately smelled a strong odor of alcohol coming from the driver & noticed he was highly intoxicated.  

The driver was identified as JORGE CUELLAR (49) of the 1300 block Malmo Westway, TX. He was charged and arrested for INTOXICATED ASSAULT. He was booked and remains at the El Paso County Detention Facility.

The Victim was identified as AGUSTIN RODRIGUEZ (42) of Westway, TX. He was transported to Thomason Hospital with several injuries.

EL PASO, TEXAS- Sunday afternoon 03-22-09 at about 3:20 PM, Sheriff Deputies received an anonymous tip on the whereabouts of a subject listed on the CRIMESTOPPERS "MOST WANTED" list. The tip led Deputies to a residence in the 6700 First St. Canutillo, TX. Deputies made contact with the residents & advised they were looking for wanted subject RICHARD URIAS (21). Fugitive URIAS surrendered to authorities & was taken into custody without incident.

RICHARD URIAS (21) was wanted on an outstanding criminal warrant for AGGRAVATED ASSAULT w/ a DEADLY WEAPON. URIAS was booked & remains at the El Paso County Detention Facility.

URIAS of the 6700 block of First St. Canutillo, TX - was just featured as one of Crime Stoppers of El Paso's "Most Wanted" in this Sundays, April 22nd, 2009 Edition of the El Paso Times.
