EP SHERIFFF patch color small2BONNER is a convicted sex offender on a charge of Indecency with a Child (by Contact) which he committed as Juvenile, the victim’s in this case were 3 & 4 year old girls. BONNER was confined to the Texas Youth Commission for one year and received an additional two years probation. BONNER is on Parole and is still required to Register as a Sex Offender for 10 years.

A few weeks ago on May 11, 2009, BONNER absconded from a halfway house located at 1700 Horizon El Paso County, TX & has not been seen since.

BONNER is a confirmed FOLK GANG MEMBER & is believed to remain in our area as he continues to elude capture.

DSC04358Today Friday, May 29, 2009, Lower Valley Patrol Lieutenant Ruben Lopez will retire from the El Paso County Sheriff's Office after 31 years of service.

Lieutenant Lopez is a Master Peace Officer and was assigned to various sections throughout his career, most notably the Patrol Division & Criminal Investigation Division. The “LT” began his career with the Sheriff’s Office August 3, 1977. In his 31 years of service with the Sheriff’s Office, Lt. Lopez has accumulated a tremendous amount of Awards and letters of appreciation.

On Thursday, May 28, 2009- Personnel from the Patrol Division, Training Academy, SWAT, SAR, Homeland Security & Public Affairs attended a final farewell for Lt. Lopez at the Montana Station. Several FTO’s were also in attendance as it is well known Lt. Lopez was a strict but effective FTO Coordinator during his years in patrol. He set high standards for his FTO’s & expected nothing less from all Deputies upon completion of the FTO Program.

The men & women in GRAY are a reflection of his leadership.

This is the world that was when future Lieutenant Ruben Lopez began his career with the El Paso County Sheriff’s Office in 1977.

            On May 31st, 2009, Lieutenant Ruben Lopez will officially retire bringing his long and illustrious 31 year career with the El Paso County Sheriff’s Office to a close. During his event filled career, Lt. Lopez has served in every division and in every capacity from his current rank of Lieutenant on down to Detention Officer. When Ruben Lopez reflects back on his career with a pang of wistfulness, he can do so with the knowledge that he has over his 31 year career, contributed more to the El Paso County Sheriff’s Office and the citizens that we serve, than most others can ever hope to. As Lieutenant Lopez now steps aside, he can do so knowing that he will always be present and a part of the El Paso County Sheriff’s Office in the memory of those of us who remain. B&W FlashingMONTANA AREA Late Wednesday night 05-27-09 at about 10:00 PM, Sheriff’s Deputies patrolling the area of the 12600 block of Montana spotted a gold 4-door Saturn traveling east on Montana at a high rate of speed. Deputies observed several sparks coming from the front left tire as the vehicle was traveling on a rim. Deputies attempted to stop the vehicle but the driver refused to pull over. The vehicle continued to travel east on Montana, then south at about the 3900 block of Zaragoza turning west at on Rich Beam, then back north on Edgemere. Assisting Deputies deployed spikes at approximately the 14000 block of Edgemere successfully deflating the two right side (passenger side) tires. The Saturn kept traveling veering off striking multiple curbs and slowing down at approximately the 14200 block of Edgemere. While following the Saturn, the driver of the vehicle attempted to ram (side swipe) a Sheriff’s patrol unit causing a Deputy to veer off the roadway to avoid collision. The Saturn finally became disabled at approximately the 14240 block of Edgemere. The driver refused to exit the vehicle revving the engine attempting to continue driving but was unsuccessful due to the vehicle being disabled. The driver had to be extracted from the car by Sheriff’s Deputies. While in custody, Deputies found the driver to be highly intoxicated. An intoxilyzer test revealed the driver to be over double the legal drinking limit.

The driver was identified as Enrique Alcon (25) of the 3400 block of Broken Bow El Paso, TX. He was charged with Aggravated Assault on a Peace Officer, Evading Arrest with a Motor Vehicle, and Driving While Intoxicated.

At no time during the pursuit were there any Deputies or citizens injured nor was property damaged as a result of the pursuit. The speed of the pursuit ranged from approximately 65 to 15 miles per hour.

