  • Titling and Registering a New Vehicle Purchased in Another State
  •  
  • A new vehicle means it has never been titled by any state. You must have an original MANUFACTURER'S CERTIFICATE OF ORIGIN (MCO) or MANUFACTURER'S STATEMENT OF ORIGIN (MSO) as evidence of ownership to a new vehicle.
  •  
  • To title and register you NEW vehicle in Texas the following documents are required:
  •  1. The MCO or MSO properly assigned to you (ORIGINAL ONLY, NO COPIES).
  •  2. A properly completed and APPLICATION FOR TEXAS CERTIFICATE OF TITLE (Form 130-U).
  •  3. A properly completed and ODOMETER DISCLOSURE STATEMENT (Box 18 of (Form 130-U). You may omit this document if you have a complying MCO or MSO that includes the same information as the odometer statement.
  •  4. Proof of valid financial responsibility, which meets the Texas Liability Minimums.
  •  5. Original sales contract.
  •  6. If applicable, the complete name and address of lien holder, as well as date of lien commencement.
  •  7. Valid government issued identification card.
  •  
  • Note: If this vehicle was purchased in a state, which does not require notarization, we will accept documents without notarization.

  • Important:
  • ANY ALTERATION, CORRECTION OR ERASURE to the any original document will automatically void it. Therefore, it is extremely important that there be NO strikeovers, mark outs, or white outs of any kind. If an error is made on the MCO, MSO, or title, you must attach a STATEMENT OF FACT, SIGNED BY THE SELLER (S) to correct the error.
  • Titling and Registering a Used Vehicle Purchased in Another State
  •  
  • To title and register your newly acquired USED vehicle in Texas the following documents are required:
  •  1. The ORIGINAL title that has been properly assigned to you.
  •  2. The completed APPLICATION FOR TEXAS CERTIFICATE OF TITLE (Form 130-U).
  •  3. The completed Certification of Vehicle Identification Number (Form VTR 272B) if you are located outside the state of Texas OR a current Texas Inspection Program Identification Certificate (VI-30). If the Provost Marshal does not officially verify the, Form VTR 272B, then a copy of your military orders showing a transfer from or to Texas will be required.
  •  4. If the motor vehicle is 2-24 years old, a current Vehicle Inspection Report (VIR) is also required.
  •  5. If the motor vehicle is less than eleven years old, a properly completed ODOMETER DISCLOSURE STATEMENT; Box 18 of (Form 130-U).
  •  6. Proof of valid financial responsibility, which meets the Texas Liability Minimums.
  •  7. Original sales contract or bill of sale.
  •  8. If applicable, the complete name and address of lien holder, as well as date of lien commencement. If lien has been satisfied, an original release of lien from the financial institution is required.
  •  9. A weight ticket from a certified weight station if the vehicle is a commercial vehicle in excess of one (1) ton, a trailer or semi-trailer.
  •  10. Valid government issued identification card.

  • Verify that the out of state title has been properly assigned to you before you accept it and before you send it to us. Please check the following:
  •  1. The name(s) of the purchaser(s) should read EXACTLY the way you want your new title to read. If the title was assigned to more than one person, all names will appear on the Texas title.
  •  2. The seller's signature in all required places must read EXACTLY as it does on the face of the title (the seller was advised to sign the title on its face when he/she received it).
  •  3. Make sure that ALL liens have been released. Some states allow for the release of lien to be recorded on the face of the title, other states use a separate form to release a motor vehicle lien.
  •  4. List the vehicle's odometer reading.
  •  5. On all complying titles the date of sale must be filled in and on non-complying titles all signatures must be dated.
  •  6. Valid government issued identification card.
  •  
  • Important:

  • To Title or Register a Motor Vehicle Already in Your Name

  • If you have a clear title to a motor vehicle in your name from another state, you may surrender that title and receive a Texas title and registration. To receive an original Texas title and registration you must submit the following:
  •  
  •  1. The ORIGINAL out-of-state title to your vehicle. THIS TITLE MUST BE IN YOUR NAME (S).
  •  2. The completed and APPLICATION FOR TEXAS CERTIFICATE OF TITLE (Form 130-U).
  •  3. The completed and Certification of Vehicle Identification Number (Form VTR 272B) if you are located outside the state of Texas OR a current Texas Inspection Program Identification Certificate (VI-30). If the Provost Marshal does not officially verify the Form VTR 272B, then a copy of your military orders showing a transfer from or to Texas will be required.
  •  4. If the motor vehicle is 2-24 years old, a current Vehicle Inspection Report (VIR) is also required.

  • If you do not have a clear title because the motor vehicle has a lien or wish to retain your out of state title, you will receive a REGISTRATION PURPOSES ONLY (only processed at TAC offices-see welcome letter for office locations). To receive Texas registration only you must submit the following:
  •  1. A copy of the out-of-state title OR the ORIGINAL, CURRENT out-of-state registration receipt. Your Texas registration will be issued in EXACTLY THE SAME name(s) as your out-of-state registration receipt.
  •  2. The completed and APPLICATION FOR TEXAS CERTIFICATE OF TITLE (Form 130-U).
  •  3. The completed and Certification of Vehicle Identification Number (Form VTR 272 B) if you are located outside the state of Texas OR a current Texas Inspection Program Identification Certificate (VI-30).   •  10. Original U.S. Customs Form 7501 available only at ports of entry. The U.S. Customs Form 7501 must be validated by an original U.S. Customs stamp.
  •  11. Original USDOT Form HS-7 available only at ports of entry. The USDOT Form HS-7 must be validated with an original U.S. Customs stamp or must be accompanied by other U.S. Customs entry/clearance documentation. Certified copies by U.S. Customs are also acceptable.

  • An original Texas Certificate of Title and valid registration will be issued.

  • Registration Fees:
  • The annual registration fee for a passenger vehicle, truck, motor bus, or private bus with a gross vehicle weight of 6,000 lbs. or less, is $50.75, plus applicable fees and local county fees.
  •  
  • Title Fee is $33.00. Motor Vehicle Sales Tax:
  •   1. Sales Tax is 6.25% of the Taxable value (Taxable value equals Purchase Price less any Trade In and/or Manufacturer's Rebate or the price you paid or consideration given for the vehicle).
  •  2. Amount of tax paid to another STATE (local taxes included are not considered for credit purposes) (include a copy of your PAID Tax Receipt IN YOUR NAME in order to receive proper sales tax credit).
  •  3. If your proof of sales tax paid in another state exceeds the sales tax amount calculated for the state of Texas, you owe no tax.
  •  4. New resident tax is $90.00.
  •  5. North Atlantic Treaty Organization (NATO) foreign military personnel are exempt from the motor vehicle sales tax on any motor vehicle purchased in Texas and from the motor any motor vehicle purchased outside Texas and brought into the state.
  •  6. A member of the United States military residing in Texas on military orders and other foreign military personnel not members of NATO are subject to the motor vehicle sales tax on any motor vehicle purchased in Texas and any vehicle purchased outside of Texas and brought into the state.   • Proof of Financial Responsibility:
  • Please present CURRENT (in force as of the date transaction is processed) proof of financial responsibility, which meet the Texas Liability Minimums for your vehicle for every transaction you submit to our office. You may send a copy of your proof of insurance or Declarations Page of your motor vehicle insurance policy. A receipt for premium paid does not prove financial responsibility as required by Texas.

  • IMPORTANT: All vehicles must be registered within twenty (20) working days from date of sale or date of entry or penalties up to 10% will be assessed.
