B&W FlashingSPARKS- On Monday 07-13-09 at 7:15 PM, Sheriff’s Deputies were patrolling the Sparks approaching intersection of Harnose and Peyton & noticed a white passenger car driven by a male subject (sole occupant) drive by them. Deputies noticed the driver was not wearing his seat belt so they conducted a U turn & attempted to conduct a traffic stop on the said vehicle. The driver of the car refused to pull over leading Deputies on a chase for several blocks. The driver finally pulled over at the intersection of Bryn Mawr & Grand River. Upon making contact with the driver, Deputies asked the driver why he did not stop & he stated; "Because I have warrants".

Deputies confirmed the driver had 4 outstanding SO traffic warrants & placed him under arrest for those warrants as well as EVADING DETENTION / ARREST W/ VEHICLE. While conducting an inventory search of the vehicle, Deputies found glass container with a green leafy substance believed to be marijuana. A field test produced positive results on the substance as being marijuana. An additional charge of POSSESSION of MARIJUANA was placed on the driver who later stated he did not stop because he wanted to get rid of the marijuana.

The driver was identified as ANTHONY PIERRE DELGADO (25) of the 12900 block of Grand River El Paso County, TX.

RESULT:  Several  Arrests  Made

shirts El Paso, TX- Late Friday night 07/10 10PM thru early Saturday morning 07/11 3AM, Strike Team Deputies conducted an undercover sting operation at Club 101 located at 1148 Airway Blvd. El Paso, TX after receiving information of ongoing narcotic activity at the club. Strike Team Deputies entered the establishment in undercover capacity and began working the club. During the operation, Deputies encountered several instances of narcotics being sold & used within several areas of the establishment.

The Operation resulted in the arrest of (6) adults & (1) juvenile. Strike Team Deputies had to halt the operation after exhausting all their resources, if not - several more arrests would have been imminent. Club Owners were very cooperative with Sheriff’s Officials & thanked the Sheriff’s Office for their effort & making them aware of what was occurring at the Club. Strike Team Deputies will continue to work future undercover operations at Club 101 & other establishments around town.

DDF EPCDF-  On Tuesday, June 23rd, 2009, the El Paso County Detention Facility recognized the Officer & Civilian of the Quarter. Command Staff in attendance included Chief Deputy Silva & Commander Wendy Wisneski. To be eligible for consideration as either Officer or Civilian of the quarter the employee must fit the following criteria;

For Officer of the Quarter: A month prior to the end of each quarter (based on Calendar year – 3 month intervals). Each Lieutenant from the three (3) shifts, Administrative and Operations section will submit a memo to the Commander detailing which officer should be considered for the nomination of Officer of the Quarter. The Commander will distribute copies to each Lieutenant for review. After reviewing the memos on each nominee, the Lieutenants will cast one vote on their recommendation; in case of a tie, the Commander will have the deciding vote.

For Civilian of the Quarter: The process is the same; however, only Administrative and Operations sections will submit their recommendations to the Commander. The Commander will distribute copies only to Administrative and Operations Lieutenant for review. On January 15, 2009 you went to the first floor of the Detention Facility to receive an oxygen carburetor for an inmate. You took the time to inspect the device and upon noticing something suspicious sticking out from the device you had the device opened. A large amount of contraband was discovered to include drugs and a knife. Your vigilance and professionalism helped keep several dangerous items from being introduced into the Facility and also led to the subsequent arrest of the person delivering the device. RESULT:  Arrests  Made- Delayed posting due to ongoing investigation

arrest San Elizario, TX- Late last week, Thursday 07-09-09 at about 8:42 PM, Sheriff’s Deputies were dispatched to the area of Caballero and Camino De La Rosa in reference to a possible Burglary of Vehicle in progress. Deputies arrived moments later to find two Hispanic males taking items from a yellow Chevrolet El Camino and placing them in a gold Saturn. Deputies noticed that one of the tires from the El Camino was missing. Deputies proceeded to make contact with the subjects noticed that there was a tire, several miscellaneous tools, and stereo equipment inside the Saturn. While talking to the subjects, Deputies noticed they were acting very nervous & their stories were conflicting. Deputies were then flagged down by a passerby informing them an additional male, that was with the two subjects had fled prior to the deputies arrival, was hiding in a property. Responding Deputies were directed to the location of the 3rd subject where he was found hiding near tree shrubs.

