EL PASO TEXAS- On 07-16-13 at approximately 9:00 AM, a Sheriff’s Deputy was dispatched to the 15000 block of Snohomish Loop, El Paso County Texas, in reference to a child seen walking alone.  A passerby traveling eastbound on Quillayute Dr. (Montana Vista area) spotted a toddler walking eastbound on the left shoulder following a dog.  Efforts were made by the passerby to find the toddler’s mother but to no avail.  Contact was made with the toddler’s mother after several shouts by the Deputy and possible knocks on the door at the 15400 block of Quillayute Dr. where Soto appeared to have been asleep.  According to the mother, 20 year old Cynthia Soto told the Deputy that her son was missing, she went outside but did not see him and she had no phone.  Soto was placed under arrest for Abandon/Endangerment of Child/Criminal Negligence.  Child Protective Services was notified. Soto remains in Jail under a $3,000 bond.
