El Paso County, TX- On Thursday, July 23, 2009, at 6:30 PM, Strike Team Deputies were patrolling near the 7400 block of Alameda in the Lower Valley when they observed a blue Buick Regal traveling westbound at a high rate of speed. Sheriff Deputies with radar in unit clocked the vehicle traveling at 56 mph, in a posted 40 mile per hour zone. Deputies conducted a traffic stop on the said vehicle 7400 block Alameda, El Paso County Texas. Deputies made contact with the driver & immediately smelled a strong odor of an unknown alcoholic beverage coming from his breath & person, he also had slurred speech & bloodshot eyes. Deputies also observed two children in the vehicle. The driver was then asked to standardized field sobriety test and he agreed. The driver failed the field sobriety tests & intoxilyzer results indicated the driver was twice over the legal limit. The driver was charged and arrested for DRIVING WHILE INTOXICATED w/ PASSENGER u/ 15. He was identified as JOSE LUIS CASTILLO (40) of the 8200 block of Alameda El Paso, TX.
Further investigation revealed CASTILLO had a prior conviction for Driving While Intoxicated. The children ages ages 7 & 12 were released to a relative.