Further investigation revealed the subjects were in fact burglarizing the yellow El Camino which was later discovered to have been stolen from a parking lot at Pro’s Ranch Meat Market. Several contents inside the gold Saturn were identified as stolen items from the El Camino.

All 3 subjects were arrested & charged with ENGAGING IN ORGANIZED CRIMINAL ACTIVITY. All were booked & remain at the El Paso County Detention Facility.

During the the past couple of weeks there have been a series of car burglaries in east El Paso County, TX. Delayed posting on this news release is due to the on-going investigation in an effort to determine if these individuals are linked to any of the previously reported burglaries.

EP SHERIFFF patch color small2 WESTWAY, TX 2004- This week’s Manhunt Monday is on a fugitive wanted for a homicide that occurred 5 years ago. On Tuesday, January 13, 2004 at 11:04 a.m., 46- year-old Armando Ignacio Hernandez was found stabbed to death in his home at 8601 Coach Westway, TX.

Authorities were close in apprehending URQUIDI on several occasions that year as it was learned he was making attempts to contact his relatives who live in Anthony, New Mexico.

The trail for URQUIDI grew cold as it was believed he fled to Mexico in his desperate attempt to elude authorities. The search for CARLOS URQUIDI continues. It is believed URQUIDI may be once again attempting to return to our area & is on the move between Anthony, New Mexico, El Paso, Texas, Midland, Texas, Albuquerque, New Mexico, Durango, Colorado, Tucson, Arizona and Chihuahua, Mexico.

URQUIDI is described as a Hispanic male, medium build, 5’ 8” tall, approximately 160 pounds with a “Tribal Wreath” tattoo on his left arm, Face of an Indian on his right arm & a tattoo on his chest which reads “Urquidi”.

NewK9Patch EL PASO,TX- Friday evening 07-10-09 at about 6:30 PM, Sheriff’s Deputies working OPERATION BORDER STAR were conducting a stationary vehicle check point for Driver License and Insurance Violations at the 11400 block of Stockyard, El Paso, TX. While working the checkpoint, Deputies noticed a 1998 Freightliner truck pull over on the shoulder of the roadway appearing to avoid the roadblock. The Deputy noticed that the driver a Hispanic male appeared to be acting very suspicious around the truck; a witness reported that the Hispanic male fled the scene in a pickup truck prior to officers checking the freightliner truck. A K-9 search of the vehicle revealed 22.2 Kilograms inside of the freightliner.  Investigation continues…

Overland El Paso, TX 79901. The Press Conference will be regarding the upcoming Criminal Warrant round up to take place July 20th, 2009.

A highlight of what is to be announced at the press conference is the unveiling of the SHERIFF’S OFFICE TOP 10 MOST WANTED FUGITIVES. The El Paso County Sheriff’s handcuffs Office, in cooperation with the El Paso County Constables, are working to reduce the large number of criminal warrants in El Paso County. The Criminal Warrant List will be be published this Sunday July 12, 2009 in the El Paso Times & El Diario De El Paso.

The Criminal list is accurate up to the date it was compiled. There may be individuals who are still on this list or have not been added to the list because actions took place since the date the list was compiled. If you believe that your name appears on this list incorrectly, please contact the Sheriff’s Office. EPConstable

EVENT:  STABBING SUSPECT ARRESTED AFTER BARRICADING HIMSELF FOR SEVERAL HOURS

LOCATION OF OCCURRENCE:  14700 block of Allemand / 14800 block of Calhoun  El Paso, TX

DATE / TIME: Sunday, July 5,  2009 5:45 AM – 11:00 AM

RESULT:  ARREST MADE

Arrested El PASO COUNTY, TXEarly Sunday 07-05-09 at 5:45 AM, Sheriff’s Deputies were dispatched to the 14700 Alleman, El Paso County, TX in reference to Aggravated Assault had just occurred. Deputies arrived moments later and met with a male subject / Victim who stated that earlier during the night hours he was at a cook out at a nearby residence. During his time there he began talking to another male subject where a confrontation ensued resulting in the male subject stabbing the Victim multiple times in the upper torso & neck area with an unknown sharp object. Fearing for his life, the Victim put up a struggle & the male subject suddenly left the residence. The Victims brother then called 911. While talking to Deputies, the Victim began to bleed from the stab wounds & was feeling dizzy. Emergency services arrived tended to the Victim & transported him to Thomason Hospital CODE 3. The Victim suffered an approximate 4 inch laceration to his left side of his neck area, a 6 inch laceration to the back of the neck & various lacerations to his shoulder and back.

