- Who is eligible?
- You are eligible to vote early with an FPCA if you are qualified to vote in Texas and you are:

- - a member of the U.S. armed forces or the spouse or a dependent of a member;
- - a member of the U.S. merchant marines or the spouse or a dependent of a member; or
- - a U.S. citizen domiciled in Texas but temporarily living outside the territorial limits of the United States.

- The Federal Post Card Application (FPCA) is a form provided by federal law to permit members of the U.S. armed forces and merchant marines, their dependents, and U.S. citizens abroad to vote early by mail and, if necessary, to temporarily register to vote.

- Texas Residency
- We note that having a permanent residence address in Texas is a prerequisite to requesting ballots from Texas. Residence is defined in Section 1.015 of the Texas Election Code (the "Code") as the voter's permanent home to which he or she intends to return after any temporary absence. This definition also implies that you lived at the location at one time and intend to return, so generally, you cannot list a location where you have never been physically present.

- If you feel you do have a permanent residence address in Texas that you can claim for voting purposes, you may wish to follow the procedures outlined next to request a ballot by mail. The FPCA combines a request for ballot by mail, and acts as a temporary voter registration. This means that if you file an FPCA, you are treated as a registered voter, whether you are on the permanent registration rolls or not. However, even if you use the FPCA, you would still need to describe a place in Texas you consider your permanent home to which you intend to return. One of the benefits of the FPCA is that if you file the FPCA at least 30 days before election, you are entitled to vote a Federal Write-in Ballot (discussed below), which is a special ballot that is accepted for counting even if you did not receive the official ballot in time. Additionally, FPCA mailing materials are treated as express mail by the U. S. Postal Service at no additional cost. Be sure to provide on the FPCA your residence address and the address to which you want your ballot mailed.

- After the early voting clerk receives your application and all information was provided, they will mail you a ballot.

- Application with missing information
- If an FPCA is missing information required for registration, the early voting clerk must notify the applicant. If the information is supplemented before the deadline, the applicant is entitled to a full ballot. If the missing information is supplemented after the deadline, the applicant is entitled to receive a full ballot for the next election that occurs in the same calendar year and at least 30 days after the date the supplemental information is submitted.
