EVENT:  UPDATE- 18 Wheeler Accident Due to bad weather  /Sheriff’s unit struck due to driver inattention

LOCATION OF OCCURRENCE: Loop 375 northbound (mm 31) @ SPUR 601 exit El Paso County, TX

RESULT:  Accident Update / Driver of 2nd vehicle arrested

arrest EL PASO COUNTY, TX-  Sunday afternoon 11-29-09 at about 3:20 PM, Sheriff Deputies were dispatched to a roll over accident involving an 18 wheeler on Loop 375 (Northbound) reference point #31 @ the SPUR exit 601. Deputies arrived moments later to find a truck tractor trailer combination on its side.

Apparently the Tractor which was hauling 18,000 lbs. of electrical stoves was traveling northbound on Loop 375 when the trailer began sliding / shifting & the driver could not regain control. The tractor trailer combination rolled to its side stopping in the desert area after striking a fence line on Ft. Bliss Property. It was later determined that contributing factors to the accident was due to bad weather, strong winds & slippery road conditions.  About 100 ft. of guardrail was also damaged in the accident. Northbound traffic on Loop 375 was re-routed from approximately 2 hours (7:00 PM – 9:00 PM). The Tractor was operated by 56 year-old Francisco Aguayo of El Paso, TX (single occupant driver). He did not sustain any serious injuries.

As Deputies were working the accident, at about 6:05 PM, a Sheriff’s Patrol Unit was rear ended by a 1996 Black Ford Mustang where the driver failed to obey traffic control devices. Deputies immediately tended to the occupants of the Black Ford Mustang. There was no Deputy inside the patrol unit at the time of the crash.

Investigation revealed that the patrol unit with its emergency lights activated was stopped in the right lane straddling the right solid white line at mile marker 30. A 1996 Mustang operated by a 19 year-old male was  traveling northbound on Loop 375. The driver disregarded the traffic control signs losing control of the vehicle impacting against the patrol unit. Several (5) orange cones along with several road flares were positioned behind the unit to warn oncoming traffic of the accident site. There was also a TXDOT Truck with an electronic sign advising traffic of the lane closure.

The driver was identified as BILLY PORTILLO HERNANDEZ (19) of El Paso, TX who showed to have fourteen (14) previous license suspensions attached to his expired driver’s license. HERNANDEZ was placed under arrest for DRIVING WHILE LICENSE INVALID & cited for Failure to Control Speed, No Insurance, and Unrestrained Child

Other occupants in the Mustang included a 19 year-old female (front passenger) & a 11 month baby girl who was not properly restrained in the vehicle at the time of the crash. Both female & child did not sustain any injuries.

EP SHERIFFF patch color small2 EL PASO COUNTY, TEXAS-  This week’s Manhunt Monday Fugitive is a subject sought for ESCAPE while in police custody.

On August 11, 2008 at about 4:00 PM, El Paso Police Officers conductedEPPD-PatcH a  traffic stop on a vehicle driven by male subject. Further investigation by EPPD Officers revealed the vehicle was stolen. The driver was placed under arrest, identified as JAMES SEBASTIAN MONTEZ.

As Officers were escorting MONTEZ to their marked unit, MONTEZ fled on foot while handcuffed but was apprehended by EPPD Officers about 1/4 of a mile from the location of the stop.

MONTEZ has since failed to show to court for the mentioned offense and is now on the run. The 243rd District Court has issued a warrant of arrest for the apprehension of JAMES SEBASTIAN MONTEZ for the offense of ESCAPE. Deputies from the Sheriff’s Office Warrants Division have been hot on the trail of MONTEZ who has managed to elude capture.

MONTEZ knows he is wanted & is believed to remain in the Borderland hiding with friends and family.

DO Badge EL PASO,TEXAS- This upcoming Monday, November 30th, 2009- The El Paso County Sheriff’s Office Region VIII Training Academy will  “GO GREEN” commencing with the new Basic Detention Officer Course 09-3.

In February 2009, the Sheriff’s Training Academy held its first Training Committee Board logo_greenunder Sheriff Wiles’ newly appointed training board.  In the prior year, the Sheriff’s Academy started using Blackboard CE8 (Online training) with a vision to streamline accessibility to law enforcement, corrections and other criminal justice practitioners.  During the training board meeting, the Training Academy provided the board with a vision to eventually “GO GREEN” by replacing paper with modern technology.

Chief Aguilar Chief Deputy Sylvia Aguilar, the board’s president, pursued funds to purchase 30 computer laptops for this purpose and in October, 2009, the Sheriff’s Academy received 30 new laptops contained in a COW (Computers on Wheels), allowing mass mobility for the use of the hardware.

