EL PASO TEXAS- On 10/15/13 at approximately 2:00 AM Sheriff’s Deputies were dispatched to the 400 block of Uxmal, San Elizario,TX, in reference to a burglary.  During the course of the investigation it was learned that a male subject entered a home assaulted a female victim and fled on foot. The subject was described to Deputies that matched a description of a male subject checked earlier by a Deputy. A check of the subject’s current address lead Deputies to the arrest of 21 year old Angel Maciel.  Maciel had just arrived home when Deputies were given consent to search the residence and found Maciel hiding in a restroom located in the bedroom at the rear of the residence.  Maciel was booked into the Detention Facility for Burglary of Habitation.

MARISOL BERNAL Arrested: 10-12-13

EL PASO TEXAS- Sheriff’s Deputies arrested 28 year old Marisol Bernal after responding to a single motor vehicle accident at the 700 block of Los Mochis, Canutillo, TX, involving a blue Honda Civic.  Further investigation indicated Bernal was traveling eastbound on Los Mochis when Bernal allegedly veered off the roadway, side swiped a rock and spun out facing westbound.  Bernal had two children ages 7 & 4 at the time of the accident. Bernal was arrested for DWI. No passengers suffered life threatening injuries.

EL PASO TEXAS-Sheriffs Deputies arrested 25 year old Heriberto Barraza after spotting a grey Chevy Silverado traveling westbound failing to drive in a single lane at the 12200 block of Socorro Rd., El Paso County, TX. Barraza was administered standard field sobriety tests that indicated Barraza was too impaired to drive. Barraza stated he was coming from a party.

EL PASO TEXAS- Sheriffs Deputies arrested 52 year old Encarnacion Guerrero after Deputies responded to an Motor Vehicle Accident at local grocery store in Westway, El Paso County, TX. Further investigation revealed Guerrero allegedly struck another vehicle while trying to park and then fled on foot. The subject was located shortly after and charged with DWI. No major injuries were reported. Guerrero was transported for evaluation.

EL PASO TEXAS- Sheriff’s Deputies arrested 20 year old Kasey Henry after responding to a (2) vehicle Motor Vehicle Accident at the 800 block of Talbot Ave. involving a Chevy Pick-up & Chevrolet Impala.  Further investigation revealed Henry exited a business in the truck and lost control of the vehicle as it traveled westbound onto eastbound traffic and collided into an oncoming vehicle.  Both drivers and their occupants were transported to a local area hospital for evaluation. Henry was spotted walking on Talbot Ave. and appeared to be highly intoxicated. Henry was combative/uncooperative throughout the course of the investigation.

EL PASO TEXAS- Sheriff’s Deputies arrested 19 year old Damian Black after Deputies spotted a grey Ford F-150 driving on both westbound lanes at the 12100 block of Montana Ave., El Paso County,TX.  Black was administered the road side Standard Field Sobriety tests that indicated Black was too impaired to operate a motor vehicle. Black told Deputies he drank one beer.

EL PASO TEXAS- Sheriff’s Deputies arrested  19 year old Daniel Campos after a Lincoln Continental was seen traveling at a high rate of speed northbound on Peyton Rd. and also disregard a stop sign at Sparks Dr., El Paso County, TX.  It was determined Campos was too impaired to operate a motor vehicle and was arrested for driving under the suspicion of alcohol.  Campos claimed he drank two beers.

EL PASO TEXAS- A Public Service Announcement to El Paso County Residents. On 10/13/13 at approximately 4:00 PM an El Paso County Sheriff’s Deputy was dispatched to a theft (debit card) call at the 1100 block of Duke Ct., El Paso County, TX. Further investigation revealed the victim received a telephone call from an unknown person claiming he was a “Lieutenant” with the El Paso County Sheriff’s Office and told the victim there was a balance of unpaid tickets/warrants and that the victim would be arrested if not paid.  During the course of the conversation, the caller was able to obtain the victim’s debit card information over the telephone and make two withdrawals from the victim’s account via Western Union on 10/14/13. On 10/15/13 the victim received a second call from an unknown caller attempting to retrieve additional debit card information with negative results.