Further investigation by “on scene” Deputies led authorities to a residence in the 14800 block of  Calhoun, El Paso County, TX where the Offender was said to be. The Offender was said to possibly be in possession of knives and guns inside the house. Witnesses reported seeing the Offender walk in to the residence where he in fact lives. Responding Deputies surrounded the residence securing & maintaining a perimeter. CID Crimes Against Persons Detectives were summoned to the scene due to the seriousness of the Victim’s injuries. After several hours attempting to make contact with the Offender, he walked out of the residence & surrendered to authorities without incident.

The Offender was identified as JESUS OMAR GRAJEDA (32) of the 12800 block of Untermeyer El Paso County, TX. He was arrested & charged with AGGRAVATED ASSAULT WITH A DEADLY WEAPON. GRAJEDA is currently out on bond.

El Paso, Texas- On Monday, July 6, 2009, for the 1st time ever, a Historic Explorer Academy commenced at the El Paso County Sheriff’s Office Region VIII Training Academy. The El Paso County Sheriff’s Office, El Paso Police Department & U.S. Border Patrol Explorer Programs combined their academies in preparation for National Competitions which take place July 2010. The academy will be taking place all week from July 6-10, 2009 at the Sheriff’s Training Academy located at 12501 Montana El Paso, TX & other remote locations.

Details:

  • 70 explorers are signed up to attend.
  • The first three days of the academy will consist of classroom teaching and practical on the following topics: handcuffs
    • Domestic Violence
    • Traffic Stops
    • Bomb Threats
    • Crisis Negotiations Training
    • Burglary in Progress
    • Arrest and Search
    • Crime Scene Investigation
    • Crime Prevention
  • Thursday and Friday will be competition. Half the group will be transported to Valley View Middle School where they will participate in all 9 events and physical agilities. The other half will stay and get basic training on First Aid, CPR, and First Responder training. (Groups will alternate.)

EVENT:  HIT & RUN ACCIDENT  ACCIDENT RESULTS IN FATALITY / VICTIM IDENTIFIED

LOCATION OF OCCURRENCE: Intersection of the 7900 block of Doniphan & 100 block of Holguin Canutillo, TX

DATE / TIME: Sunday, July 5,  2009 11:15 PM

RESULT:  VICTIM IDENTIFIED

EPCSO STICANUTILLO, TXLate Sunday night 07-05-09 at 11:15 PM, Sheriff’s Deputies were dispatched to a motor vehicle accident with serious injuries involving a motorcycle at the intersection of Doniphan & Holguin. Sheriff’s Deputies arrived moments later to find a male subject / unresponsive with serious injuries lying near a 2008 Red Harley Davidson at the north corner of Holguin Ave. The motorcycle was laying on its right side, facing northwest. A second vehicle was nowhere to be found leaving the scene prior to authorities arrival. West Valley Fire Medics along with Life Ambulance arrived at the scene where they began tending to the injured male / Victim. The Victim was transported to the West Valley Fire Station located at 510 E. Vinton in preparation to be airlifted by Southwest Medivac to a local hospital. The Victim succumbed to his injuries & died at the scene before being airlifted.

STI’s were summoned to the scene are continuing with the investigation. At this point, it appears the motorcycle was traveling north on Doniphan & the second vehicle was apparently traveling west on Holguin Ave & entered the intersection where the motorcycle violently impacted with the vehicle. Official STI reports are pending.

The deceased (driver of the motorcycle) has been identified as 38 year-old JUAN ANTONIO CONTRERAS of the 300 block of Miller Anthony, NM.

