SHERIFF’S OFFICE ARRESTS INDIVIDUAL FOLLOWING FALSE REPORT

October 31, 2020

El Paso, TX – On October 30, 2020, at approximately 12:20 pm., El Paso Sheriff’s Office deputies were dispatched to a business located in the 14800 block of Greg Dr. in reference to a subject with a gun.

Upon arrival, deputies met with Adrian Cisneros, age 48, who stated that while working at the business an unknown subject arrived at the business and threatened him with a handgun. Cisneros stated he was able to get away from the unknown subject and managed to lock the subject inside the business.

Deputies attempted to make contact with a male subject believed to be barricaded inside the business but were unsuccessful. As a result, the Sheriff’s Office Emergency Response Team (ERT) and the Crisis Negotiation Team (CNT) were requested to the location. At approximately, 4:30 pm, the Emergency Response Team made entry into the business but did not find any other individuals inside the business.

As a result of the investigation, Cisneros was unable to corroborate details of the incident, and no injuries were reported.

Cisneros was charged with False Report to Officer and booked into the El Paso County Detention Facility with a $5,000.00 bond.

We understand that the Texas State Attorney General has issued his opinion that certain provisions contained within the El Paso County Judge’s new order are not enforceable.  Additionally, we are aware that a lawsuit has been filed and is currently pending.

However, based upon the opinion released last night from the El Paso County Attorney’s Office, it is clear that the County Judge’s order is in fact legal and enforceable.  As such, the El Paso County Sheriff’s Office will be enforcing all the provisions in the new order.

Covid infections are out of control and continue to skyrocket with no end in sight.  We are hopeful that the citizens of El Paso will understand the seriousness of this issue and voluntarily comply with the Judge’s order.  Otherwise enforcement action will be taken.

SHERIFF’S OFFICE ARRESTS MOST WANTED INDIVIDUAL

October 20, 2020

El Paso, TX – On October 19, 2020, the El Paso County Sheriff’s Office Criminal Warrants and Fugitive Apprehension Unit conducted an investigation that led to the arrest of one of El Paso Crime Stoppers Most Wanted Fugitives.

Following information received, deputies located 61-year-old Abel Montoya at a residence located on the 7400 block of Phoenix.

Montoya was taken into custody and booked into the El Paso County Detention Facility on an outstanding warrant for Continues Indecency with a Child Sexual Contact totaling a $20,000 bond.

Montoya was previously featured as WANTED through Crime Stoppers of El Paso by the El Paso County Sheriff’s Office.

No other information is available at this time.

October 14, 2020

El Paso, TX – On September 28, 2020, El Paso County Sheriff’s Office Deputies assigned to the Northwest Patrol Station responded to the 7500 block of Lumber, in El Paso County, Texas in reference to a Burglary of Building.

As a result of the ongoing investigation, detectives determined that Travis James Mcnellis was responsible for the ATV taken during the Burglary of Building. Mcnellis was located and found in possession of the ATV by deputies assigned to the East Montana Patrol Station.

Mcnellis was booked into the El Paso County Detention Facility for Burglary of Building, and three additional outstanding warrants for Burglary of Vehicle, Credit Card or Debit Card Abuse, and Theft Prop >=$100 <$750 totaling $21,500 in bonds.

El Paso, TX – On Saturday, October 24, 2020, from 10 a.m. to 2 p.m., The Drug Enforcement Administration (DEA) will provide the public the opportunity to rid their homes of potentially dangerous expired, unused, or unwanted prescription drugs. The service is free and anonymous, no questions asked.

The Sheriff’s Office will designate two locations as DEA collection sites for this event. To ensure the safety of all participants, this year the event will be conducted as a curbside or drive-thru. (The DEA cannot accept liquids or needles, only pills or patches.)

· East Montana Patrol Station – 12501 Montana Ave.

· Northwest Patrol Station – 435 E. Vinton Rd, Suite D.

