A total of 18 teams participated in the annual tournament. Congratulations to team "Xtreme" from the Jail Annex for taking third place in the tournament – the highest of the Sheriff's Office entries.

EVENT:  BIZARRE CHILD CUSTODY CASE IN WESTWAY, TX

LOCATION OF OCCURRENCE: 1200 block of Lakewood Westway, TX

RESULT:  UNDER INVESTIGATION

Deputy-2 WESTWAY, TXOver the weekend, Sheriff’s Deputies were dispatched to the 1200 block of Lakewood in Westway, TX in reference to a child custody dispute. Deputies arrived and met with a distraught female reporter who told authorities her 20 month-old-son had been abducted by another female (her sister-in-law) and taken to Juarez, MX presumably to sell the baby for $10,000.

Due to the nature of the allegation, Deputies recognized the importance & urgency of acting quickly; however, due to some early suspicions & doubts regarding the allegation, Deputies carefully balanced the decision to activate an immediate, full-blown AMBER Alert (& multi-agency response) with thorough interview of the Reporter due to inconsistencies from her story.

After an extensive investigation by on scene Deputies, it was learned that the accused abductor was actually the biological mother of the child. Initially, the reporter tried filing a Criminal Kidnapping report by claiming that “her” 20 month-old child was abducted by her baby sitter earlier in the day.

Further investigation by CID Detectives determined the Reporter & her sister in law had previously made a “verbal agreement” in which they decided that the child would be given to the Reporter shortly after birth. Instead of pursuing a legal adoption plan thru the courts, the two instead schemed a plot where the biological mother assumed the reporter’s identity in the hospital during birth so the reporter could later “claim” false legal motherhood of the child. The child was found to be safe in the care of her biological mother.

The biological mother of the child (alleged abductor) is identified as Maria Salazar Cagal (22) of the 1200 block of Lakewood Westway, TX.

The reporter (supposed mother) is identified as Miriam Guzman Quino (26) of the 500 block of Talbot Canutillo, TX. 

Apparently, a birth certificate was falsified in order to falsely claim motherhood of the child. The reporters birth certificate was used by the biological mother to register at a local hospital, falsely listing the reporter as the mother on the child’s birth certificate.

After carefully evaluating all the facts and weighing all the options, it was ultimately determined that this incident did not meet the criteria of a “criminal kidnapping.”  However, due to the complexity of details involved, it entails future civil litigation between the parties involved, and possible criminal charges for falsifying any hospital records (pending further CID investigation & DA’s Office).

Upper Valley Deputies took extraordinary measures to make sound decisions under such confusing circumstances.  Although it is unlikely that anyone would have been upset if a multi-agency AMBER Alert had been activated given the facts” – Patrol Deputy Sgt. Lewis Roe

OCTOBER 2008- Monday night 10-20-08 at 10:00 PM, while housed at the Community Intervention Center located at 3801 Mattox El Paso, TX for an ASSAULT conviction, SAUL ARMENDARIZ was transported to Del Sol Medical Center complaining of chest pains. A few hours later, after failing to report his status to Probation Officers, it was learned ARMENDARIZ had never checked into the hospital.

Since that incident, ARMENDARIZ has absconded from the El Paso Parole Office & his whereabouts are unknown at this time.

ARMENDARIZ is known to have numerous contacts in El Paso, TX & may be residing with someone in our area as he continues to elude capture.

Anyone who knows the whereabouts or has seen SAUL ARMENDARIZ or other fugitives featured on “MANHUNT MONDAY” is urged to call Crime Stoppers of El Paso at 566-TIPS (8477). EVENT:  MAN REFUSING TO BE SERVED WITH PROTECTIVE ORDER ARRESTED

STRIKE TEAMWEST EL PASO, TXOver the past four months, Sheriff’s Deputies assigned to the Civil Section had made several attempts to serve an individual with a Protective Order. Contact by phone had been previously made with the subject who continued to hide & elude Deputies from serving him with the order. The subject would make appointments to meet with Deputies & would deceitfully provide authorities with false places of employment. 

Further investigation revealed the subject identified as ISAIAS ESCOBAR (22) of the 800 block of Nita Fay El Paso, TX was a WANTED subject. ESCOBAR was wanted on 5 outstanding criminal warrants (3 out of Hunt County – Dallas, TX). Authorities learned ESCOBAR had an extensive criminal history in Hunt County.

Thursday morning 04-23-09 at approximately 10:30 AM, Strike Team & Civil Section Deputies attempted to make contact with ESCOBAR at his residence located in the 800 block of Nita Fay El Paso, TX.  Deputies observed ESCOBAR’S vehicle in the drive way & proceeded to knock on the front door of the residence. Deputies could hear noises emitting from inside the home but no one would answer. After about 30 minutes, a male subject answered the door (subject’s brother) who gave Deputies consent to search the home.  Deputies conducted a protective sweep of the home where subject ESCOBAR was hiding in a back bedroom (behind a door). ESCOBAR was taken into custody without incident.

