Q. Where is the County Auditor’s Office located?
A.
The County Auditor’s Office is located at the County Administrative Offices, 320 S Campbell, Suite 140, El Paso, Texas 79901.
   
Q. What are the County Auditor’s normal hours of operation?
A.
Normal hours of operation are Monday through Friday, 8:00am to 5:00pm with the exception of County holidays.
   
Q. Is the County Auditor’s Office affiliated with the Internal Revenue Service (IRS)?
A.
No, the County Auditor’s Office is not affiliated with the Internal Revenue Service (IRS). The County Auditor’s Office is a local government entity and the Internal Revenue Service is a federal entity. Please refer to irs.gov for more information.

 

PAYROLL DIVISION

Q. What is the employer's deadline for delivering W-2's to employees?
A.
The law requires W-2's to be postmarked no later than January 31 to the employee's last known address. If employee has signed up to have the W-2 electronically delivered, the form will be available at the El Paso County Employee Self Service (ESS) no later than January 31st.
   
Q. How will my W-2 be delivered to me?
A.
For employees that have chosen electronically delivery, the form will be available at the El Paso County Employee Self Service (ESS) for printing or download. For those employees that have not signed up for electronic delivery, printed W-2's are mailed out to the address on file. Terminated employee's W-2's will be mailed out to their last known address.
   
Q. How do I change my address?
A. Please contact Human Resources Office at (915) 546-2218.
   
Q. How do I get a reprinted copy of my W-2?
A.
Current employees can access their W-2 via El Paso County Employee Self Service (ESS), where they can print or download a copy. If unable to access ESS, please contact the Payroll Division at copayroll@epcounty.com.

 

INTERNAL AUDIT DIVISION

Q. What is an audit?
A.

The primary function of the Internal Audit Division is to implement a program of audits covering the County business operations.  These audits may be financial, operational, compliance, investigative, or technology audits. This program of audits includes reviewing and appraising policies, plans, procedures, internal controls, and financial collections in any area of the County.  Many of the audits performed are statutorily required, however reviews are also preformed based on assessed risk.

These reviews and appraisals then lead to the reporting of audit findings and recommendations for improvement to the people who have managerial responsibility.  These audits are objective examinations of evidence for the purpose of providing an assessment on governance, risk management and control processes for the County and in no way serve as authority over other persons in the organization.  Audits typically start with planning (permanent file review, risk assessment, matrix review/development, engagement letter, and testing/sample sizes); then fieldwork (interviews, testing, analytical procedures, open communication and documentation of work papers); the reporting (draft report, exit conference, final draft, final report).

   
Q. Who do you audit within the County?
A.
The Internal Audit Division currently audits over 35 county departments with over 60 audit programs within those departments. These audits cover the County of El Paso from as far west as Vinton, Texas to as far east as Montana Vista, Fabens and Tornillo, Texas. We further perform compliance audits to ensure certain reports are submitted to the state and federal agencies accurately and in a timely manner. With that being said, the complete range of services provided by Internal Audit may also include special projects, special requests, investigations, and consultations as directed by the County Auditor. Some examples of these audits are: El Paso County Sheriff, all 8 Justice of the Peace offices, all seven Constable offices, District Clerk, County Clerk and both Juvenile, and Adult Probation main and satellite offices.
   
Q. Who does the audit division report to?
A.
The El Paso County Internal Audit Division reports to the El Paso County Auditor, Mrs. Barbara A. Parker.
   
Q. Who is my auditor?
A.
If your department is unsure who your assigned auditor is, please call the Internal Audit Division at 915-273-3262 and someone will direct you to the appropriate auditor.
   
Q. How are audits chosen and assigned?
A.
Audits are assigned dependent on several key factors. These factors include, but are not limited to, departmental size and geographical location, auditor’s area of knowledge and level of risk associated with the department.
   
Q. Who do I contact if I suspect fraud or misuse?

If members of the public or any County employee suspect that fraud is being committed within the County, they may report it to:

Q. Can a department head request a departmental special review or audit at any time?
A.
Yes, a departmental head or county employee may communicate directly with the County Auditor’s Internal Audit Division or the County Auditor management team to discuss the issues surrounding a special audit request.

 

REVENUES  DIVISION

Q. How can I check the status of a refund from the county?
A.
To check the status of a refund please contact the County office where the payment was made, such as Justice of the Peace, Ascarate Park, Sportspark, or Tax office. The office that initiated the refund will be able to provide updates on the status of the refund.
   
Q. How long does it take to obtain a refund?
A.

It typically takes about 3-6 weeks from the date of the initial request for the customer to receive a refund check by mail. The following is an outline of the steps necessary to deliver a check refund:

  1. County office determines if a refund is required and fills out a refund voucher to send to the County Auditor’s Revenues division.
  2. Refund vouchers are delivered to the County Auditor’s office within 3-5 business days
  3. The Revenues division will review the refund to ensure all documentation is complete. If any errors are found, the office where the refund was originated will be notified and asked to correct the error or send a new voucher.
  4. Once verified complete, the Revenues division finalizes the voucher and submits for processing, which can take 2-3 days, followed by manager approval.
  5. Refunds are documented for our records and submitted to the Accounts Payable division for check processing.
  6. The checks for the refunds are processed on Tuesdays and Fridays, then mailed out the next day. Mail usually arrives within 3-5 business days if address is valid. If mail is returned due to an invalid address, the office that requested the refund is notified by Revenues to obtain a new address, then the check is mailed out once more.
   
Q. Can I receive a refund with a mailing address outside the U.S?
A.
We are unable to mail refund checks to a different country. To receive a refund, please provide the County office a mailing address in the U.S where you can receive the refund by mail, such as a relative’s address or place of employment. If that is not possible, contact the County office for alternative arrangements.
   
Q. What if I received the refund check but the name or address is incorrect?
A.
Contact the Auditor’s office at 915-273-3262 and speak to the Revenues division to advise them of the error. You will need to come to the office to sign an affidavit and have a check reissued. It will take 2-3 weeks to receive the new check.
