Deputy Tovar joined the El Paso County Sheriff's Office in 1998. His law enforcement career began in February 1998 as a Detention Officer assigned to the Jail Annex. Deputy Tovar was a member of the Special Reaction Team during his time there. He was appointed to Deputy Sheriff in 2001 by the late Sheriff Leo Samaniego. As a patrolman, Deputy Tovar carried out his duties as a Field Training Officer. In 2005, Deputy Tovar joined the Sheriff's Office Public Affairs Team. He is a current member of the El Paso County Sheriff's Office SWAT Team and in March 2008 was assigned as the Sheriff's Office Primary Public Information Officer.
Deputy Tovar is a State Certified Instructor and holds an Advanced Master Public Information Officer Certification.
In January 2009, with new Sheriff Richard Wiles at the helm, Deputy Tovar continues to work as one half of the Sheriff's Office Public Affairs Section.