It is possible this may be an isolated incident, however, it may also be the beginning of a new trend to scam persons out of money and/or their identity. To prevent citizens from falling victim to a telephone scam the Sheriff’s Office recommends the following:

EL PASO TEXAS- On 10/14/13, the El Paso County Sheriff’s Office Strike Team arrested two subjects for Possession of Methamphetamine.  An anonymous tip lead the Strike Team to a residence at the 10900 block of Tom Weiskopf Dr., El Paso County Texas, where suspicious activity and subjects were spotted at the home.  Further investigation of the observed activity resulted in two male subjects found in possession of over 260 grams of “Crystal Meth” with a street value of approximately $15,000.  The investigation continues.

    EL PASO, TEXAS This week’s MANHUNT MONDAY Most Wanted Fugitive is an individual wanted for a Violent Incident. The target is identified as GILBERT PORTILLO of El Paso, TX.

    In September 2013, Deputies were called to University Medical Center (4815 Alameda) regarding a violent assault that has just occurred. Authorities met with the Victim who told Deputies she and a male acquaintance identified as GILBERT PORTILLO were arguing over relationship issues. During the argument PORTILLO reached inside the Victims shirt where she kept her cellular phone and took it without her consent. PORTILLO proceed to the parking garage where the Victim followed him in an effort to recover her phone. By the time the Victim caught up to PORTILLO, he was inside his car with the vehicle turned on. He then put the car into drive and accelerated towards the Victim striking her on the leg violently throwing her to the ground as a result of the impact. PORTILLO left the scene prior to the arrival of Deputies. Charges were filed in this case.

    GILBERT PORTILLO knows authorities are looking for him and remains on the run eluding capture. He is wanted on for the Offenses of:  AGGRAVATED ASSAULT W/ DEADLY WEAPON -  & ROBBERY.

    EL PASO TEXAS- On 10/10/2013 the El Paso County Sheriff’s Office Strike Team conducted surveillance during a narcotics investigation that resulted in the arrest of two male subjects. 

    The transaction took place at the 5200 block of Fairbanks, El Paso County, TX, when 36 year old Oscar Camacho and 36 year old Charles Naramore were placed under arrest after a transaction was seen take place consistent with “street level” narcotics sales.  Deputies approached the blue Sports Utility Vehicle they were in and took them into custody.  Both were booked into the El Paso County Detention Facility for Possession of a Controlled Substance over 1 gram/Methamphetamine.  Camacho was also charged with Possession of Marijuana.

    image_thumb7EL PASO TEXAS- On 10/11/13 the El Paso County Sheriff’s Office Strike Team received notification of a fugitive taken into Federal custody at a residence in Evans, Colorado.  The fugitive taken into custody is a male subject with outstanding criminal warrants out of El Paso County Texas under an alias name and DOB of ANGEL MARTINEZ (DOB: 01-05-72). 

    FUGITIVE/MARTINEZ had been eluding authorities for numerous felony theft charges and was known to be hiding in the borderland.  Tips on Martinez’ whereabouts were followed up through surveillance and interviews where it was further discovered Martinez was using various alias names and dates of births.

    During the course of the investigation, it was discovered Martinez was a deported felon back in 2005 with a history of trafficking cocaine and distribution of marijuana and may be the reason for eluding capture.  It was also learned that Martinez was selling used vehicles locally.  Deputies posing as a “buyer” were able to determine Martinez’ was residing in the state of Colorado.

