The County of El Paso follows a centralized procurement model in accordance with Local Government Codes 262 and 271, and all applicable State of Texas statutes. The Purchasing Department, under the direction of an appointed Purchasing Agent, handles all procurement processes for any goods and services contracted or purchased for County departments.

County procurement has a mission is to provide quality service to our internal clients and a fair and unbiased procurement process to suppliers. We do this by creating processes and policies that ensure timely, cost-effective, and high-quality contracts.

Terminology/ Description of Summary Information

Fiscal Year: The County's fiscal year is from October 1st to September 30th.
Per Capita: Spending per person in the County of El Paso. Based on a population of 868,763, as determined by the United States Census Bureau as the population census estimate July 1, 2022.
Publicly Posted: Bidding opportunities made available to the public through newspaper advertisements and posting on the Purchasing Department website for purchases of $50,000 or more.
Contracting: The County's Contracts begin and end on an as-needed basis. Some contracts and spending can span multiple fiscal years. Contracts include Sealed Bids and Request for Proposals.
Sealed Bid: Competitive bids required to be advertised in a newspaper and submitted to the Purchasing Department in a sealed envelope.
Request for Proposal: A document requesting an offer be made by a vendor, which allows for negotiation after a proposal has been received.
Awarded: Authorized by Commissioner's Court as the official recipient for the publicly posted opportunity.
