New information has surfaced & Sheriff’s Officials have refocused their search for LUIS LOPEZ ROJAS (55)who is accused of sexually assaulting his three granddaughters.

In March 2008, Sheriff’s Deputies were called to a residence in San Elizario, TX. The Reporters who are the biological daughters of ROJAS & mothers of the Victim’s reported to authorities that their daughters had made outcries to them that they had been repeatedly sexually assaulted by their grandfather (ROJAS) in 2008. ROJAS committed lewd sex acts and sexually assaulted his three young granddaughters at the time ages - 8, 9, & 10 .

Shortly after, Sheriff’s Detectives issued out an ARREST WARRANT for the apprehension of LUIS LOPEZ ROJAS for the offenses of AGGRAVATED SEXUAL ASSAULT (CHILD) 2 counts- & INDECENCY w/ a CHILD.

ROJAS has been deported due to a felony conviction for narcotics trafficking and for being in the United States Illegally. ROJAS is known to run from Law Enforcement. Past information received from family members was that ROJAS had dyed his hair and was clean shaven to avoid detection.

NEW INFORMATION: In January 2010, information received indicates ROJAS is selling clothing “serapes” at one of the ports of entry in the El Paso, Texas area.

ROJAS has an extensive arrest record which include; Possession of Cocaine, Possession of Marijuana with intent to distribute, DWI, & multiple Illegal Entry.

ROJAS was last featured on MANHUNT MONDAY on September 22, 2008 & has been wanted ever since. He is also listed on the Sheriff’s Office Top 10 Most Wanted Fugitives (click here…).

EVENT:  TEEN ARRESTED AFTER DRIVING CAR INTO CROWD OF PEOPLE / 2 INJURED

LOCATION OF OCCURRENCE:  13000 block of Tobacco  El Paso County, TX

RESULT:  ARREST MADE – DELAYED POSTING DUE TO ONGGOING INVESTIGATION

CRIMESCENE EL PASO COUNTY, TX-  Early Saturday morning 02-27-2010 at approximately 1:15 AM, Sheriff’s Deputies were dispatched to 13000 block of Tobacco Rd., El Paso County, TX in reference to an unknown problem. Deputies arrived and immediately observed two male subjects (Victims) lying on the ground with serious injuries. Further investigation revealed both male Victim’s a 16 year-old & 17 year-old had just been struck by a 2002 yellow Mitsubishi Lancer inside a private property lot where a group of teens were gathered. Deputies detained an individual (18 year-old male) identified by several witnesses at the scene to be the driver of the yellow Mitsubishi Lancer.

Deputies continued their investigation and determined the 18 year-old Offender became irate after being asked to leave the property. The Offender returned a short time later intentionally driving his vehicle into a crowd of people. The Offender identified as SALOME ALVAREZ (18) of the 3800 block of Ezekiel El Paso County, TX struck a 16 year-old male with the front portion of the vehicle causing serious bodily injury (fractured leg) & continued driving striking a 17 year-old male by running him completely over & pinning the young victim underneath the vehicle. Deputies were told by several eye witnesses that onlookers had to forcibly get the Offender out of the vehicle in order to assist the 17 year-old Victim who was pulled out from underneath the vehicle.

The identities of the 16 & 17 year-old victims will not be released at this time. The 16 year-old suffered a fractured leg & the 17 year-old had bruising & suffered internal injuries sustained in the impact. Both are expected to recover.    

SALOME ALVAREZ (18) was arrested & charged with 2 counts of AGGRAVATED ASSAULT W/ DEADLY WEAPON. He remains at the El Paso County Detention Facility.

SHERIFF’S INVESTIGATORS SEEK ASSISTANCE IN SOLVING 2 HOMICIDES

EP SHERIFFF patch color small2 Two murders in the outlying areas of El Paso County late last year remain unsolved. The El Paso County Sheriff’s Office is asking for help from the public to bring these cases to a successful conclusion, making this the Crime Stoppers “Crime of the Week.”