Basic Detention Officer Course 09-3 (280 hours/7 weeks) will utilize laptops which will replace hard copy handouts and other study materials with electronic media. Blackboard CE8 will be utilized the course through the administration of electronic exams and grading.  Blackboard CE8 has the ability to analyze exam grade SheriffRichardWiles_268BA7C1results to help enhance the instruction.

EL PASO, TX- November 25,2009 13 INDIVIDUALS CHARGED WITH DRUG TRAFFICKING

United States Attorney John E. Murphy announced that on November 23, 2009 a federal grand jury sitting in the El Paso Division of the Western District of Texas, charged by indictment 13 individuals with two counts of conspiring to traffic in illegal drugs. Count One alleges that between June 4, 2008 and November 24, 2009, the defendants possessed with the intent to distribute 500 grams or more of cocaine.

The individuals charged include:

  • Count One carries a penalty range of not less than five nor more than forty years in prison, a two million dollar fine and at least four years of supervised release. Count Two alleges that during that same time period, the defendants Eyitayo Araromi and Maurice Windfield possessed with the intent to distribute an illegal narcotic substance commonly known as Ecstacy.
  • Count Two carries a penalty range of up to twenty years in prison, a one million dollar fine and at least three years of supervised release. Eyitayo Ararmi was arrested on November 24, 2009 and will attend an initial appearance before U.S. Magistrate Judge McDonald today. The other defendants were arrested this morning.

This investigation is being conducted jointly by the Federal Bureau of Investigation, the El Paso Police Department, The El Paso County Sheriff's Office, the Texas Department of Public Safety and the U.S. Bureau of Alcohol, Tobacco, and Firearms. Assistant United States Attorney Steven Spitzer is prosecuting this case on behalf of the government.

NARCOBlkPatch_7476C624 EL PASO, TX- On Monday11-23-09 at about 5:30 PM, Sheriff’s Office personnel conducting surveillance at Cielo Vista Mall located at 8401 Gateway West noticed two subjects acting suspiciously in the parking lot and continued to monitor their activity. Detectives observed the suspects get into a maroon Jeep Cherokee and drive off. Detectives followed the vehicle which entered Interstate 10 and went eastbound. Sheriff’s Office personnel continue to follow the Jeep at which time the passenger threw a black bag out of the window on I-10 near the Lomaland exit. The Jeep continued east at which time the driver drove off of I-10 onto the shoulder to Gateway East. The Jeep went south on Pendale and then west on Castner with Sheriff’s personnel following. Due to traffic, the Jeep went off the road and into the desert area just north of the 8400 block of Castner where it got stuck. Both occupants where taken into custody without further incident.

Detectives were able to recover the black bag at I-10 and Lomaland. The bag contained (3) small bundles. Another black bag, which had opened up, was recovered at the intersection of Gateway East and Pendale. The second bag contained (17) small bundles which had spilled onto the roadway. The bundles contained a white powdery substance which tested positive for cocaine. The (20) bundles weighed 24.322 kilograms with a street value of over $600,000. No further information will be released at this time as the investigation continues

The occupants were identified as RAUL VASQUEZ VALDEZ (30) of El Paso, TX & EDUARDO MARTINEZ JURADO (36) of Juarez, MX. Both were arrested and charged with Possession of Controlled Substance (cocaine) o/400 grams- $200,00 BOND.

Sheriff Badge EL PASO, TX-  Earlier this week on Monday 11-23-09 just MANHUNT MONDAYafter being featured  on MANHUNT MONDAY, Sheriff’s Office Crimes Against Persons Detectives learned that WANTED FUGITIVE MARC ANTHONY HERRERA may have re located to the State of Kentucky. Detectives were able to obtain a possible address in Prespawnsville, Kentucky. Detectives made contact with the Kentucky Authorities & provided all pertinent information on HERRERA. Later on Monday afternoon 11-23-09, Kentucky Authorities contacted Sheriff’s Office Detectives informing them that WANTED suspect MARC ANTHONY HERRERA had been taken into custody. HERRERA is now being held in their facility pending extradition back to El Paso County, TX. HERRERA is charged with 3 counts of Criminal Attempt Aggravated Robbery. HERRERA is the 2nd of 3 suspects charged in connection with a rash of Robberies in the Montana Vista are of far East El Paso County back in Sept. 2009.

Sheriff’s Office Detectives are still attempting to locate a third suspect : LUIS RIVAS (19). The Sheriff’s Office is urging anyone with information as to his where a bouts to contact the El Paso County Sheriff’s Office 546-2280. RIVAS is believed to be staying with friends in the El Paso area. This is an ongoing investigation and anyone found to aiding, harboring RIVAS may be subject to criminal charges.