If anyone has any information regarding this Fatal Accident or knows who was driving the second vehicle involved. STI’s are urging them to call Crime Stoppers of El Paso at 566-TIPS (8477). Callers will remain anonymous & may be eligible for a reward if the information provided leads to the resolution of this case.

THIS MARKS THE 7TH FATAL ACCIDENT OUTSIDE EL PASO CITY LIMITS.

AN AUTOPSY REPORT IS PENDING TO DETERMINE EXACT CAUSE OF DEATH.

EP SHERIFFF patch color small2SAN ELIZARIO, TX- On Wednesday, October 22, 2008 at approximately 10:17 PM, Sheriff’s Deputies were dispatched to the 7-11 convenience store located at 12370 Socorro Rd, in reference to an Aggravated Robbery that just occurred. AGUIRRE & another male subject entered the store where AGUIRRE proceeded to approach the front counter with his hand behind his back demanding money from the cash register. AGUIRRE took approximately $129.00 dollars in U.S Currency during the robbery. The subjects then exited the store & fled in a brown pick-up truck. Sheriffs Office Dispatch Operators advised responding units that the subjects had just fled in a brown GMC Sonoma & provided Deputies direction of travel - west on Socorro Rd.

A short time later, Sheriff’s Deputies responding to the area spotted the brown GMC Sonoma & conducted a traffic stop on the vehicle in the 300 block of Passmore Socorro, TX. AGUIRRE & his accomplice were detained and later positively identified as the Robbery suspects & eventually arrested & charged with AGGRAVATED ROBBERY.

AGUIRRE has since then failed to appear in court & is WANTED for MOTION TO ADJUDICATE GUILT (AGGRAVATED ROBBERY) & a separate ROBBERY he committed in April 2008.

AGUIRRE knows he is wanted & continues to elude capture. It is believed AGUIRRE remains in the Borderland as he has contacts in San Elizario & El Paso, TX.

The El Paso County Sheriff’s Office in coordination with the Texas Department of Transportation will be utilizing a Impaired Driving Mobilization Grant for additional patrols for traffic enforcement. The purpose of this program is aimed at getting speeding & impaired drivers off the roadways. Extra Deputies Officers will be out on the streets during the Independence Day Holiday period. The push is to deter drunk driving. The enforcement program begins today Friday, June 26th, 2009 through Sunday, July 5th, 2009.

Statistics from the Texas Department of Transportation indicate Texas leads the nation when it comes to the number of traffic fatalities where the driver or motorcycle operator was legally drunk. Last year over 1,500 people died in alcohol-related crashes in Texas.

Penalties for a first-time DWI offense include : usflagwaiving

  • Up to $2,000 fine
  • 72 hours to 6 months in Jail
  • Driver’s license suspension for up to one year
  • $1,000 annual fee for 3 consecutive years to retain drivers licensefireworks2

motors Just like last year for the 4th of July holiday, the El Paso County Sheriff's will be closing off several intersections along Montana Ave. Each intersection will have barricades & some will have a Sheriff Deputy assigned. The public will not be allowed to travel into these residential areas. Only residents of this community will be allowed to pass. fireworks2

The El Paso County Sheriff’s Office reminds all drivers to change lanes or slow down when approaching emergency vehicles with emergency lights activated on the side of the roadway.

According to Texas Transportation Code-Sec. 545.157: PASSING AUTHORIZED  EMERGENCY VEHICLE.

(a)  On approaching a stationary authorized emergency vehicle using visual signals that PoliceLights meet the requirements of Sections 547.305 and 547.702, an operator, unless otherwise directed by a police officer, shall:

(1)  vacate the lane closest to the emergency vehicle when driving on a highway with two or more lanes traveling in the direction of the emergency vehicle; or

(2)  slow to a speed not to exceed:motors

(A)  20 miles per hour less than the posted speed limit when the posted speed limit is 25 miles per hour or more; or

(B)  five miles per hour when the posted speed limit is less than 25 miles per hour.

(b)  A violation of this section is:

(1)  a misdemeanor punishable under Section 542.401;

(2)  a misdemeanor punishable by a fine of $500 if the violation results in property damage; or

(3)  a Class B misdemeanor if the violation results in bodily injury.