On Saturday, October 17, 2009, about 9:00 a.m., 22-year-old Victor Escudero was found to be suffering from multiple gunshot wounds in his home in the 400 block of Hartley Road in San Elizario. He died from his wounds later that month. CID Crimes Against Persons Detectives have been working the case ever since, but are asking the public to provide additional information to help bring a conclusion to this case.

Just 10 days later, on Sunday, October 25, 2009, Sheriff’s Deputies were dispatched to the 3900 block of Desert Meadows in the Montana Vista area in reference to a Welfare Check. Upon arrival, Deputies discovered the body of 25-year-old Daniel Arceo. It was determined that he died of gunshot wounds at some time during the previous night.

Both crimes remain unsolved, and they are not believed to be related. Sheriff’s detectives are certain that someone saw or heard something unusual or out-of-the-ordinary on those nights. They ask that those persons contact Crime Stoppers immediately so that the victims’ families may have closure.

Handcuffed EL PASO COUNTY, TX-  On Tuesday, February 23, 2010, the Sheriff’s Office Criminal Warrants & Fugitive Apprehensions section received a tip from the Cottonwood Police Dept. (County of Yavapai, Arizona) of a subject wanted in the State of Arizona for Sexual Molestation of a Child under 15 years of age. Information provided by Arizona authorities indicated a subject identified as Stephen Robbins (54) who is a truck driver was headed to El Paso, TX & due to arrive in town on Wednesday, February 24, 2010. Sheriff’s Officials in coordination with Cottonwood Authorities were able to track Robbins as he neared El Paso, TX. Due to bad weather, Robbins did not arrive in El Paso as scheduled but Deputies remained vigilant. Early Thursday morning, February 25, 2010 Deputies from the Criminal Warrants & Fugitive Apprehensions section with the assistance of Patrol Deputies spotted the truck tractor provided by Arizona Authorities in a lot located in the 12300 block of Mercantile, El Paso, Texas. Deputies converged on the truck & located Robbins asleep in the cab area. Robbins was taken into custody without further incident. Robbins was booked into the El Paso County Detention Facility & now awaits extradition back to Arizona.

shirts EL PASO COUNTY, TX-  Late Thursday morning 2/25/2010 at about 11:30am, El Paso County Sheriff’s Deputies received a tip on the whereabouts of a wanted fugitive along with a vehicle description & destination. The subject was identified as JAMES SEBASTIAN MONTEZ who was wanted on charges of ESCAPE, ASSAULT, and EVADING DETENTION. Strike Team along with Patrol Deputies responded to the location and commenced surveillance. Deputies observed a vehicle matching the description provided enter at a parking lot of a service station located in the 1600 block of N. Zaragoza. Strike Team Deputies approached fugitive MONTEZ who was sitting in the passenger side of the vehicle. In a desperate attempt to get away, MONTEZ fled out the driver side of the vehicle and  immediately encountered a Sheriff’s Deputy awaiting on that side. MONTEZ lunged at the Deputy striking him in the shoulder and neck area as a struggle ensued. MONTEZ then fled on foot to the back of the service station as Deputies gave chase apprehending him within moments. MONTEZ was wanted for the crimes of ESCAPE, ASSAULT, EVADING ARREST, & THEFT & will now be facing additional charges of EVADING DETENTION, ASSAULT ON A PEACE OFFICER & POSSESSION OF MARIJUANA u/ 2oz. which he had on his person.

handcuffs EL PASO COUNTY, TX-  Tuesday afternoon 02-23-10 at about 12:30 PM, the El Paso County Sheriff’s Office conducted an operation at the 11400 block of Montana that resulted in the arrest of (2) suspects for the delivery of 3300 grams (3.3 kilograms) of cocaine. Upon taking the suspects into custody a 9mm handgun was located between the legs of one of the suspects. Omar Acosta (31) of Juarez, Mexico & Victor Romero (31) of Brazito, New Mexico were arrested on the charge of Delivery of Controlled Substance (Cocaine) o/400 grams, Romero was booked on an additional charge of Unlawful Carrying of a Weapon (handgun). Both remain incarcerated at the El Paso County Detention Facility.

