HandcuffedEL PASO, TEXAS- The El Paso County Sheriff’s Office, in cooperation with the El Paso County Justices of the Peace and El Paso County Constables, are working to reduce the large number of outstanding traffic warrants in El Paso County.

The Justices of the JP Courts are offering those individuals with outstanding traffic warrants the opportunity to receive a waiver for the Failure to Appear fine during an amnesty period which ends Friday, July 3,, 2009 at the end of the business day. Individuals who believe they have an outstanding warrant as a result of a citation from a Sheriff’s Deputy, Deputy Constable, or Texas DPS Trooper should contact the appropriate Justice of the Peace Office. If you believe you may have a felony or misdemeanor warrant for your arrest, contact the Sheriff’s Office Warrants Section at 915-546-2214.

On Sunday, July 5th, 2009 names of those who have failed to pay their traffic warrants will have their names published in the El Paso Times and El Diario de El Paso. From Monday June 29th thru Friday July 3rd one can still on pay their fine(s) & avoid jail time, however their name will still be published in the El Paso Times & El Diario.

Contact the Justice of the Peace in the precinct where you received the citation. A warrant round-up will follow the amnesty period and at that time there will be no exception to the Failure to Appear fine as well as any other associated fees.

The Manhunt Continues for RICARDO ZUNIGA. 

ZUNIGA is wanted for the OFFENSE of:

CAPITAL MURDER - $500,000 BOND

SO DETECTIVE SOCORRO, TX  RICARDO ZUNIGA (29) remains on the run eluding capture from U.S. authorities. ZUNIGA has been identified as the “SHOOTER” in last week’s double homicide in Socorro, TX. The motive for the violent murders is still unclear at this time.

ZUNIGA is believed to remain in the Borderland & shows a previous address in San Elizario, TX. Zuniga has several contacts in Fabens, San Elizario, Socorro & the El Paso areas & obviously knows he is wanted.

ZUNIGA is considered armed & extremely dangerous. A “Wanted Bulletin” on ZUNIGA was issued to regional Law Enforcement last week warning authorities to use extreme caution if they come into contact & encounter ZUNIGA.

BACKGROUND:

Early Monday morning 6-22-2009 at approximately 2:00 AM, Sheriff’s Deputies along with the Socorro police Dept. are dispatched to the A & M Bar located at 11638 Alameda Socorro, TX in reference to a shooting with subjects down. Authorities arrive to find two victims - shot once each. Preliminary investigation reveals that prior to the incident, approximately 40 individuals were inside the bar when an argument ensued among some patrons. The argument led to a confrontation outside the bar where reports indicate over 20 individuals were seen outside the establishment as events unfolded. The argument resulted in a physical altercation leading to “shots fired”.

Crimes Against Persons Detectives were summoned to the scene & launched a full scale investigation of the incident. The two Victim’s shot were brothers – they both died due to the wounds sustained. They were identified as Jose Vargas (37) who died at the scene & Jesus Vargas Jr. (46) who died at the hospital – both from Socorro, TX. 

Late Monday night 06-22-09, after actively working this case for several hours, CID Detectives apprehended one of the subjects involved . The suspect was identified as VICTOR IGNACIO GOMEZ (28) of the 12900 block of Harnose El Paso County, TX.  He remains in the El Paso County Detention Facility charges with CAPITAL MURDER under NO BOND.

Thursday night 06-25-09, Sheriff’s Detectives arrested a 2nd subject involved in the homicides that occurred in Socorro, TX early Monday morning 06-22-09. The suspect was identified as JOSE GUADALUPE CORDERO (24) of the 1200 block of Powell Fabens, TX. He was booked and remains in the El Paso County Detention Facility charged with CAPITAL MURDER under NO BOND.

copandrobberFABENS, TX- Late Thursday night 06-25-2009 at 10:50 PM, Sheriff’s Deputies were dispatched to 1790 N. Fabens, Fabens, TX (Fast Track Convenience Store) in reference to an Aggravated Robbery that just occurred. Deputies arrived within minutes & met with the store clerk. Further investigation revealed a male subject entered the store & threatened the clerk with a box cutter knife demanding money. The male suspect suddenly left the store empty handed leaving the scene in a White Ford Focus. 

