shirtsEl Paso County, TX- On Wednesday, July 22, 2009, Strike Team Deputies at the request & in coordination with Juvenile Probation Dept. Officials & El Paso Independent School District Officers conducted 23 home visits on Juvenile Offenders thru the Juvenile Serious Habitual Offender Comprehensive Action Program (SHOCAP) program. The Program is a systemic information-based process for dealing with the small population of chronic and recidivist juvenile offenders committing serious crimes in our community.  Studies have shown that a small number of chronic juvenile offenders commit a disproportionate amount of juvenile crimes and that, in the absence of effective intervention, these same offenders are likely to continue their criminal careers as adults.

This one day operation covered all parts of the city and county to include Fabens, Montana Vista, Tierra's area, Central, Canutillo and West El Paso.

Among the Juveniles who received home visits from officials, many of them have been convicted for violent offenses which included;

  • AGGRAVATED ROBBERY
  • AGGRAVATED ASSAULT
  • BURGLARY OF HABITATION
  • EVADING ARREST
  • AGGRAVATED ASSAULT w/ DEADLY WEAPON
  • UNLAWFUL RESTRAINT
  • POSSESION OF CONTROLLED SUBSTANCE
  • CRIMINAL MISCHIEF o/$500 u/$1,500
  • GRAFFITI u/$500
  • ASSAULT
  • POSSESSION OF MARIJUANA
  • ROBBERY
  • UNAUTHORIZED USE OF VEHICLE
  • CRIMINAL MISCHIEF o/$1,500 u/$20,000
  • PLACES WEPONS PROHIBITED
  • RESISTING ARRREST
  • ENAGAGED IN ORGANIZED CRIMINAL ACTIVITY
  • THEFT o/$500 u/$1,500
  • OBSTRUCTION / RETALIATION
  • BURGLARY OF BUILDING

A total of 3 Juveniles taken into custody during the home inspections to include one that had a firearm in his room. All for PROBATION VIOLATIONS;

  1. Juvenile taken into custody for possession of a knife, and gang related material (09-0700804) – initial charge of UNAUTHORIZED USE OF VEHICLE 
  2. Juvenile taken into custody for possession of gang related material – initial charge of CRIMINAL MISCHIEF o/$1,500 u/$20,000 (09-0700799)
  3. Juvenile taken into custody for possession of a firearm initial charge of CRIMINAL MISCHIEF o/$500 u/$1,500 (09-0700805)

JPD Probation Officers commended the Strike Team for their diligence, expertise and safety measures taken during this operation.

The Strike Team will continue to assist JPD Probation Officers in future SHOCAP Sweeps.