badge_black_bar_logoSheriff’s Office:  It is with great sadness to announce the passing of a beloved member of the Sheriff’s Office family. LVN Liz Gonzalez was tragically killed this morning 02-23-10 at about 5:30 am while on her way to work as she pulled over to help a motorist involved in a motor vehicle accident. According to EPPD investigators, Liz had stopped to render aid to a 49 year-old woman who was injured as a result of a crash as her 2001 Ford Mustang, was laying on its side. The accident occurred on I-10 west near Airway Blvd. Liz assisted the injured driver pulling her from the wreckage. At that moment, a bronze Jeep Cherokee approached the location of the crash, the driver lost control of the vehicle & struck Liz where she later died as a result of her injuries. Ice on the roadway was deemed the factor in the accidents.

Liz died doing what she loved best & that was helping other people. The Sheriff’s Office family mourns the loss of our Liz, our thoughts & prayers are with her family. Liz was an LVN at the El Paso County Detention Facility.

Funeral services are pending at this time.

“I address you this evening with great sorrow to inform you of the loss of  Sylvia Aguilar -Chief Deputyour colleague.  She was a friend to this office, and her death is a tragedy.  Early this morning Liz Gonzalez an LVN assigned to the Downtown Jail came upon a motorist requiring assistance.  In a heroic act, she pulled a person out of the wreckage to safety.  Unfortunately, at that time a Jeep, driving on the icy road, lost control and struck Liz killing her.  Liz’s selflessness is to be commended, and it is lamentable that she is not here to receive our praise.  As we go through this period of grief, please keep in mind, and let her selflessness and valor become contagious, so that her sacrifice will not be in vain.”

EL PASO COUNTY, TX The MANHUNT continues for RICARDO PUENTES MORALES wanted for an Aggravated Kidnapping which occurred in Horizon City, TX in September 2009.SAUCEDO, SERGIO

On September 3, 2009 at 3:40 PM, Detectives from the El Paso County Sheriff’s Office Crimes Against Person Section were summoned by the Horizon Police Department to 14327 Desert Sunset, Horizon City, in El Paso County, Texas, regarding an Aggravated Kidnapping. The victim, identified as Sergio Saucedo (30), was forcibly taken from his residence at gun point. Mr. Saucedo was later found murdered in Juarez, Mexico.

On November 6 2009 a warrant was obtained for RICARDO PUENTES MORALES for Aggravated Kidnapping with a 1.5 million dollar bond. MORALES continues to elude capture as investigator’s continue to look for him. It is believed RICARDO PUENTES MORALES orchestrated the Kidnapping.

On Tuesday February 16th a warrant for Aggravated Kidnapping was obtained for Cesarusborderpatrol Obregon. The very next day, February 17, 2010, his brother Omar Obregon was spotted by a Border Patrol Agent with Cesar Obregon attempting to enter a home illegally. Both brothers were detained by Border Patrol it was then discovered that there was an arrest warrant for Cesar Obregon for the Aggravated Kidnapping of Sergio Saucedo. It was later discovered Cesar’s Brother Omar was also involved.

Border Patrol subsequently turned over the Obregon brothers to Sheriff Officials for further investigation. Both Obregon brothers were later booked into the El Paso County Jail on Aggravated Kidnapping charges under a $250,000 each. A short time later, Sheriff’s Office Investigator’s obtained an arrest warrant for a 4th man involved in the Aggravated Kidnapping who was identified as Rafael Vega.

BACKGROUND:SAUCEDO, SERGIO

On September 3, 2009 at 3:40 PM, Detectives from the El Paso County Sheriff’s Office  Crimes Against Person Section were summoned by the Horizon Police Department to 14327 Desert Sunset, Horizon City, in El Paso County, Texas, regarding an Aggravated Kidnapping. The victim, identified as Sergio Saucedo DOB/02-28-1979, was forcibly taken from his residence at gun point. Mr. Saucedo was later found murdered in Juarez, Mexico.

