El Paso Promise

The El Paso Promise program is part of the Criminal Justice Coordination Department of El Paso County.

The program is overseen by the El Paso Promise Community Resource Coordinator and the Reentry Manager; supported by the El Paso County Commissioner’s Court.
The inspiration for the El Paso Promise program derives from the other successful promise programs in the state of Texas and beyond. The core purpose of a promise program is to make education and certification training more accessible to all students, regardless of demographics. El Paso Promise program will initially focus on justice-involved transition-aged youth in our county.

El Paso Promise endeavors to reduce the instances of recidivism and incarceration of transition-aged youth and develop the workforce in El Paso County by working with community partners to provide guidance and access to education, certification programs, and workforce training.

Our vision is to transform the lives of transition-aged youth in El Paso County and consequently reduce poverty, mitigate recidivism, and improve our local economy.

Program Goals

Goal 1

Improve equity and access to jobs in El Paso County by guiding program participants through the acquisition of education, training, or a certification that will provide job skills in accordance withthe identified needs of El Paso County’s workforce.

Goal 2

Build El Paso County’s workforce by connecting participants with community partners who will guide and assist them in their pursuit of a career or vocation and connect them with local employers.  

Goal 3

Break the cycle of poverty in El Paso County and mitigate recidivism by providing program participants with a pathway to a career or vocation so they can earn a livable wage and improve their standard of living.

Community Partners

The El Paso Promise program relies on dedicated community partners to provide GED courses, various certification courses, and other vocational program opportunities in addition to wraparound supports to participants.

While there are numerous programs in the El Paso County designed to help with the needs of justice-involved individuals, coordinating the connection between the two can be challenging. El Paso Promise will establish the connection between our targeted population and our community partners.

FAQ's

Who is eligible?

Justice-involved Individuals ages 17-28 who have misdemeanors only, with no crimes of a violent or sexual nature or that involved the harm of a child.

How can I become a participant?

You must meet eligibility criteria and be referred to the program through the CJC Reentry Support Services Unit. Following your referral, your eligibility will be verified, and you will be provided with an application.

What if I do not have a High School Diploma or GED?

You do not have to have a high school diploma or GED to apply; however, you will be asked to first complete your GED with one of our community partners before beginning a certification program. We do have some partners whose programs allow eligible participants to earn their High School Diploma while also working towards certification.

What if I haven’t been in school for years?

That is okay! We will do a quick pre-assessment to determine your academic skills and match you with a partner that will be the best fit for your skill level.

How long does the program last?

Program lengths vary depending on which certification you are working towards. Some programs may only take a couple of weeks, while others can take several months to a year.

Is there a cost to participate?

Several of our partners offer no-cost certification programs, others help with some of the costs, and others may require you to apply for Federal Financial Aid. You should expect some small expenses for transportation and general supplies; however some assistance may be available from community partners.

What types of certification programs are available?

Currently we are limited to the following certification areas: CDL License, Welding, Diesel Mechanic, Phlebotomy, Various Warehousing and Logistics, and Cosmetology and Barbering.

These programs were selected with consideration to current job market trends in the El Paso County.

What if I already have a degree or college credit?

You may still apply for the program if you meet the initial eligibility requirements. After your application has been accepted you will be contacted for more information about your education history, after which final eligibility will be determined.