ESCOBAR was arrested for multiple outstanding criminal warrants. He was booked at the El Paso County Detention Facility.

Sheriff BadgeUPPER VALLEY- Early Wednesday afternoon 04-22-09 at about 2:25 PM, a Sheriff’s Deputy patrolling the area of Borderland and Doniphan in the Upper Valley observed a Black 2005 Ford F-150 truck traveling southbound Doniphan directly in front of the Sheriff’s Unit. The Deputy then observed the F-150 an make a left turn from a non-turning lane (improper left turn). The Deputy attempted to conduct a traffic stop on the truck but the driver refused to stop. The F-150 continued north on Doniphan at high speeds. The truck took an abrupt left turn (west) at the 100 block of FM 259. The F-150 continued west  & suddenly stopped at the top of an overpass (bridge) that travels over the Rio Grande. At the grade of the bridge, the truck suddenly stopped facing west on the eastbound lanes of travel. The Deputy observed the driver discard an unknown item into the river. The driver proceeded to exit the truck, climb the rail & jump into the river in attempt to elude capture. Assisting Deputies set a perimeter where the driver could not escape. The driver has taken into custody without further incident. The discarded item thrown into the river has not yet been found.

The driver was identified as identified as VICTOR CANO (26) of the 600 block of Washington Street Anthony, TX. He was arrested & charged with EVADING ARREST / DETENTION w/ a MOTOR VEHICLE.

During the end of the pursuit as the truck suddenly stopped at the grade of the bridge,  the Sheriff’s Unit slightly impacted with the rear end of the truck causing no significant damage to the truck & minimal damage to the patrol car. No injuries were reported.

TRAFFIC WAS LIGHT & NO PEDESTRIANS WERE SEEN NEAR THE ROADWAYS OF TRAVEL DURING THE PURSUIT.

STRIKE TEAMFAR EAST EL PASO COUNTY, TX-  Wednesday afternoon, Strike Team Deputies along with Animal Control conducted a joint operation in the Far East El Paso County, TX (Agua Dulce area) in an effort to reduce the stray / vicious dog problem in the county. The operation was deemed a success as members of the community joined authorities in seeking & pointing out loose & stray dogs in the area.

The results of the operation were as follows:

  • 21 dogs were impounded
  • 17 citations were issued (6) for dogs not confined, (6) for unvaccinated dog, (5) for unregistered dog

Similar operations will continue in the near future.

Strike Team is asking any community having problems with stray dogs or other crimes to please contact the Strike Team Office at (915) 921-5150.

STRIKE TEAM WEST EL PASO, TX - Late Wednesday morning 04-22-09 at approximately 10:50 AM, Strike Team Deputies received an anonymous tip on the whereabouts of a subject listed on the CRIMESTOPPERS "MOST WANTED" list. The tip led Strike Team Deputies to an apartment complex located at 213 Argonaut El Paso, TX.  Deputies attempted to make contact with the residents knocking on the door for several minutes. After a few minutes wanted subject SALVADOR ACOSTA (29) emerged from inside. Fugitive ACOSTA surrendered to authorities & was taken into custody without incident.

SALVADOR ACOSTA (29) was wanted on  multiple outstanding criminal warrants for 1-2.) 2 counts of THEFT OF PROPERTY o/$1500 u/$20000, 3.) CRIMINAL NON-SUPPORT, 4-5.) 2 counts of PROBATION VIOLATION, & 6-7.) 2 counts of FRAUDULENT USE or POSSESSION OF IDENTIFYING INFORMATION. ACOSTA was booked & remains at the El Paso County Detention Facility.

basketball_guy_bouncing_hg_clrTUCSON, ARIZONA- April 8-11, 2009 – Members of the El Paso County Sheriff’s Office representing El Paso Law Enforcement All-Stars participated in a basketball tournament as part of the 2009 ARIZONA POLICE AND FIRE GAMES held in Tucson, Arizona. The El Paso Team roster consisted 10 of players from EPFD, EPPD, CBP & EPCSO. sports_basketball

The El Paso Team retuned to the games as defending Champions & went undefeated throughout the tournament bringing back home the championship once again.

Our very own Detention Officer Luis Trevino worked the corner of El Paso Boxer (Eddie “Chico” Avila) and helped him train for the fight in Tucson while representing the El Paso County Sheriff’s Office.  “Chico” won the gold with a 3rd round TKO in the 190 lb weight class.

The El Paso Law Enforcement Team made a huge impact in Tucson & are getting ready for the Las Vegas games in August 2009.