Traffic was light with the exception of busy intersections where assisting Deputies did an excellent job of shutting down those intersections while the pursuit proceeded passed those locations”- Deputy Sgt. Jose Kluge

arrest FABENS, TXEarly Monday morning 05-25-09 at 12:30AM, Sheriff’s Deputies were dispatched to Rodarte’s Bar located at 1537 N. Fabens Rd. Fabens, TX in reference a stolen vehicle. Sheriff’s Dispatch Operators advised responding Deputies that two females had taken just taken a white Dodge Ram pick up truck, without the owner’s permission. Responding Deputies spotted a white pick-up truck matching the description given at the 100 NW Camp & conducted a traffic stop. There were two female occupants inside the truck. According to the truck owner, he went inside the bar to buy cigarettes & about a minute later two men entered the bar telling him two females had just sped off in the truck. Charges were filed, Deputies arrested the female driver who was identified as PATRICIA CAMACHO (42) of the 100 block of NW Camp Fabens, TX. CAMACHO was charged & booked for UNAUTHORIZED USE OF MOTOR VEHICLE & remains at the El Paso County Detention Facility under a $20,000 BOND. The second female was later released on scene to a responsible party.

arrestEL PASO COUNTY, TXSaturday afternoon 05-24-09 at 2:25PM, Sheriff’s Deputies had a walk-in at the Montana Patrol Station located at 12501 Montana, El Paso County, TX in reference to family violence. Deputies met with the female individual / Victim who told authorities she was physically assaulted the night before (05-23-09) by her common law husband. According to the Victim, the incident took place at their residence in the 12700 block of Montana. The victim told authorities that a verbal argument escalated to her husband choking her proceeding to allegedly threaten her with a hand gun. The male subject then tied the Victim with duct tape & again repeatedly threatened to kill her.

Sheriff’s deputies proceeded to the mentioned residence and took the suspect into custody. The Suspect was placed under arrest for AGGRAVATED ASSAULT W/ DEADLY WEAPON / FAMILY VIOLENCE ($50,000 bond), UNLAWFUL RESTRAINT / FAMILY VIOLENCE ($35,000 bond) and TERRORISTIC THREAT / FAMILY VIOLENCE ($15,000 bond). 

Sheriff’s Officials requested a wanted person on the male subject and learned he was wanted on an outstanding Sheriff’s Office DWI Criminal Warrant ($10,000 bond). The Suspect was identified as JAIME MURILLO MURGUIA (27). An PROTECTIVE ORDER was also placed on MURGUIA at the request of the Victim. He remains at the El Paso County Detention Facility.

Arrested EL PASO COUNTY, TXLate Sunday night 05-25-09 at 10:00 PM, Sheriff’s Deputies were dispatched to Cazador Logistics located at 13010 Gateway East in reference to burglary of business. Information received by “on scene” Deputies indicated several subjects had just left the property in 2 SUVs' but were not sure what they had taken. After a brief investigation, Deputies stopped a vehicle matching the description given at I-10 West MM 35. There were 4 occupants in the vehicle (3 adults and 1 juvenile). After an extensive investigation, it was determined the business had been burglarized. The chain securing the wrought iron fence was cut off, a bobtail trailer then entered the property and attempted to hook up a 53 foot trailer that was loaded with flat screen television sets. The attempt was unsuccessful, therefore the subjects sped off later to be stopped by Deputies. The entire incident was caught on security surveillance video showing 3 out of the 4 subjects detained were the subjects involved (3 were directly linked with the break-in / 1 get-away driver) .  

The owners estimated the contents of the trailer to be in excess of $200,000.00 not including the cost of the trailer. All four subjects were arrested for Engaging in Organized Criminal Activity / Theft over $200,000.00 1st degree felony. Three adults were booked and remain at the El Paso County Detention Facility. A Juvenile male teen (16 year of age) was turned over to the Juvenile Probation Department.

PROSEL PASO COUNTY, TXDuring the week of May 18th thru May 22nd, the El Paso County Sheriff’s Office STRIKE TEAM conducted a Prostitution Sting Operation labeled “OPERATION TROJAN”.  The operation was in direct response to citizen complaints of increased prostitution and narcoticOP TROJAN $$ activity. The operation targeted specific areas such as local truck stops, areas in central & downtown El Paso, Texas. The Operation was spearheaded by the El Paso County Sheriff’s Office STRIKE TEAM. The Team was deployed to investigate, deter and arrest those involved in the criminal activity. The STRIKE TEAM worked various hours during the week time frame leading to several arrests of the reported criminal activity. Listed below are arrests made by STRIKE TEAM Deputies during “OPERATION TROJAN”.