On November 6 2009 a warrant was obtained for Ricardo Morales for Aggravated Kidnapping with a 1.5 million dollar bond. He is still outstanding and investigator’s continue to look for him. It is believed Morales orchestrated the Kidnapping.

On Tuesday February 16th a warrant for Aggravated Kidnapping was obtained for Cesarusborderpatrol Obregon. Yesterday Omar Obregon was spotted by a Border Patrol Agent with his brother Cesar Obregon attempting to enter a home illegally. Both brothers were detained by Border Patrol it was then discovered that our office had an outstanding warrant for Cesar Obregon for the Aggravated Kidnapping of Sergio Saucedo, and that we believed Cesar’s Brother Omar was also involved.

Border Patrol subsequently brought both brothers to the Sheriff Department HQs where further investigation led to the arrests of Omar Obregon and Cesar Obregon. Both Obregon brothers were booked into the El Paso County Jail last night on Aggravated Kidnapping charges. The Sheriff’s Office has also obtained an arrest warrant for a 4th man involved in the Aggravated Kidnapping who was identified as Rafael Vega. Sheriff’s Detectives are hot on his trail actively looking for him. It is believed the Obregon brothers along with Rafael Vega were the persons who committed the kidnapping.

shirts EL PASO COUNTY, TX-  The El Paso County Sheriff's Office Strike Team commenced an investigation in January 2010 into narcotics and criminal activity involving  teens in far east El Paso County, TX.  An undercover Deputy was embedded into a group of teens actively selling narcotics in and around far east El Paso, TX. Narcotics were sold to the undercover Deputy by several individuals. During the course of the investigation last week, the Undercover Deputy was solicited by a 21 year-old man to commit murder.  The undercover Deputy was offered money to carry out the murder of a female from San Elizario, TX.  Strike Team Depuites began the investigation and set in motion a series of events that culminated in the arrest of two individuals for the offense of Solicitation to commit Capital Murder. In total 6 individuals were arrested during the investigation.

Just after 1:00 PM, Sheriff’s Deputies received an anonymous tip called in to Crime Stoppers of El Paso on the whereabouts of Wanted Fugitive LUIS RIVAS.

RIVAS was wanted for his part in a rash of Criminal Attempted Aggravated Robberies in the East Montana area of El Paso County, TX that occurred in September 2009.

In total, 3 subjects were involved in these crimes, they were identified as:

  • MANUEL VARGAS – arrested in 11-20-09
  • MARC ANTHONY HERRERA - arrested 11-23-09 in Kentucky (View Here)

The tip led Deputies to a residence in the 14600 block of Sullivan in the Montana Vista area of El Paso County, TX. Sheriff’s Deputies responded to the home and made contact with the residents who were being uncooperative with authorities. Deputies obtained consent to enter the residence. While conducting a protective sweep of the home, Deputies located RIVAS in one of the bedrooms of the home where he was taken into custody without further incident. All 3 subjects involved in September 2009’s Montana Vista area Robbery spree have now been arrested.

MANHUNT MONDAY Rivas’ arrest was the 2nd MHM capture of the day marking him the 42nd MANHUNT MONDAY capture out of 71 Fugitives profiled.

MANHUNT MONDAYWESTWAY, TX-  Early this Monday morning 02-15-10 just before 9:00 AM, Upper Valley Sheriff’s Deputies received an anonymous tip on the whereabouts of WANTED FUGITIVE MICHAEL BARRON who was wanted for an AGGRAVATED ROBBERY which occurred on 01-11-10. Information received indicated BARRON was staying at a residence in the 1400 of Malmo in Westway, TX. Deputies converged on the residence establishing a perimeter around the home. Deputies then made contact with a female resident who initially claimed BARRON was not there, once Deputies clearly explained the consequences for Hindering the Apprehension of a Wanted Felon, consent to search the home was obtained. Deputies conducted a Protective Sweep of the home where they located BARRON taking him into custody without incident. At the time of his arrest BARRON told Deputies family members had just contacted him telling him his picture was on television & in the newspaper as a wanted person.

BARRON was just featured as MANHUNT MONDAY's MOST WANTED FUGITIVE earlier today 02/15.