RESULT:  BURGLARIES – TEEN ARRESTED

STRIKE TEAMCANUTILLO, TX- Saturday morning 04-18-09 at 7:00 AM, Sheriff’s Deputies were dispatched to Sierras Quick Stop located at 7088 Doniphan, reference to a Burglary of Business. Deputies arrived and met with an employee who told authorities he arrived to work and noticed that the front window to the business was shattered out. 

While Deputies conducted a walk through of the business, several shoe impression were located near a beer cooler & several other areas within the store. Several alcoholic beverages were taken (unknown exactly how much). While canvassing the area for clues, Deputies found the front door of the River Trail Bicycle Shop located at 7061 Doniphan also shattered out. Deputies looked inside & noticed that it appeared as if several items had also been taken. The owner was located a short time later confirming the Deputies findings. CID Crimes Against Property Detectives were summoned to the scene.

Deputies followed a trail of beer cans near area of the burglarized businesses which lead through several streets through the Canutillo neighborhood. Deputies followed several cans of beer and other items to the 6900 block of Second St. Deputies also located several shoe impressions matching those recovered from Sierras Quick Stop.

While piecing together what they had, Sheriff’s Deputies were dispatched to an Intoxicated Subject disturbing call at a residence in the same 6900 block Second St. Canutillo, TX where Deputies had followed the trail to. Upon arrival, Deputies were directed to a bedroom where a 15 year-old Juvenile was located. He was quickly taken into custody.

Upon making contact with the Juvenile, in plain view, Deputies observed several items that had been reported stolen from the businesses. Consent was sought & obtained from the owner of the residence.  Several additional items were found in the interior & exterior of the home. Items such as:

  • Several 18 packs of beer
  • several packs of cigarettes
  • several bags of chips
  • 5 bicycles
  • several canisters of spray paint 
  • motor oil  

TOTAL AMOUNT: $3,454.89

While in custody, Deputies received information the Juvenile may have been involved in another burglary which took place over night at the Auto Zone located at 6900 Doniphan Canutillo, TX. With the items recovered, CID Detectives were able to positively link the Juvenile to that break-in as well. 

CID DETECTIVES arrested & charged the 15 year-old male with multiple counts of BURGLARY OF A BUILDING. The Juvenile Offender was processed and turned over to the Juvenile Probation Department.

The identity of the 15 year-old Offender will not be released because of this age.

Deputy-2MONTANA VISTA, TX- Saturday afternoon 04-18-09 at about 3:40 PM, Sheriff’s Deputies were dispatched to the 3700 block of Gerard in reference to a structure fire. Upon arrival Deputies found a wooden shed and wooden fence fully engulfed in flames. Deputies met with the reporter who stated they had seen several subjects on the neighboring property.

Information provided to Sheriff’s Officials indicated the subjects appeared to be in their teens and provided the clothing description for one of them. The teens were spotted running from the property as the wooden shack caught fire. Deputies secured a perimeter around the property & evacuated neighbors in the area as the Montana Vista Volunteer Fire Department arrived and began battling the blaze.

Investigation by on scene Deputies located several shoe impressions leading away from the affected property location and commenced a trail through the desert to a house approximately a 1/2 mile away in the 13500 block of Flora El Paso County, TX. Upon arrival, at the residence Deputies noticed several juvenile males inside the property, one with clothing that matched the description provided by the witness. All juveniles (4) were immediately detained. 

CID Detectives were summoned to the scene. It is unknown what the monetary damages to the property were, in which the owners were not insured for.

After interviewing the teens, it was determined a 15 year-old juvenile male was the main suspect responsible for igniting the fire. He was processed, cited & later released to his parents.

The identity of the 15 year-old Offender will not be released because of this age.

If it was not for the Deputies who tracked & located the teens, this arson case may have never been solved”-said Deputy Jesse Tovar EPCSO PIO

APRIL 2009- Sunday night 04-05-09 at about 7:10 PM, Sheriff’s Deputies were dispatched to the area of the 1200 block of Zinn (Zinn Park) in Westway, TX in reference to an AGGRAVATED ASSAULT that just occurred.

Upon arrival, Deputies made contact with a 15 year-old male / Victim who was bleeding from his head. The Victim told authorities he was at the park with his friends sitting on the picnic table when suddenly several subjects exited a black vehicle parked in front of the Park. One of the subjects described as tall, thin, shaved head wearing an orange shirt approached the the Victim & asked him what his name was & which gang was he from. The Victim told Deputies the subject then lifted his shirt and got a crowbar from his pants and struck him on his head & then struck him again on his stomach with the object.

Further investigation by on scene Deputies confirmed the identity of the assailant as that of ADAM MYERS (20) of the 5100 block of Chromite El Paso, TX (Upper Valley).