Due to security purposes,  the number of Deputies deployed during the operation will be not be disclosed.

SO DETECTIVEMONTANA VISTA- April 2009, Deputies were dispatched to Saenz Material & Handling Co. located in the 12700 block of Gambusino, El Paso County, Texas in reference to a theft of vehicle in progress. Deputies arrived & met with the Owner of the business / Victim who told authorities two of his work trucks (1994 Mitsubishi and 2001 Isuzu) had been driven off (towed) from inside the property through the side of the property (dirt area not fenced in). The Owner immediately questioned the driver towing the one of the vehicles who explained that he was flagged down by an individual claiming his vehicle was stuck in the sand. When directed to the location of the individual seeking help, the Owner recognized the subject to be ex-employee RAY PADILLA. The Owner went on to check the building to his business and found the front door to be unsecured. The Owner found several items missing from within the business which included a $1,200 Hewlett Packard Laptop, a $500 floor jack & other miscellaneous items. The Owner immediately called 911 but PADILLA managed to elude capture. Charges have since been filed against PADILLA.

PADILLA is also wanted for HARRASMENT in an unrelated case & remains in our area as he continues to elude capture.

EL PASO, TEXAS- The El Paso County Sheriff’s Office reminds all drivers to change lanes or slow down when approaching emergency vehicles with emergency lights activated on the side of the roadway.

According to Texas Transportation Code-Sec. 545.157: PASSING AUTHORIZED  EMERGENCY VEHICLE.

(a)  On approaching a stationary authorized emergency vehicle using visual signals that PoliceLightsmeet the requirements of Sections 547.305 and 547.702, an operator, unless otherwise directed by a police officer, shall:

(1)  vacate the lane closest to the emergency vehicle when driving on a highway with two or more lanes traveling in the direction of the emergency vehicle; or

(2)  slow to a speed not to exceed:motors

(A)  20 miles per hour less than the posted speed limit when the posted speed limit is 25 miles per hour or more; or

(B)  five miles per hour when the posted speed limit is less than 25 miles per hour.

(b)  A violation of this section is:

(1)  a misdemeanor punishable under Section 542.401;

(2)  a misdemeanor punishable by a fine of $500 if the violation results in property damage; or

(3)  a Class B misdemeanor if the violation results in bodily injury.

Arrested HORIZON CITY, TXEarly Monday afternoon 05-18-09 at about 2:15 PM, Sheriff’s Deputies were dispatched to Horizon Middle School located at the 400 block N. Kenazo El Paso County, TX in reference to an injury to a child. Deputies arrived and met with school officials who advised them that an outcry had been made by an 11 year-old student / Victim stating his mother had assaulted him by hitting him with a hammer to his left calf. According to the young Victim the incident took place over the weekend on Saturday 05-16-09. While talking to Deputies, the Victim told authorities his mother had previously threatened him with a handgun.

Further information provided to Sheriff’s Officials revealed 6 other brothers and sisters aside from the Victim were living at the residence & living conditions were not good. At about 4:20 PM, Sheriff’s Deputies conducted a followed up at the residence located in the 100 block of Kila El Paso County, TX. Deputies made contact with the 34 year-old mother. Upon entry to the main area of the residence, Deputies observed the house to be in deplorable living condition, dirty and unkept. Deputies went on to find pieces of excrement on the floor.

Consent to search the home was sought & obtained. Deputies were able to locate and recover a hammer later identified as the weapon used in the assault. Deputies were also able to locate & recover a black 357 .38 Special revolver.  CID Detectives made contact with Child Protective Services to find that the mother had previously been investigated in July 2002.

After an extensive investigation, Sheriff’s Deputies arrested the 34 year-old mother charging her with AGGRAVATED ASSAULT WITH A DEADLY WEAPON. The mother was identified as ANGELICA BARRON (34). She was booked at the El Paso County Detention Facility and is currently out on bond.