Despite the unsuccessful Robbery attempt, “on scene” Deputies reviewed the surveillance video & continued the investigation. After an extensive investigation, Deputies were able to obtain information on the individual responsible for the robbery.

The following morning 06-26-09 at 8:20 AM, Sheriff’s Deputies attempted to locate the wanted subject at a residence in the 18000 block of  Tia, Tornillo, TX. Deputies were successful in apprehending the wanted subject who was later positively identified as the robbery suspect. The Suspect was identified as JUAN DIEGO (24) of the 18000 block of Tia Tornillo, TX. He was arrested, charged with AGGRAVATED ROBBERY &  remains at the El Paso County Detention Facility under a $50,000 BOND.

shirts EL PASO COUNTY, TX- Earlier this week, the El Paso County Sheriff's Office Strike Team conducted "OPERATION DIESEL". The Operation was concentrated in and around the truck stops of Horizon Blvd and Interstate 10.  The efforts of the operation focused on the sale of street level narcotics.  During the operation several people sold narcotics to Strike Team Deputies working in undercover capacity. While on surveillance during the operation Deputies also encountered several other criminal offenses which are now being investigated. Below are some results of the Operation / more arrests are forthcoming:

  • 13 arrest warrants for various offenses were obtained for 6 different people,
  • A total of 25.5 grams of cocaine was seized    
  • A total of 0.56 ounces of marijuana was seized

RESULT:  ARREST MADE

SLCCLLINTXCLINT, TXEarly Tuesday morning 06-23-09, at approximately 1:35 AM, Sheriff’s Deputies patrolling the area Clint, TX were flagged down by a town resident at the San Lorenzo Catholic Church’s office building located at 13029 Center, Clint, Texas. The Reporter advised authorities a shirtless male subject was seen banging on a box with what appeared to be a sledgehammer in the rear of the office building. The Sheriff’s Deputy began to walk toward the office building and heard a noise coming from the northwest area of the church. The Deputy observed a male subject running through the canal bank at the end of Church Street. A foot chase ensued through the canal banks leading to a property near a residence. Deputies began tracking the shoe impressions to a residence nearby. Deputies knocked on the front door to the residence & were met by a male subject wearing no shirt in shorts. Deputies noticed the resident appeared to be nervous & observed several superficial cuts to his knees, hands, and redness to the right side of his torso.

After further investigation, it was determined that the resident was the same subject who led Deputies on the foot chase. The subject was positively identified &  later admitted he had broken into the church. The church safe had been damaged.

The suspect was arrested & charged with BURGLARY OF BUILDING & EVADING ARREST / DETENTION. He was identified as ANDREW BORREGO (17) of the 700 bock of Center Clint, TX. He remains at the El Paso County Detention Facility.

EP SHERIFFF patch color small2 EL PASO, TX 2003- Back in 2003, Marcos Coronel Sexually Assaulted a woman. CORONEL failed to appear in court for these charges and has not been seen since 2005. Over the past few years, Law Enforcement has continued to actively look for CORONEL.

In the past few weeks, an individual identified as the father of the Victim to these crimes - & is terminally ill, contacted the Sheriff’s Office Warrants Division & requested that his last wish before he passes is for this fugitive to be shown on “Most Wanted” & “Manhunt Monday” in an attempt to bring this individual to justice & bring closure to his family.

CORONEL his believed to have fled to Mexico but has several relatives in the El Paso area & is known to cross back & forth between Mexico & the United States.

CORONEL knows he is wanted & is currently on the run as he continues to elude capture.

copandrobber FABENS, TX- Late Thursday night 06-18-2009 at 10:40 PM, Deputies were dispatched to an alley way north of N.E. Eubanks in reference to subjects disturbing. Information received by Dispatch Operators indicated the subjects were wearing bandanas over their face. Deputies immediately converged in the area of the alley ways where they located approximately 6 juveniles in the alley way between NE Eubanks and NE Fassett. Upon seeing the patrol units, all subjects immediately dispersed - fleeing on foot. 

