  • It is the mission of The Child Welfare Board to help meet the needs of the children in El Paso County in need of protection and care. The Child Welfare Board, working through and with the El Paso Commissioners Court and the Texas Department of Protective and Regulatory Services, shall provide coordinated state and local public welfare services for children and their families, and provide funding for these services.

  • Responsibilities: The County of El Paso is under contract with the State of Texas Department of Protective and Regulatory Services and has the responsibility of providing a Child Welfare Board. This Board is financially responsible for meeting the needs of children who are abused or neglected. Beginning in the 1999 fiscal year, the County is required to provide staff support to the Child Welfare Board, which was previously provided by the State.

  • Project: The Child Welfare Board has teamed up with the Border Children's Mental Health Collaborative (BCMHC) to create a single, integrated system of care for all El Paso County youth with serious emotional disturbances (SED). To achieve this goal, EL Paso will pursue three broad strategies aimed at system integration, service integration, and the development of a diverse, culturally competent, community based provided network.

  • To promote system integration, County Judge Dolores Briones has convened a multi-system Governance and Policy Team to be chaired by 65th District Court Judge Alfredo Chavez. This team will provide policy leadership for the initiative, and will include family and professional representatives of all the community's major child-serving system as well as the courts that oversee the child welfare, juvenile justice, and mental health systems.

  • The Child Welfare Board is a member of the Texas Council of Child Welfare Boards, that meets three times a year and have a membership of 250 Child Welfare Boards throughout Texas.
