EVENT:  Detectives seek help in Murder of of 22 year-old man

LOCATION OF OCCURRENCE: 400 block of Hartley San Elizario, TX

RESULT:  HOMICIDE INVESTIGATION ENSUES

CRIMESCENE UPDATE:  VICTOR ESCUDERO (22) who was found suffering from multiple gun shot wounds in his San Elizario, TX home on October 17, 2009 - has died as a result of his injuries. Sheriff's Office Crimes Against Persons Detectives have upgraded this case to a HOMICIDE.

There have now been 2 HOMICIDES outside of El Paso City limits in a little over a week. At this time there is nothing to indicate both cases are connected.

BACKGROUND:

SAN ELIZARIO, TX-  On Saturday, October 17, 2009 at about 9:00 am, 22 year-old VICTOR ESCUDERO was found at his residence located in the 400 block of Hartley Rd. San Elizario, TX suffering from multiple gun shot wounds. CID Crimes Against Persons Detectives have been working this case extensively since Saturday following several leads. ESCUDERO remained at a local hospital in critical condition until his death.

DATE / TIME: Thursday, October 29, 2009  5:15 PM

RESULT:  Victim Identified

EPCSO STIEL P ASO COUNTY, TX-  Late Thursday afternoon 10-29-09 at 5:15 PM, Sheriff’s Deputies were dispatched to Loop 375 southbound (mile post 33) in reference to a traffic hazard/ subject standing in the roadway “challenging” vehicles. Deputies arrived within minutes to find a male subject unresponsive lying on the ground (median) with no signs of life. Special Traffic Investigators (STI) were summoned to the scene.

Preliminary investigation by STI's supported by several witnesses at the scene, revealed that a male subject was attempting to cross the south bound lanes of Loop 375 at reference point 33 when he was fatally struck by a gold in color 2006 Chevrolet Trailblazer. It appears that the male subject who died at the scene as a result of his injuries might have intentionally put himself on the road challenging traffic.

The deceased was identified as ZACKERY SOWELL (26) of Chaparral, New Mexico.

The 26 year-old  driver of the Chevrolet Trailblazer will not be identified as he will not be facing charges.

TOXICOLOGY REPORTS ON THE DECEASED ARE PENDING

SPEED IS NOT A FACTOR IN THIS ACCIDENT.

EP SHERIFFF patch color small2 UPDATE-  The El Paso County Sheriff's Office is in the process of hiring / Dog-GermanShepherd-01 training / equipping personnel to carry out the duties of the Sheriff's Office Animal Control Unit. The Sheriff's Office is in the process of negotiating contracts with the City of El Paso where services would be needed in cases of urgent circumstances. Right now, Animal Control will no longer respond to unincorporated areas of El Paso County even though it is in these very areas where issues with feral dogs, loose livestock, and local wild fauna roaming through residential area are encountered very frequently. Sheriff's Deputies are only responding to calls with aggressive or vicious animals such as dog bites & stray livestock.152404368_d8a5dc5953_m

Deputies will not use deadly force on these animals unless situations arise involving an immediate threat to public safety or as a humanitarian gesture for an animal critically wounded and suffering.

Background:

County On Monday. October 5, 2009, County Commissioners voted & awarded the El Paso County Sheriff’s Office $115,000.00 to fund the hiring of 3 civilian Animal Control Officers including equipment, vehicles and  training. The Animal Unit would patrol & respond the outlying areas of the county where there is a significant stray dog problem. This Animal Unit would better handle & target areas where animal control services are now frequently needed. There are current discussions with the city on the issue of boarding & safekeeping the animals. The Animal Control Program will commence after the finalization of policies & the hiring / training of the officers. There is no projected start date at this time & the location where the animals are to be kept will also be announced at a later date.

CRIMESCENEEL PASO, TEXAS-  Sheriff’s Office White Collar Crime Detectives are warning the community / residents of  El Paso, TX of a trendy internet scam that has recently hit our area.

Over the past several weeks / months, Sheriff’s investigator’s CPUhave been getting an influx of complaints dealing with internet scams, namely with Craigslist, where bogus payouts are promised. The scam occurs when the checks are sent out, then they are over drafted for quite an amount. The victim is asked to cash the check, keep their portion and return the rest via Western Union. The checks are in the name of different entities, such as trucking companies, hospitals, and even individuals. None of the return addresses are local, they are often addresses from various locations across the country.

LAPThe scam starts as the victim applies for an on-line job posting such as “MYSTERY/SECRET SHOPPER” and then they are sent a reply email confirming employment, conditional on one returning the remaining money from the check they receive. Or in other cases, a person posts an item to sell on-line & when someone makes the purchase, the victim receives an over drafted check. The bogus company convinces victims that this is the only way they can pay since it’s a company account they are using. They ask the victim to cash the check, keep a portion of the money &  then return the remainder via Western Union & also send them the items purchased.