    The investigation continued with collaborative efforts amongst the Sheriff’s Office Strike Team, Department of Homeland Security(D.H.S./I.C.E., Denver Fugitive Operations Team) out of Denver Colorado and D.H.S. out of the El Paso Texas Field Office (B.E.S.t) which lead to the capture of a convicted felon on the run.  Martinez is wanted for criminal offenses allegedly committed in Texas, New Mexico and Colorado.  FUGITIVE/Martinez whose true identity is yet to be determined, is sought for outstanding warrants out of El Paso County Texas under the name of Angel Martinez (DOB 01/05/1972).

    imageEL PASO TEXAS- On 10-09-13  members of the U.S. Marshal Lone Star Fugitive Task Force were in search of a fugitive when a Deputy working with the Task Force arrested 22 year old JOSE RUBEN ESTRADA at the 900 block of N. Yarbrough, El Paso County, TX, during the search for the fugitive at a hotel and wanted for numerous criminal warrants. 

    During the course of the fugitive’s apprehension, Estrada refused to comply with authorities and lead the Task Force on a foot chase back up the 3rd floor stairway where he was intercepted by other members of the Task Force and taken into custody.  ESTRADA had two outstanding Class “C” citations and was additionally charged with Evading Arrest/Detention, a Class A misdemeanor.

    EL PASO TEXAS- On 10-09-13 at approximately 11:40 AM Sheriff’s Deputies arrested the passenger after traffic stop was conducted at Bret Harte Dr. and Peyton Rd., El Paso County, TX, on a red 1995 Mazda Protégé.  Further investigation revealed the driver had two traffic warrants and was a respondent in a protective order.  The front passenger, who identified herself using her twin sister’s information, returned as the protected party.  After the Deputy confirmed the passenger was not the protected party, the passenger, identified as Yahira Yurid Garcia was placed under arrest for Fail to Identify and subsequently booked into the Detention Facility.

    EL PASO TEXAS- The EPCSO reminds citizens the order on Prohibition of Outdoor Burning in the Unincorporated areas of El Paso County adopted by El Paso County Commissioners Court on July 22, 2013, remains in effect. The burn ban took effect on July 29, 2013 and will continue until repealed or expired on October 26, 2013.

    ALL out door burning is prohibited with the exception of those activities specifically authorized and permitted by the TCEQ for fire fighter training, public utility, natural gas pipeline, or mining operations, planting or harvesting of agriculture crops, and prescribed burn management pursuant to Texas Local Government Code 352.081 (f).  

    Please abide by local ordinances or county burn bans in your area that regulate burning to avoid penalties or fines.  A violation of the burn ban order in unincorporated areas of El Paso County is a class C misdemeanor.

     


    ALTERNATIVES TO BURNING & DISPOSE OF WASTE (TCEQ-TIPS):

    • Recycling – Manually or mechanically separate salvageable metals form other material and sell them at a salvage yard
    • Composting – Wastes from landscape maintenance can often be composted on –site easily and cleanly.
    • Mechanical chipping or mulching –The mulch that is produced can be put to use for soil enrichment, moisture and to create more compost
    • Logging – Timber can be converted to a lumber, pulp, or firewood
    • Landfills – Contact your local landfills for details on recycling methods available on site

    RECYCLING PLANT CATCHES FIRE IN EL PASO COUNTY

    EL PASO TEXAS- This morning at approximately 8:25 AM, Sheriff’s Deputies were dispatched to a structure fire at the 3800 block of Rene, El Paso County Texas, where a recycling plant was found engulfed in flames.  Residents living nearby were temporarily evacuated with no injuries reported.  All El Paso County Volunteer Fire Fighters/Departments were summoned to the scene to include Fire Fighters with the El Paso Fire Department.  Local law enforcement agencies aided with traffic control and in keeping residents out of the area for their safety.  The business was unoccupied at the time of the fire and the business was not insured for what appeared to be a total loss.  According to the business owner, electronics, various scrap & metal materials to include several propane tanks were on the property.  The collaborative effort of all Fire Departments on scene contained the fire to the property with no other property damage to nearby homes reported.  The cause of the fire is not known at this time and remains under investigation by the El Paso Fire Marshal.