Background:

On Wednesday night, September 9th, about 9:20 P.M., Deputies were called to the La Bannana store at 3582 Mark Jason in the Montana Vista area about an aggravated robbery. While en route, they received another call about the same offense at El Pasito meat market in the 4000 block of Desert Meadows. And while at that location, a third call came in about yet another aggravated robbery at the Dollar General store located at 14392 Montana.

As deputes went to the Dollar General store, they saw an all-terrain vehicle leaving the area at a high rate of speed with the headlights off. They attempted to catch the ATV as it continued to speed through the desert, but lost sight of it a short time later. The ATV was later found abandoned in the desert near Desert Meadows. The Deputies followed foot impressions leading from the ATV but eventually lost them in the sand.

Two .22 caliber handguns, each with two rounds, were located about 50 yards from the ATV. Surveillance video from the Dollar General shows two suspects entering the store and displaying handguns. They were wearing cholo-type caps and bandannas over their faces. In one of the robberies committed earlier that night, the suspects were reported to be wearing ski masks.

EVENT:  MAN ARRESTED FOR DWI AFTER CAUSING SERIOUS OVERNIGHT ACCIDENT

LOCATION OF OCCURRENCE: I-10 West Mile Marker 4  El Paso County, TX

RESULT:  ARRESTED MADE / SEVERAL INJURED

Sheriff Badge EL PASO COUNTY, TX-  Early Saturday morning 11-21-09 at about 4:00 AM, Sheriff’s Deputies were dispatched to I-10 West Mile Marker 4 in reference to a two vehicle accident / roll-over with injuries. Deputies arrived to find a 2001 Dodge Durango with heavy damage in the median between I-10 west & North Desert blvd.

Investigation by Deputies determined that a 1995 Geo Prism (3 occupants) driven by a 19 year-old male was traveling westbound on I-10 approaching Mile Marker 4. A 2001 Dodge Durango (2 occupants) towing a trailer was also traveling westbound on I-10 in front of the Prism.  The Geo Prism traveling at high speeds, struck a trailer from the rear at which time the Durango veered right striking a concrete barrier. At the point of impact with the barrier, the trailer then became detached from the Durango causing the truck to roll over approximately 4 times stopping in the median between I-10 West and North Desert Blvd. One passenger from the Geo prism & both passengers of the Durango were transported to University Medical Center with serious injuries. 

The 19 year-old driver of the Geo prism identified as DENI AaRON SALAS-TORRES of the 700 block of Southwood Westway, TX was arrested for DRIVING WHILE INTOXICATED as SPEED & ALCOHOL were significant factors in the accident.

EPPD-PatcH The right hand lane of I-10 at MM4 West was closed for approximately two hours while the Deputies worked the accident. The El Paso Police Department assisted with traffic control at I-10 West and Transmountain Road.

RESULT:  Arrests Made / Investigation Continues

arrestMONTANA VISTA-  Friday evening 11-20-09 at about 6:15 PM, Sheriff’s Deputies were dispatched to the 4600 block Suwanee El Paso County, Texas, in reference to suspicious vehicles.  Deputies arrived minutes later and observed a tractor trailer / tanker combination parked inside a lot surrounded by a chain linked fence. Deputies observed pick up trucks parked on each side of the tanker. Deputies drove into the parking lot & observed a male subject flee on foot in a desperate attempt to get away. Deputies gave chase on foot & eventually found the male subject hiding behind a small trailer located in the northeast corner of the parking lot. Deputies also detained another male subject (driver of tanker) located near the vehicles. Deputies found a hose running from the fuel tanker to (2) 80 gallon fuel drums located in the bed of a Red Toyota Tundra. The individual who ran off & later found was identified as the driver of the Toyota.

Further investigation by Deputies with assistance from the Texas Comptrollers Office determined that the driver of the fuel tanker was siphoning & selling fuel from the company tanker (Bell Gas Inc.- Roswell, NM) to outside patrons without a valid permit or permission.