Sheriff’s Office Detectives are continuing several investigations and want to make the El Paso Community aware of these on-going scams. They are also hoping any information provided by the general public could lead to solving these difficult cases. El Paso, Texas- Late last week on Thursday, October 22, 2009- Judge Rosalio Munoz of Justice of the Peace no. 4 awarded 2,835 gallons of fuel to the El Paso County Sheriff's Office. The fuel was seized  during “Operation Filler Up” which took place on September 23, 2009. The awarded fuel will allow the Sheriff’s Office to use the recovered fuel for County Owned Vehicles; therefore saving the Tax Payers of El Paso County a total of $7,172.55 on fuel purchases when compared to the current $2.53 average cost of gas in El Paso County, TX .

Assault causing Bodily Injury / Family Violence : $3,500 Bond

Background:

On August 5, 2007, Officers from the El Paso Police Department responded to a residence in east El Paso where officers met with woman who told officers she and her common-law husband who was identified as PEDRO JOSE ESTACO were arguing over family issues. The Victim stated ESTACO became irate during the argument and began assaulting her grabbing her by the arms & throwing her to ground. While the Victim was on the ground, ESTACO went on to step on her neck threatening to kill the Victim. ESTACO left the residence shortly after and an arrest warrant was issued for him. ESTACO was arrested in April 2008 after several months on the run. ESTACO bonded out a short time later & has since failed to show for court.

Braden Aboud Memorial Foundation

BRADEN ABOUDThe Braden Aboud Memorial Foundation was formed in loving memory of  this 14-year-old that died in a skiing accident on February 4, 2007.

Braden was a loving and respectful child with an uncanny ability to create friendships from all walks of life regardless of nationality, gender or economic background.  His laughter and contagious smile was only surpassed by his commitment to his faith, family and friends.

Braden developed a love for sports at an early age, which was instrumental in defining his outgoing and confident personality.  His many friendships were formed while playing team sports, which gave him a keen sense of loyalty and respect for his fellow athletes.  Braden pursued sports with determination but never compromised the true spirit of the game.

The foundation was further established to ensure that all children, from all walks of life could have some of the same opportunities Braden enjoyed during his lifetime.  This foundation will provide an avenue through sports that will help promote positive self-esteem and create lifelong friendships among the children of the community.

EVENT:  TRAFFIC ACCIDENT INVOLVING MOTORCYCLE

LOCATION OF OCCURRENCE: 19000 block of Alameda Tornillo, TX

DATE / TIME: Sunday, October 25, 2009  3:20 PM

RESULT:  Investigation continues

EPCSO STITORNILLO, TX-  Early Sunday afternoon 10-25-09 at 3:20 PM, Sheriff’s Deputies were dispatched to the intersection of Alameda Ave (TX 20) and South 3rd St, Tornillo TX in reference to a motor vehicle accident with injuries involving a motorcycle. Deputies arrived and observed a motorcycle & a pick-up truck with heavy damage. The motorcycle was occupied by a male driver & female passenger who were on scene complaining of injuries. The driver and 4 passengers of the pickup were not injured. Special Traffic Investigators (STI) were summoned to the scene.

Preliminary investigation by STI’s determined that a 2008 maroon in color Harley Davidson driven by a 33 year-old male with a 33 year-old female passenger was traveling westbound at the 19000 block of Alameda. A gold 2004 Dodge Ram pickup truck driven by a 38 year-old woman was traveling northbound at the 200 block of Third Street approaching the intersection of Alameda and Third Street. The female driver of the dodge Ram disregarded the stop sign at this intersection, prior to entering Alameda from Third, and struck the motorcycle in the intersection.

The driver of the motorcycle was identified as JAVIER RIOS (33) who sustained serious bodily injuries & the passenger was identified as ADRIANA RODARTE (33) who sustained non- life threatening injuries. Both were transported to University Medical Center.

The driver of the pick-up was identified as ALLISON GARCIA (38) of east El Paso, TX.

SPEED & ALCOHOL DO NOT APPEAR FACTORS IN THIS ACCIDENT.

STI’s ARE CONTINUING WITH THE INVESTIGATION / CHARGES ARE PENDING AT THIS TIME.

EP SHERIFFF patch color small2EL PASO, TEXAS-  This week’s Manhunt Monday Fugitive is an individual sought for failing to appear in court for a disturbing Family Violence incident that occurred back in August 2007, where the Suspect assaulted a woman & proceeded to step on her throat. 

On August 5, 2007, Officers from the El Paso Police Department responded to a residence in east El Paso where officers met with woman who told officers she and her common-law husband who was identified as PEDRO JOSE ESTACO were arguing over family issues. The Victim stated ESTACO became irate during the argument and began assaulting her grabbing her by the arms & throwing her to ground. While the Victim was on the ground, ESTACO went on to step on her neck threatening to kill the Victim. ESTACO left the residence shortly after and an arrest warrant was issued for him. ESTACO was arrested in April 2008 after several months on the run. ESTACO bonded out a short time later & has since failed to show for court.     

A warrant of arrest has once again been issued for PEDRO JOSE ESTACO for ASSAULT CAUSING BODILY INJURY / FAMILY VIOLENCE. ESTACO knows he is wanted as he continues to elude capture.