THE IDENTITY OF THE 11 YEAR-OLD VICTIM WILL NOT BE RELEASED BECAUSE OF HIS AGE.

THIS INVESTIGATION IS ONGOING & MORE CHARGES MAY BE PENDING.

B&W FlashingEL PASO, TX- Early this morning 05-19-09 at approximately 1:56 AM, Sheriff’s Deputies patrolling the areas of I-10 were traveling eastbound on the interstate at mile marker 13 when they observed a white truck traveling in the same direction in the center lane. As the Deputies continued traveling east, the white truck swerved into the Deputies lane almost striking there patrol unit. The Deputy had to drive off the main roadway to avoid getting hit by the truck. Sheriff’s Deputies attempted to conduct a traffic stop on the vehicle as the operator of the vehicle refused to stop continuing eastbound on I-10. The pursuit continued for approximately 9 miles on I-10 East exiting westbound on mile post 22B (connection to US 54). The driver drove onto the Bridge of Americas and entered Juarez, Mexico. At that point the pursuit was terminated.

seal At about 3:20 AM, Customs & Border Protection Agents stopped the truck & apprehended the driver trying to re-enter the United States at the PDN (Paso Del Norte Bridge). CBP AGENTS turned custody of the suspect over to Sheriff’s Officials.

The operator of the vehicle was identified as CARLOS BARRON (41) of the 7300 block of Clemente El Paso,TX. He was charged & arrested for EVADING ARREST W/ MOTOR VEHICLE & remains at the El Paso County Detention Facility.

STRIKE TEAM SOCORRO, TXLate Saturday afternoon, Sheriff’s Officials received a tip about a house party taking place at a residence located in the 600 block of Fray Vargas Socorro, Texas. Information received indicated several underage teens were expected to attend & there would be substantial drug activity. Strike Team Deputies in coordination with Special Operations investigators set up operations / surveillance at the party. Shortly after midnight on Sunday 05-17-09, 2 individuals were taken into custody for Delivery of Controlled Substance (Ecstasy).

Arrested were ALEX GARCIA (17) of the 13100 block of Silvia Andrea San Elizario, TX and JOSE RANGEL (18) of the 11100 block of San Ysidro Socorro, TX- Both were booked into the El Paso County Detention Facility under $10,000 bond each.

The owner of the residence, ANTONIO MARTINEZ (66), was placed under arrest for Furnishing Alcohol to Minors. He was booked into the El Paso County Detention Facility under a $5,000 bond.

Approximately (75) juveniles were inside the residence at the time of the busts. All were checked and released. Ecstacy pills, a small amount of marijuana and a small quantity of cocaine were also recovered. A .40 caliber handgun was also recovered from inside the residence where a large number of the party goers were located.

THIS INVESTIGATION IS ONGOING & MORE ARRESTS ARE EXPECTED.

arrestEL PASO, TX- Sunday afternoon 05-17-09 at about 2:55 PM, a Sheriff’s Deputy patrolling the area of 12200 Montana was flagged down by a motorist pointing out a reckless driver (White Volvo) who had just ran the motorist off the roadway. The Deputy spotted the White Volvo S70 traveling west on Montana and attempted to pull the car over. The driver refused to stop & accelerated at high speeds continuing west on Montana. At that point the pursuit was on as the driver continued driving through several major intersections disregarding the safety of the public. The vehicle continued west on Montana Ave approaching the intersection of Lee Trevino. The traffic on Montana was stopped at a red light at the said intersection causing the driver to stop, the Deputy positioned his patrol unit directly behind the suspect vehicle boxing it in with a truck tractor stopped in front. The driver exited the vehicle and was placed under arrest. The Deputy immediately smelled a strong odor of an unknown alcoholic beverage coming from the drivers breath & person. There were several beer cans located in plain view on the driver’s side floorboard of the vehicle. An intoxilyzer breath test resulted in the driver being twice over the legal drinking limit. He was arrested & charged with EVADING ARREST W/ VEHICLE & DRIVING WHILE INTOXICATED.

The Driver was identified as KUMARS KHOSRAVANI (26) of the 3200 block of Kirkcaldy El Paso, TX. He was booked at the El Paso County Detention facility.
