A total of 14 cadets of Class 09-2 graduated from the Region VIII Training Academy- Basic County Corrections Academy.

DELGADO is wanted for the OFFENSE of:

MANUFACTURING / DELIVERY OF  CONTROLLED SUBSTANCE  (COCAINE) - $100,000 BOND

EL PASO, TX  JULY 2008-  On Thursday 07-10-08 FABIAN DELGADO was stopped at the 10500 Block of Alameda, El Paso County Texas by Sheriff’s Deputies on a traffic violation. As Deputies made contact with DELGADO, he began acting very nervous & was evasive of questions asked of him - refusing to make eye contact with Deputies. DELGADO was arrested for 5 outstanding traffic warrants. While Sheriff’s Deputies conducted a search of DELGADO’s vehicle, they found large amounts of drug paraphernalia (scales/baggies). Deputies also discovered 13 grams of cocaine hidden in a dashboard compartment. DELGADO was also charged and booked with POSSESSION OF A CONTROLLED SUBSTANCE.

DELGADO bonded out a short time later & has failed to appear in court on said charge, which the court has now issued the warrant mentioned. DELGADO disappeared never to be seen or heard from again- until recently where he was spotted in the Socorro, TX area.  

DELGADO knows he is wanted & continues to elude capture. DELGADO remains in the borderland hiding from authorities.

EVENT:  MOTOR VEHICLE ACCIDENT RESULTS IN FATALITY / VICTIM IDENTIFIED

LOCATION OF OCCURRENCE: 15000 bock of N. Loop Fabens, TX

RESULT:  VICTIM IDENTIFIED / ARREST MADE

EPCSO STI FABENS, TXOn Saturday 08-29-09 just before 10:00 AM, Sheriff’s Deputies were dispatched to the 15100 block of North Loop in reference to a fatal motor vehicle accident involving a cyclist. Deputies arrived on scene to find a 2001 Green Nissan Xterra pulled over on the side of the road (on the south side of North Loop) along with an unresponsive male victim lying on the dirt area off the roadway. Deputies observed the Nissan with front end damage to the passenger side & found the victims a bicycle with heavy damage in a drainage canal. Special traffic investigators were summoned to the scene. The cyclist died at the scene as a result of his injuries.

Preliminary Investigation by STI’s determined the 47 year-old deceased Victim was riding his bicycle on the improved shoulder area of the eastbound lane when a 2001 Green Nissan Xterra traveling in the same direction approached from behind. The 25 year-old female driver of the Xterra veered southbound off the roadway, violently striking the victim from the rear as he traveled on the shoulder. The impact was so severe, it caused the bicycle to be completely broken in half. The driver of the Xterra who remained on scene was discovered to be intoxicated and was taken into custody by Sheriff’s Deputies.

Next of Kin Notification was made a few hours later, the Victim was identified as GUSTAVO VEGA (47) of the 16000 block of Keno in Horizon City, TX.

The driver of the Xterra was identified as ARACELI MARRUFO NAVA (25) of the 8300 block of Roseway El Paso, TX. It remains unclear where NAVA was heading to.

Further investigation revealed NAVA was “partying” throughout the night with friends where she had been drinking several alcoholic beverages with her last drink being around  6:00 AM.

NAVA was arrested & charged with INTOXICATED MANSLAUGHTER and remains at the El Paso County Detention Facility.

On Tuesday 08-11-09, the Sheriff's Office Basic Detention Officer Class 09-2 took their TCLEOSE State Exam. All 14 cadets of Class 09-2 passed on the first attempt.

The El Paso County Sheriff’s Office Basic Correction Officers Academy course consists of over 280 hours, it includes academics, skills testing (riot baton/formation training, defensive tactics), and physical fitness.

Sheriff’s Office Deputy Manny Marquez received the EPIC Directors Award and the DIAPWARHORSE AWARD” which is a nationally recognized award from the El Paso Intelligence Center and the National Drug Interdiction EPICand Prevention Organization.

SO DETECTIVE EL PASO COUNTY, TX- Late Monday night 08-24-09 after 9:00 PM, the 2 missing Horizon children subjects of a local AMBER ALERT were located and found safe & unharmed. Sheriff’s Office Crimes Against Persons have since called off the AMBER ALERT & are continuing with the investigation.

Details on this case will not be disclosed until 11:00 AM Tuesday morning 08-25-09 where Sheriff’s Office Crimes Against Persons Detectives will be hosting a press conference at EPCSO Headquarters located at 3850 Justice Dr. El Paso, TX.

BACKGROUND:

EP SHERIFFF patch color small2 EL PASO COUNTY, TX- Early Monday morning August 24th, 2009 at approximately 7:00 AM, Sheriff’s Deputies were called to the Horizon Police Dept. HQ at the intersection of Darrington & Horizon. Deputies arrived a short time later & met with the reporter / step mom who informed authorities that her step children ages 7 & 11 were missing from the home located in the 700 block of Platino El Paso County, TX. Apparently the children left the residence on foot.