Sheriff Badge EL PASO, TX-  Earlier this week, Sheriff’s Deputies received information from an anonymous source as to the whereabouts of WANTED FUGITIVE CHRISTIAN AVALOS. Deputies had been searching for AVALOS in connection with a stabbing that occurred at a San Elizario party on October 4, 2009. AVALOS was arrested at an undisclosed location without incident.

Engaging in organized criminal activity: $20,000 Bond

Background:

On October 4, 2009 at about 1:30 AM, Sheriff’s Deputies were dispatched to a residence in the area of Gaucho Rd. in San Elizario, TX in reference to a stabbing. Deputies arrived and found a 25 year old male / Victim who told Sheriff’s Officials he had been stabbed multiple times while attending a party at a residence on Gaucho Rd. The Victim who will not be identified survived the attack.

Through the course of the investigation, CID Crimes Against Persons Detectives learned that there were 4 suspects (all from San Elizario, TX) involved in the stabbing. Last Tuesday 10-13-09 , CID Detectives arrested 2 out of the 4 men sought for the stabbing. Detectives arrested Jesus Soria (21) & Alberto Soria (32). Both men were charged with ENGAGING IN ORGANIZED CRIMINAL ACTIVITY /AGGRAVATED ASSAULT DEADLY WEAPON. Both were booked at the El Paso County Detention Facility under a $20,000.00 bond.

Two days later on Thursday October 15, 2009, a third suspect identified as Moises Soria (23) turned himself in to authorities. He was also charged & booked with ENGAGING IN ORGANIZED CRIMINAL ACTIVITY /AGGRAVATED ASSAULT DEADLY WEAPON and remains at the El Paso County Detention Facility under a $20,000.00 bond.

AVALOS remain at large until his capture earlier this week.

Sheriff Badge  Fabens, TX-  Wednesday afternoon October 21, 2009, Sheriff’s Deputies were called to the area of the 200 of NE Eubanks in Fabens, Texas in reference to horses in residential areas. Deputies arrived and met with reporters who told authorities 2 horses were found wandering the streets of Fabens, TX. Deputies & residents attempted find anyone in the area looking for horses but could not locate the owners. The horses did not appear to be in bad health or injured.  An community resident by the name of Ricardo Trejo Archuleta contacted authorities stating he owned a ranch nearby & was willing to care for the horses until the rightful owners come forward.

Sheriff Badge EL PASO COUNTY, TX-  In celebration to Red Ribbon Week, on Thursday, October 22, 2009, sheriff Sheriff of El Paso County Richard Wiles will be the guest speaker at East Montana Middle School located at 3490 Ascension El Paso, TX 79938.

Sheriff Wiles will be addressing 735 students during 2 separate sessions, the 1st is scheduled at 9:30 am followed by a second session at 10:15 am.

Red Ribbon Week is the oldest and largest drug prevention campaign in the country. Although the start end dates can vary slightly depending on the organization and source, Red Ribbon Week generally takes place the last full week in October, with the weekends before and following the last full week included as appropriate celebration dates.

This year Red Ribbon Week will be celebrated October 17-25, 2009.

Red Ribbon Week serves as a vehicle for communities and individuals to take a stand for the hopes and dreams of our children through a commitment to drug prevention and education and a personal commitment to live drug free lives with the ultimate goal being the creation of drug free America.

WHEREAS, there is hope in winning the War on Drugs, and the hope lies in the hard work and determination of our communities to create a drug free environment; and

WHEREAS, local leaders, in government and in the community, know that the support of the people in the neighborhoods is the most effective tool they can have in their efforts to reduce use of alcohol, tobacco, and other drugs by Texas; and

WHEREAS, the red ribbon was chosen as a symbol commemorating the work of Enrique “Kiki” Camarena, a Drug Enforcement Administration agent, who was murdered in the line of duty and has come to represent the belief that one person CAN make a difference; and

WHEREAS, the Red Ribbon Campaign was established by Congress in 1988 to promote this belief and encourage a drug-free lifestyle and involvement in drug prevention efforts; and;

WHEREAS, October 17-25, 2009, has been designated National Red Ribbon Week calling on all Americans to show their support for a drug-free state by wearing a red ribbon and participating in drug-free activities during that week:

Now, Therefore. Be It Resolved that El Paso County Commissioners do hereby proclaim October 17-25, 2009 as Red Ribbon Week in El Paso County, Texas and encourage all citizens, businesses, public and private agencies, media, religious and educational institutions to wear and display red ribbons and participate in drug-free activities throughout that week, joining the rest of the state in promoting the Red Ribbon Celebration and a drug-free America.

WHEREAS, the El Paso County Sheriff’s Office value the health and safety of all our citizens; and;

WHEREAS, substance abuse is particularly damaging to one of our most valuable resources, our children, and a contributing factor in the three leading causes of death for teenagers – accidents, homicides, and suicides; and;

WHEREAS, it is the goal of Red Ribbon Week and The El Paso County Sheriff’s Office to involve families, schools businesses, churches, law enforcement agencies and service organizations in all aspects of this campaign and establish an atmosphere that supports awareness, education and on-going initiatives to prevent illegal drug use, and;