Deputies pursued and apprehended 5 of the subjects in the area of  NE 2nd / NE Eubanks. While these subjects were being taken into custody, Sheriff’s Deputies were also called to the area of the 200 block of N.E. Eubanks in reference to a subject hiding underneath a pick up truck. The subject was located by Deputies & also taken into custody. The subject was positively identified as one of the subjects who had fled on foot. 

Further investigation revealed several of the subjects detained have a history of Burglaries. Apparently the subjects were preparing to participate in some sort of criminal activity. All subjects detained, ages 18, 17 and 4 others ages 16 & under were arrested & processed. The adult males were identified as EDDIE LUCERO (17) of the 600 block of Main Fabens, TX & HECTOR JAVIER GARCIA (18) of the 200 block of 6th St. Fabens, TX.  They were arrested & charged with EVADING ARREST / DETENTION.  All of the Juveniles were processed & released to a responsible party.

JAIL ANNEX- On May 19th, 2009 at 8:00 AM, the El Paso County Jail Annex recognized the Officer & Civilian of the Quarter. Command Staff in attendance included Chief Deputy Silva Aguilar, Acting Commander Michaela Hebeker, Lt. Arthur H. Loyda, and  Lt. Harold Rowen. To be eligible for consideration as either Officer or Civilian of the quarter the employee must fit the following criteria;  

For Officer of the Quarter: A month prior to the end of each quarter (based on Calendar year – 3 month intervals). Each Lieutenant from the three (3) shifts, Administrative and Operations section will submit a memo to the Commander detailing which officer should be considered for the nomination of Officer of the Quarter. The Commander will distribute copies to each Lieutenant for review. After reviewing the memos on each nominee, the Lieutenants will cast one vote on their recommendation; in case of a tie, the Commander will have the deciding vote.

For Civilian of the Quarter: The process is the same; however, only Administrative and Operations sections will submit their recommendations to the Commander. The Commander will distribute copies only to Administrative and Operations Lieutenant for review. After reviewing the memos on each nominee, the Lieutenants will cast one vote on their recommendation; in case of a tie, the Commander will have the deciding vote.

DETENTION OFFICER  / CIVILIAN OF THE QUARTER:

P1120454 Officer Samuel is being commended for his outstanding achievements and accomplishments during his tenure with the Jail Annex Bureau.  He is a member of the Special Reaction Team, a State Certified Instructor; who has been requested to teach at the Region VIII Training Academy numerous times.  Included is receiving recognition from an outside agency for a jail tour he conducted.  He recently volunteered to work on other shifts to re-certify those shifts in AED/CPR.

ARLINGTON, TXLate May 2009, El Paso County Sheriff’s Office Personnel participated in the Special Olympics Torch Run in Arlington, TX. EPCSO runners each ran a total of 33 miles. CID Commander Paul Cross met up with the runners in Arlington and joined the team in running the last mile into the stadium. Commander Cross also represented the SO in helping light the Special Olympic Torch at the games and was assisted by a Special Olympics athlete.

Gangland El PASO, TX- Over the past several months, History Channel Gangland Producers have been in the Borderland and several other states working on the documentary “Blood River”. The documentary is an overall look at the Barrio Azteca Prison Gang. For many months, producers worked with several Law Enforcement agencies to include the El Paso County Sheriff’s Office Gang Intel Unit (past & present). EPCSO STGIU gave a law enforcement insight on the largest gang from the El Paso, Texas area.

Blood River” is set to premier this Thursday, June 18th at 7pm Mountain Standard Time  on the HISTORY CHANNEL (cable ch. 58). There will be  re-runs several times this  week.

INCIDENT # 1  -  WOMAN CAUGHT TRYING TO  HIDE ILLEGAL SUBSTANCE

arrestFABENS, TX- Early Sunday morning 06-14-2009 at about 3:35 AM,  Sheriff’s Deputies conducted a traffic stop on a white 4-door Chevrolet Suburban at the 7-11 parking lot located at 720 N. Fabens, Fabens, TX. Upon approaching the vehicle on the passenger side, a Sheriff’s Deputy in plain view, observed the front female passenger (unaware she was being watched) take out a white diamond fold paper out of her pants, and attempt to place it inside the center console. The Sheriff’s Deputy immediately retrieved the diamond fold paper which contained a white powdery substance which later tested positive for Cocaine. While conducting a search of the vehicle, four additional diamond folds containing Cocaine belonging to the same female were recovered as evidence.

