  • Constable Precinct 4 - Peter E. Melendez

  • Constable Pete Melendez took office in precinct #4 March 2002 after winning the general election.
  • County Commissioner's Court appointed him to office prior to officially taking office January 1, 2003, as the youngest elected constable to precinct 4.

  • Constable Melendez was re-elected in November 2004 to a four-year term. Born and raised in El Paso's eastside, the only son of Two Time National Golden Gloves Champion Pete Melendez and Mary Elena Favela Melendez, Constable Melendez was raised in a upper middle class home, enjoyed playing several sports while attending Cielo Vista, Mac Arthur, and Burges High School. He played football, baseball, and excelled in tennis. Constable Melendez still stays active as a member of the United States Tennis Association and still competes regularely in the USTA's team tennis.
  • Constable Melendez is also an avid car lover and drag racer who uses his race car to promote safe, legal drag racing at legal venue's to get the kids off the street. Constable Melendez also offers his time to charities and holds an annual toy drive for Toys for Tot's.

  • Constable Melendez has been married to his wife Teresa for 10 years, has four children (Mary Ann Melendez 25, Melissa M. Melendez 23, Kyle C. Melendez 21, and Samantha M. Melendez 7). He also has two step children (Jesse Sanchez 24, and Gabriel Duran 16).

  • Constable Melendez attended Burges High School & El Paso Tech Graduate, Rio Salado College and El Paso Community College, and received his Peace Officer license from El Paso Community College.
  • Constable Melendez currently holds an Advance Peace Officers License with TCLEOSE.

  • Constable Melendez has been in Law Enforcement 19 years, serving as a Patrolman for two small towns in El Paso County, served two years with the Constable's in precinct #4 and #5 as Chief Deputy. Most recently prior to taking office as Constable he was employed by the Culberson County Sheriff's Department and was attached to the Drug Task Force.

  • Constable Melendez was instrumental in the promotion of the collection of outstanding warrants with the Justice of the Peace Office. He proposed the first paid Deputy Pilot Program in 2002 while only being in office six months. The idea was simple but was met with resistance. Constable Melendez believed in his idea and fought for it to better the county and the community. The idea was to hire Deputies who would work under the Constable's and collect outstanding fines on outstanding warrants on a full time basis.

  • Since the programs initiation, it has generated over $12 million dollars for the county and state in just four years. This one idea has generated more revenue for the county than any other one idea any other Constable in El Paso County history has proposed. The warrants program also gives Constable Melendez the distinction of being the first Constable in El Paso County history to get paid deputies for all the Constables in El Paso County.

  • As constable of precinct #4, Constable Melendez oversees one paid warrants deputy and 10 unpaid reserve deputies. Precinct #4 provides the Eastside with patrol units who conduct traffic enforcement, school zone protection, criminal investigations, civil process of all document generated by the Justice of the Peace, and warrants enforcement. Constable Melendez also provides court security for the Justice of the Peace. In 2002 precinct #4 was generating $84 thousand a year. In the years to follow revenue has increased to almost $800 thousand a year.

  • Constable Melendez is a TCLEOSE (Texas Commission on Law Enforcement Officers Standards and Education), certified instructor holding specialized teaching certificates in: (Taser, Pepper Spray, & Baton). He also maintains several hours of specialized Law Enforcement training in such fields as: Law Enforcement Management, Drug Interdiction, DWI
  • Enforcement, and Court Security.

  • Since taking office, Constable Melendez has continued to promote the growth and increase the roles of Constables in El Paso County. Constable Melendez goal is to one day have the same level of law enforcement service here in El Paso County as do the other Constables throughout the state of Texas.