IMG_0030  EL PASO, TX- This past Saturday, November 14, 2009- fighters from all different agencies participated in the inaugural SHERIFF’S OFFICE "CLASH OF THE TITANS". The event was held at the Mission Valley Ballroom & Convention Center. The arena was jam packed & rocking!! Detention Officer Enrique Ramirez

The Sheriff’s Office would like congratulate & thank all the fighters for participating in the  event—at the conclusion of the event USA Boxing judges selected a fighter who showcased the best performance. The award of “Fighter of the Night” went to our very own Detention Officer Enrique Ramirez from the Downtown Jail. He not only received a 1st place trophy but he received an authentic Championship belt. (picture right)

IMG_0026 Detention Officer Rick Alvarado (Jail Annex) kicked off the event by KO’ing his opponent. Alfonso Hinojoso (Jail Annex) was runner up for Fighter of the night, his bout was a very exciting as he defeated a fighter from the USBP. Despite a loss in a close decision, our only female fighter for the office represented with guts and glory, great  job Monica. The event closed out with a BANG, The Jesse Anchondo (Jail Annex) vs. Nestor Munguia (USBP) bout was one of the more exciting fights of the night.

Overall, EPCSO did very well, & deserve the up most respect for getting up there and boxing for a good cause, they fought their hearts out and left everything in the ring. marchofdimesimage

QUINTANA was wanted for the offense of DEADLY CONDUCT for an incident that occurred in August of this year.  At the time of his arrest QUINTANA told Deputies he saw himself on television this morning as being MANHUNT MONDAY's MOST WANTED FUGITIVE & decided to turn himself in. QUINTANA also said he was trying to enlist in the U.S. Army & wanted to put all this behind him. QUINTANA's arrest marks the fastest a MHM Fugitive has been taken into custody.

RESULT:  Victim Identified / Investigation Continues

DC EL PASO COUNTY, TX- Saturday afternoon 11-14-09 at 3:35 PM, Sheriff’s Deputies were dispatched to the 4600 block of Turf Rd. reference a motor vehicle involving a truck and motorcycle. Deputies arrived on scene moments later to discover a male subject on the ground lying next to a motorcycle with no signs of life. Special Traffic Investigators (STI) were summoned to the scene.

Preliminary investigation by STI's revealed that a gold 1995 Chevrolet pick up truck towing a 1995 Big Tex trailer driven by a 49 year-old male was traveling southbound on Turf Rd as a 2000 Honda 600 F4 motorcycle driven by a 43 year-old male was traveling in the same direction directly behind the pick-up truck.

The truck began making a left turn into the driveway located at 4680 Turf Rd.  During that time, the motorcycle began traveling on the northbound lane of Turf Rd and veered to its right side and off the roadway as the truck made the turn. The motorcycle violently impacted into left side of the truck near the driveway.  During the collision, the 43 year-old motorcyclist went airborne and landed in the front yard of the residence. He died at the scene of the crash site as a result of his injuries. Next of kin notification was made a short time later.

The deceased is identified as SCOTT ALLEN O'LEARY (43). Further investigation revealed the 49 year-old driver of the pick-truck who was not at fault for the accident was operating the truck under the influence of alcohol. He is identified as DOUGLAS WAYNE O'LEARY (49) and was charged & arrested for DRIVING WHILE INTOXICATED.

El Paso, TX-  The "Clash of the Titans" Boxing Event is underway at the Mission Valley Ballroom & Convention Center at 10600 North Loop Suite H El Paso, TX. The arena is jam packed as this charitable event is developing to be a fun filled extraviganza for everyone involved. The EPCSO has 13 employees competing in this event.

boxing_29206B94The preliminary weighs-ins were made November 4, 2009—everyone came in at their weights. Making it easy for USA Boxing , Eddie Avila and Luis Trevino to pair up the fighters. All fights are sanctioned by the USA Boxing Association!!

History:

boxing3 Earlier this year the Sheriff's Office was ready to compete in another Law Enforcement Boxing Event. Due to time constraints & scheduling conflicts, EPCSO had no choice but  to withdraw from the event. Several EPCSO fighters who were training for that event still wanted to compete & assist in helping charitable organizations in town such MODas the March of Dimes.

It was during this time when individuals within the organization began making calls trying to figure out how they can compete for a good cause. Before long, the plan was in place, the venue was set and all arrangements were made.

Since then, 13 Sheriff's Office Employees (Deputies & Detention Officers) have been training hard & coming together as one to make this event successful.

"It has been very rewarding to see us work like a team - both Detention & Law Enforcement. Not only are we doing it for charity but at the same time, we are creating  & building a great bond. Each boxer has been training  since September 2009. Every Tuesday we have been meeting at the SO Training Academy & putting hard hours in preparing for NOVEMBER 14, 2009. If we were not training at the Academy, we were training at local gyms, like Armijo, Carolina Center CENTER…..fighters for this event were not only training long hours but also had to adjust their eating habits while maintaining a strict diets. I really hope the Office & Community comes out and supports our team at this year's CLASH OF THE TITANS."