In October 2019, Americans turned in 442 tons of prescription drugs at more than 6,174 sites operated by the DEA and 4,896 state and local law enforcement partners. 

This initiative addresses a vital public safety and public health issue.  Medicines unattended in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs.  Year after year the Substance Abuse and Mental Health Services Administration’s National Survey on Drug Use and Health show the majority of misused and abused prescription drugs are secretly obtained from family and friends. In addition, Americans are now advised their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash - pose potential safety and health hazards.

El Paso, TX – The El Paso County Sheriff's Office is requesting assistance from the community in locating Kenneth Ray Mitchell.

Mitchell absconded from the El Paso Multi-Use Facility located at 1700 Horizon Blvd. and his whereabouts are now unknown.

He is now wanted on a Parole Violation and an additional charge of Fail to Comply with Sex Offenders Duty to Register is forthcoming. He is a registered sex offender for a conviction of Sexual Assault of a Child out of the State of Texas, the victim being a 15-year-old female and is currently on Parole for Possession of Cocaine W/Intent to Deliver.

SHERIFF’S OFFICE ARRESTS THREE INDIVIDUALS IN EAST EL PASO

October 7, 2020

El Paso, TX – On October 5, 2020, the El Paso County Sheriff’s Office Criminal Warrants and Fugitive Apprehension Unit conducted an investigation that led to the arrest of three individuals. 

Following information received deputies, attempted to locate Israel Hernandez, age 22 at a residence located on the 14600 block of Desert Loop in East El Paso County.

Deputies made contact with the residents and were advised that Hernandez was not at the residence. Through the course of the investigation, deputies attempted to make contact with Hernandez after observing him exit the residence. Hernandez proceeded to flee from the residence in a vehicle. A short-time later, assisting deputies located Hernandez hiding inside a storage building in the neighboring area.

As a result of the investigation, three individuals were taken into custody and booked into the El Paso County Detention Facility.

Israel Hernandez was booked for Evading Arrest/Detention w/vehicle, Assault Causes Bodily Injury, Unauth Use of Vehicle, and Probation Violation for Agg Assault w/Deadly Weapon. Javier Hernandez, age 26, was located at the same residence and was booked on an outstanding warrant for Theft Prop <$100 w/prev Conviction. Angela Diaz, age 26, was booked for Hindering Apprehension or Prosecution of Known Felon. No other information is available at this time.

2020 NATIONAL NIGHT OUT

El Paso, TX­ – National Night Out is celebrated annually on the first Tuesday in August, in 2020, due to the pandemic National Night Out won’t be like past years. We hope that you join us in keeping the National Night Out spirit alive and growing by celebrating on Tuesday, October 6, 2020.

National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods a safer, better place to live. Together, we are making that happen.

National Night Out enhances the relationship between neighbors and law enforcement while bringing back a true sense of community and provides a great opportunity to bring police and neighbors together under positive circumstances.

The Sheriff’s Office in partnership with National Night Out recommend the following safe alternatives to celebrate “America’s Night Out against Crime!”

· Turn on a blue porch light instead of gathering or walks, the blue light unites the community and law enforcement while being social- distance responsible.

· Decorate your front yard with crime prevention signs and posters.

· On Tuesday, October 6th, share the message of National Night Out with your family, friends, neighbors, co-workers, or anyone you meet.

· Stop and greet a law enforcement officer in your neighborhood.

The Sheriff’s Office would also like to remind the public to continue to observe and practice CDC guidelines to stop the spread of COVID-19.

· Maintain social distance (6ft or more from others).

· Wear your face mask.

· Don’t touch your face.

· Wash and/or sanitize your hands often.

On Monday, October 5, 2020, El Paso County Judge and Commissioners Court will sign a resolution recognizing Tuesday, October 6, 2020, as; National Night Out for the County of El Paso, Texas.”

The 2021 National Night Out celebration is tentatively scheduled for August 3, 2021, at Sheriff’s Office Headquarters.