Sheriff’s Officials conducted an extensive search of the area but were unable to find the children. Information received indicates the children were spotted a little after 6:00 am at a Valero service station located at 14432 Rudi Kuefner which intersects with Darrington.  Both children have not been seen since. It is unknown if the children entered a vehicle & left the area. Investigation continues.

A previous AMBER ALERT was issued for these same 2 children in February 2008. In that case, both children were located healthy & unharmed in Juarez, Mexico attempting to visit their mother. The children were reunited with their father a short time later. Child Protective Services CPS- did conduct an investigation after that incident but concluded there were no findings of wrong doing in the household. Reminder CPS cases are confidential so we cannot expand on their findings.

shirts EL PASO COUNTY, TXEarly Sunday morning 08-23-09 at about 12:30 AM, Strike Team Deputies received information from an anonymous source as to the whereabouts of  WANTED FUGITIVE OSCAR REZA. Strike Team Deputies had been searching for the fugitive for several days. REZA is a well known con-artist who deceived several El Paso businesses & was on wanted various FRAUDULENT / FORGERY offenses (4 felonies / 6 misdemeanors) and was also previously featured on the August 3rd, 2009 edition of MANHUNT MONDAY.

The tip led Strike Deputies to a night club located in the 1400 block of Lee Trevino.  Deputies approached REZA outside the night club & attempted to take him into custody. REZA became combative in a desperate attempt to get away & put up a struggle resisting arrest. REZA was finally taken into custody & also charged with RESISTING ARREST.

The Manhunt is on for ALEX ROSS

ROSS is wanted for the OFFENSE of:

POSSESSION OF CONTROLLED SUBSTANCE  (COCAINE) -  $10,000 BOND

EL PASO, TX  JULY 2009-  On Friday 07-31-09 at 3:15 AM, Sheriff’s Deputies drove into the parking of a service station in the 1100 block of Joe Battle when they observed a male and female arguing next to their vehicle. Upon making contact with the couple, Deputies noticed two other individuals sitting inside the vehicle where a strong smell of marijuana was emitting from the car. Deputies sought & obtained consent to search the vehicle from the car owner ALEX ROSS. Deputies discovered crack cocaine in the glove compartment of the vehicle & a small baggy of marijuana in the rear seats where the said couple was sitting prior to exiting the vehicle. All four persons were arrested for charges ranging from POSSESSION OF MARIJUANA, POSSESSION OF CONTROLLED SUBSTANCE, & FAILURE TO IDENTIFY. All subjects were transported to the Montana Patrol Station for processing. During his time in custody, ROSS claimed to be feeling ill & was transported to the hospital which prevented him from being booked at the El Paso County Detention Facility.

Shortly after, Deputies worked up an arrest warrant for ROSS and have been unsuccessful locating him the past couple of weeks.

ROSS knows he is wanted & continues to elude capture. ROSS remains in the borderland hiding from authorities. ROSS shows a previous arrest for POSSESSION OF CONTROLLED SUBSTANCE (COCAINE) just this past April 2009.

motorsThe El Paso County Sheriff’s Office in coordination with the Texas Department of Transportation Education & Enforcement (TXDOT) will be utilizing a GRANT for additional patrols this Labor Day Holiday season for DWI traffic enforcement. The purpose of this program is aimed at getting speeding & impaired drivers off the roadways. Extra Deputies will be out on the streets during the Labor Day Holiday period. The push is to deter drunk driving. The enforcement program begins today Friday, August 21st, 2009 and continues through the Labor Day Holiday weekend until Monday, September 7th, 2009. TXDOT

Statistics from the Texas Department of Transportation indicate Texas leads the nation when it comes to the number of traffic fatalities where the driver or motorcycle operator was legally drunk. Last year, Texas experienced an increase in the number of motor vehicle traffic fatalities. The 2008 death toll of 3,468 was an increase of 0.20% from the 3,461 deaths recorded in 2007. In 2008, there were 975 people killed in motor vehicle traffic crashes where a driver was under the influence of alcohol. This is 28.1% of the total number of people killed in motor vehicle traffic crashes.

Based on reportable crashes in 2008:

  • 1 person was killed every 2 hours 32 minutes
  • 1 person was injured every 2 minutes 10 seconds
  • 1 reportable crash

  • 72 hours to 6 months in Jail
  • Driver’s license suspension for up to one year

Our Sheriff Deputies will patrol and arrest / ticket drivers who ignore traffic laws. We continue to enforce the zero tolerance on seat belt/child safety seat use and drinking and driving. We will also focus on aggressive driving, and those who fail to obey the speed limit.

arrestEL PASO COUNTY, TXLate Wednesday night at about 9:37 PM, Sheriff’s Deputies were flagged down by several witnesses at the Diamond Shamrock Store located at 1302 Montana Ave. El Paso, TX in reference to information on a Reckless / DWI Driver. The suspect vehicle was described as a Silver Honda Prelude who witnesses reported had just struck a metal pole located next to the convenience store & fled the scene just moments before Deputies arrival.