The female was charged and arrested for POSSESSION OF A CONTROLLED SUBSTANCE (COCAINE) >1g <4g. She was identified as GRISELDA HERNANDEZ (32) of 1100 on NW 1st Fabens, TX.

INCIDENT # 2 – DEPUTIES HAVE TO CUT BOLT TO GET TO VICTIM DURING  FAMILY DISTURBANCE

SAN ELIZARIO, TX- Early Sunday morning  06-14-2009 at about 6:00 AM, Sheriff’s Deputies were dispatched to a residence block 300 Hartley, San Elizario, TX in reference to a Family disturbance in progress. Deputies arrived to the residence to hear the sounds of screaming omitting from inside the home. Deputies had to cut the front pad lock to the front gate to gain access to the front door. Deputies made entry into the residence as the front door was completely open. Deputies immediately took into custody a 22 year-old male subject / Offender. The suspect was arrested & charged with ASSAULT CLASS “A” / FAMILY VIOLENCE. He was identified as ALBERTO EMMANUEL BUENO (22) of the 300 block of Hartley San Elizario, TX.

INCIDENT # 3 – DRIVER LEADS DEPUTY ON  VEHICLE CHASE / ARREST MADE

EL PASO,TX- Late Sunday night at about 11:50 PM, a Sheriff’s Deputy patrolling the area of Loop 375 (southbound) noticed a white pick up truck driving recklessly entering the highway from the Edgemere on-ramp at a high rate of speed. The Deputy attempted to conduct a traffic stop on the pick-up but the driver refused to stop continuing southbound & exiting on Vista Del Sol. The truck then traveled west on Vista Del Sol until coming to a stop at about the 12200 block of Vista Del Sol.  A male passenger exited the vehicle & fled on foot running north from the location of the stop. The driver was quickly taken into custody before he could flee on foot. The driver was charged and arrested for EVADING ARREST / DETENTION W/ VEHICLE. He was identified as JOHN PAUL HERNANDEZ (19) of the 7900 block of San Jose Rd. El Paso, TX. Deputies searched the area for the passenger but were unable to locate him.  Deputies continue with the investigation following several good leads.

“OPERATION DESERT SWEEP” 2nd WAVE

shirtsEL PASO COUNTY, TX- In conjunction with the end of the school year & GRADUATION WEEK", the Sheriff’s Office Strike Team launched “OPERATION DESERT SWEEP” 2 weeks ago which consists of High Intensity Patrols in desert areas of El Paso County, TX. These areas included the desert area behind the SAC, Red Sands, & other undisclosed locations where recent activity such as shootings, underage drinking parties & other crimes have occurred. The Sheriff’s Office has deemed these desert areas which are frequented by underage party goers as “UNSAFE”. Many of these areas are private properties which have had a significant increase in trespassers & illegal dumping. All underage party goers / graduates are urged avoid these areas as there will be increased patrols.

Among those arrested last week was an individual who was spotted by Strike Team Deputies working “Operation Desert Sweep”, driving a black Ford F-150 pulling a flat trailer with construction material a & dirt / rock mix into the desert area. Deputies commenced a surveillance of the area. The truck then headed west into the desert area near the 600 block of Desert Springs then north into the desert.  Strike Team Units converged in the area and began to search the desert area for the truck.  Deputies located the truck 0.7 miles north of the location which had backed up into a dirt road.  Deputies observed a male subject standing in the trailer shoveling debris from the trailer into the desert.  Deputies approached the vehicle and subject who was identified as ERNESTO MARQUEZ (26) of the 700 block of Desert Mist Horizon City, TX.  He was charged and arrested for ILLEGAL DUMPING Over 5 lbs. Under 500 lbs.          

“OPERATION DESERT SWEEP” was launched 2 weeks ago.

It’s apparent that even after Law Enforcement advisories, individuals continue to trespass on these private properties- enforcement in these areas will continue in the future”-said Deputy Jesse Tovar EPCSO PIO
