El Paso County Proposed Certificates of Obligation  

On March 24th, the El Paso County Commissioners Court adopted a Notice of Intent (NOI) to issue up to $54 million in COs, thereby initiating the state-mandated 45-day waiting period before the Court may authorize the issuance. The COs that will be borrowed are tax exempt and at an estimated interest rate of 4.7 percent.

The County has been paying off old debt. Any new debt will not change El Paso County’s tax rate, ensuring critical infrastructure is funded without adding a new burden on residents and still helping those in need.

Certificates of Obligation (COs) are long-term debt for funding capital projects used for essential public purpose projects.

What is the County planning to do with COs?

If approved, up to $54 million in Certificates of Obligation (COs) will fund these projects, focusing on expanding access to clean drinking water, improving roadway safety, addressing air condition and heating in the Family Youth Services Center building, and enhancing flood control infrastructure.

Proposed Projects

There are four projects under the proposed Certificates of Obligation which total $54M.
ENHANCING FLOOD CONTROL INFRASTRUCTURE - $2.5M
IMPROVING ROADWAY SAFETY - $16M
EXPANDING ACCESS TO CLEAN DRINKING WATER/ SEWER SERVICES - $33.5M
INDUSTRIAL AIR CONDITIONING UNITS AT FAMILY YOUTH SERVICES CENTER - $2M

Project Descriptions

1st Street Canutillo Stormwater Project: The project involves the reconstruction of 1st Street from West Street to Talbot to address recurring flooding issues by replacing the roadway and expanding the existing drainage channel. The channel will be deepened, widened, and extended past Transmountain Drive to improve water storage capacity and reduce impacts on residents. This project will be done in conjunction with TXDOT.
The County is evaluating making improvements to various roadway projects. As we continue to evaluate and prioritize projects, the County may elect to make improvements to the following two projects:
  • Ascension Road Project: This Project consists of improving an 8.3 mile portion of Ascencion Road in between Horizon City and Montana Vista.
  • Pellicano Drive Project: This Project consists of improving a portion of Pellicano Drive in between Loop 375 and Darrington.
Hillcrest Estates Water Project:
The Hillcrest Estates Water Project is a transformative initiative that will bring first-time public water service to 110 residents and 38 households, and fire hydrants in the Hillcrest Estates neighborhood in eastern El Paso County with the help of a Dig Deep grant.  By eliminating reliance on private water storage tanks, this improves public health, sanitation, and fire protection.

Ponderosa, Schuman Estates, Western Village & Serene Acres Wastewater Project:
This wastewater infrastructure will provide first-time sanitary sewer services to 450 families in Northwest El Paso County. The project also includes the replacement of existing water mains.  
HVAC Project: Replacement of five (5) industrial air conditioning units.