Assisting Deputies spotted the suspect vehicle at the intersection of George Dieter and Montana Ave. where Deputies attempted to conduct a traffic stop. The driver refused to stop fleeing from authorities westbound on Montana Ave. at which time a pursuit ensued.

The driver led Deputies to the 3500 block of Yarbrough until he finally pulled over. Deputies immediately took the driver into custody without further incident. Deputies immediately smelled a strong odor of alcohol emitting from the driver. The Driver was arrested & charged with DRIVING WHILE INTOXICATED & EVADING ARREST w/ VEHICLE. Emergency services were called in as a precaution to check on the driver due to the impact where his vehicle struck the metal pole. 

The driver of the vehicle was identified as JESUS DIAZ (48) of the 3000 block of Hector El Paso, TX. He remains incarcerated at the El Paso County Detention Facility.

THE CHASE WAS CAPTURED ON DASHCAM VIDEO WHICH HAS SINCE BEEN SUBMITTED AS EVIDENCE.

THERE WAS MINIMAL TRAFFIC & NO PEDESTRIANS ON OR NEAR ROADWAYS AT THE TIME OF THE PURSUIT.

ASIDE FROM THE SUSPECTS VEHICLE, THERE WAS NO OTHER DAMAGE TO OTHER PROPERTY OR PERSONS.

Rodriguez (TX-23) joined El Paso County Sheriff Richard Wiles at a press conference announcing the funding for for technology upgrades, mobile data systems and visual intelligence tools in the 23rd Congressional District which include El Paso County law enforcement initiatives. The press conference was held at the Sheriff’s Office Jail Annex located at 12501 Montana El Paso, TX.

The El Paso County Sheriff's Office will receive $250,000 to upgrade equipment and technology infrastructure to combat increased crime on the U.S.-Mexico border. The upgrades include forensic system equipment, fingerprint workstations and personal protection gear for officers.

RESULT:  VICTIM IDENTIFIED

EPCSO STI EL PASO COUNTY, TXTuesday night, 08-18-2009 at about 7:47 PM, Sheriff’s Deputies were dispatched to Transmountain RD. (TMR) reference point 20 in reference to a serious motorcycle accident. Deputies along with First Responders / EMT Medics arrived on scene to find the Operator / Victim(sole occupant) of the motorcycle lying on the with serious injuries. Deputies also located the motorcycle nearby with heavy damage nearby. Special Traffic Investigators (STI) were summoned to the scene.

Preliminary Investigation by STI’s determined the operator of the black 2007 Harley Davidson Street Glide was traveling east on Transmountain Rd at reference point 20 at a high rate of speed on the left lane. The operator failed to negotiate the right curve of the highway at that location and traveled from the left lane, through the left shoulder, and onto the unprotected median. The operator violently struck a sign located on the median with the right side of the motorcycle suffering serious injury at the point of impact. The operator and the motorcycle skidded from the point of  impact through the westbound lanes of Transmountain Rd to their resting points (approximately 203 feet).  The operator suffered other critical injuries and was transported to William Beaumont Medical Center.  The operator / victim was later pronounced dead at the hospital.

THE VICTIM HAS BEEN IDENTIFIED AS WILLIAM MICHAEL O’LEARY (51) OF VINTON, TX.

IT APPEARS THAT SPEED & STRONG WINDS ARE FACTORS CONTRIBUTING TO THE ACCIDENT.

THIS ACCIDENT INVESTIGATION IS ONGOING PENDING AUTOPSY & TOXICOLOGY RESULTS.

THIS MARKS THE 8TH FATAL ACCIDENT OUTSIDE EL PASO CITY LIMITS.

The tip led Deputies to a residence in the 3000 block of Saul Kleinfeld in east El Paso, TX where fugitive VICENTE RIVAS (23) was said to be. RIVAS was located & taken into custody without incident.

VICENTE RIVAS (23) was wanted for various offenses which included; UNLAWFUL CARRYING OF A WEAPON (HANDGUN)- $40,000 BOND & POSSESSION OF CONTROLLED SUBSTANCE (COCAINE) >4g <200g- $40,000 BOND

El Paso County, TX- As Deputies on the eastside of town were taking VICENTE RIVAS into custody, Deputies received another anonymous tip on the whereabouts of a WANTED FUGITIVE previously featured on MANHUNT MONDAY.

The tip led Deputies to the Adult Probation Office located at 800 E. Overland where information received indicated at-large fugitive EDGAR SEALEY (33) was due to report to his probation officer. Deputies waited & took SEALEY into custody without incident once he showed. SEALEY was featured on August 10th’s edition of MANHUNT MONDAY.

EDGAR SEALEY (33) was wanted for the offense of CRIMINAL NON-SUPPORT **NO BOND**. SEALEY was arrested on the heels of “OPERATION DEAD BEAT” in which several individuals were arrested for various amounts of unpaid child support.