MYERS claims to be a “SURENOS” Gang Member & allegedly assaulted the Victim for being a member of a rival gang.

Information received led Deputies to a residence in the 5300 block of Ridge El Paso, TX (Upper Valley). Deputies sought & obtained consent from the residents to enter & search the residence for the suspect. MYERS was not located & it was later learned authorities had just missed him by a mere 10 minutes.

MYERS was known to local Law Enforcement as a fugitive from justice who is “WANTED for an unrelated AGGRAVATED ASSAULT in 2006 (EPPD case).

MARCH 2006- MYERS & several acquaintances assaulted several individuals during a confrontation outside an apartment complex located in the 8700 block of Norton El Paso County, Texas. The victims claimed the assailants used clubs, sticks and a knife during the multiple assaults. 

MYERS had originally been reported to have been hiding in Juarez, Mexico.

New information reveals MYERS has been involved in several stabbings while hiding in Juarez, Mexico. It is believed MYERS could have possibly there.

ADAM MYERS CONTINUES TO ELUDE CAPTURE & IS CONSIDERED ARMED AND DANGEROUS- KNOWN TO CARRY A KNIFE.

Anyone who knows the whereabouts or has seen ADAM MYERS or other fugitives featured on “MANHUNT MONDAY” is urged to call Crime Stoppers of El Paso at 566-TIPS (8477). EP SHERIFFF patch color small2 SAN ELIZARIO,TX- Crime Stoppers of El Paso is assisting deputies from the El Paso County Sheriff’s Office in identifying two suspects involved in an aggravated robbery in San Elizario, making this the “Crime of the Week.”

Early Sunday morning, February 8th, about 3:00 A.M., deputies responded to an Aggravate Robbery call at the 7-11 convenience store located at 12370 Socorro Road in San Elizario. When deputies met with the store clerk, they learned that two male subjects, armed with a knife, robbed the store of an undisclosed amount of money and cigarettes. Both subjects spoke Spanish only.

  • SUSPECT NO. 1 is described as an Hispanic male, late teens to early 20’s, bald, wearing sunglasses, blue coat with hood, jeans, and white tennis shoes.
  • SUSPECT NO. 2 is also an Hispanic male, late 20’s to mid- 30’s, dark hair, brown or gray-and-black plaid jacket, gray hoody, Los Angeles Lakers #34 jersey, dark pants, dark shoes, and a white bandanna over his face.

Region VIII Training Academy

On Tuesday 04-14-09, the Sheriff's Office Basic Detention Officer Class 09-1 took their TCLEOSE State Exam. All 16 cadets of Class 09-1 passed on the first attempt. Class 09-1 will graduate on May 1, 2009.

The Sheriff’s Office Training Academy was the first PSTAA (CALEA) accredited academy in the state of Texas and has been consistently acknowledged by the Texas Commission on Law Enforcement Standards and Education as an example of excellence in law enforcement/corrections training in the state.

The academy has been at the tip-of-the-spear in standards of education in the State of Texas.  In July, the Training academy will be the first academy in the State of Texas to offer a State-wide online Basic Corrections Course using the Blackboard CE8 training system. 

The El Paso County Sheriff’s Office Basic Correction Officers Academy course consists of over 280 hours, it includes academics, skills testing (riot baton/formation training, defensive tactics), and physical fitness. 

Staff Instructors are highly skilled and trained on adult learning and training delivery – all of whom have TCLEOSE Instructor certifications. The Office also utilizes adjunct instructors that are considered experts in their fields to provide the students in certain topic areas the best information and education possible.

SAN ELIZARIO, TEXAS- Wednesday morning 4-15-09 at about 7:58 AM, Deputies were dispatched to a residence located at 13361 Yebra Aniz in reference to a structure fire. Deputies along with the San Elizario Fire Department arrived on scene and found the interior of the home fully engulfed in flames. Deputies closed off the streets as San Elizario volunteer firefighters began battling the blaze.

San Elizario Fire Rescue requested the assistance of both the Clint & Fabens Fire Departments who arrived to assist a short time later.

During the fire, a Sheriff’s Deputy on scene observed a small rabbit enter & exit the home as the fire continued. The Deputy learned the rabbit was a family pet & proceeded to quickly enter the residence & rescue the rabbit.

The home was not occupied at the time of the fire. A family of 4 lived at the residence (2 adults / 2 teenagers). The homeowners do not have insurance coverage for the residence. The home was deemed a total loss.

The Red cross was summoned to the scene & assisted the family.

San Elizario Fire Incident Commander advised authorities the cause of the fire was electrical which ignited in a furnace room that led to the attic.

NO INJURIES WERE REPORTED FROM THE SCENE OF THE FIRE.
