EXPLORER POST 2005 TRAINING – WITH PROMOTIONS

El Paso, Texas On Thursday, February 9th, 2023, the El Paso County Sheriff's Office Explorer Post 2005 began their training day with promotions. Due to their experience three candidates were selected from the Explorer Post and promoted to the ranks of Lieutenant and Sergeant. After the Promotion Ceremony, the Explorers began their training by practicing formation drills. The explorer's learning of drill formations is essential because it instills discipline. In addition, it shows the professionalism and discipline of the El Paso County Sheriff's Office Explorer Post when out in the community. As part of their training, they had several Family Violence training scenarios. They then concluded their day by having a small reception in their honor.

PUBLIC SERVICE ANNOUNCEMENT: ALL-TERRAIN-VEHICLES 2023

El Paso, Texas – The El Paso County Sheriff’s Office would like to remind the public that operating an All-Terrain Vehicle is prohibited on a public roadway as in the Texas Transpiration Code.

All-Terrain Vehicles are specifically designed for off-highway use and the use of an All-Terrain Vehicle on a public roadway places the rider and passengers in danger.

A person younger than 14 years of age may not operate an All-Terrain Vehicle unless the person is under the direct supervision of the person’s parent or guardian, or an adult who is authorized by the parent or guardian.

A person may not carry a passenger on an All-Terrain vehicle unless the All-Terrain vehicle is designed by the manufacturer to transport a passenger on it.

The Sheriff's Office is encouraging the public to stay safe and to always wear safety equipment such as helmets and eye protection when operating All-Terrain Vehicles.

Below is a list of Transportation Codes that will be enforced by the El Paso County Sheriff's Office in violation of Chapter 663 which is the certain Off-Highway Vehicles.

The following are examples of Off-Highway Vehicles but not limited in the definition:

All-Terrain Vehicle (ATV), Side by Side, and Quad

Sec. 663.034. SAFETY APPAREL IS REQUIRED.  A person may not operate, ride, or be carried on an all-terrain vehicle on public property or a beach unless the person wears: a safety helmet that complies with United States Department of Transportation standards; eye protection.

Sec. 663.036. CARRYING PASSENGERS. A person may not carry a passenger on an all-terrain vehicle operated on public property or a beach unless the all-terrain vehicle is designed by the manufacturer to transport a passenger.

Sec. 663.037. OPERATION ON PUBLIC ROADWAYS IS PROHIBITED. (a) A person may not operate an all-terrain vehicle on a public street, road, or highway except as provided by this section.

The operator of an all-terrain vehicle may drive the vehicle across a public street, road, or highway that is not an interstate or limited-access highway, if the operator: brings the vehicle to a complete stop before crossing the shoulder or main traveled way of the roadway; yields the right-of-way to oncoming traffic that is an immediate hazard; and makes the crossing: At an angle of approximately 90 degrees to the roadway; At a place where no obstruction prevents a quick and safe crossing; and with the vehicle's headlights and taillights lighted.

Sec. 551A.034. CROSSING HIGHWAY AT POINT OTHER THAN INTERSECTION. (a) The operator of an off-highway vehicle may drive the vehicle across a highway that is not an interstate or limited-access highway at a point other than an intersection if the operator: brings the vehicle to a complete stop before crossing the shoulder or main traveled way of the roadway; yields the right-of-way to oncoming traffic that is an immediate hazard; and makes the crossing:

                   At an angle of approximately 90 degrees to the roadway;

                   At a place where no obstruction prevents a quick and safe crossing; and

                   with the vehicle's headlights and taillights lighted.

The operator of an off-highway vehicle may drive the vehicle across a divided highway other than an interstate or limited access highway only at an intersection of the highway with another highway.

Sec. 551A.052. REGISTRATION; LICENSE PLATES. Except as provided by Section 502.140(c), the Texas Department of Motor Vehicles may not register an off-highway vehicle for operation on a highway regardless of whether any alteration has been made to the vehicle. An operator may operate an unregistered off-highway vehicle on a highway in a manner authorized by this subchapter only if the vehicle displays a license plate issued under this section. The Texas Department of Motor Vehicles: Shall by rule establish a procedure to issue license plates for unregistered off-highway vehicles; and May charge a fee not to exceed $10 for the cost of the license plate, to be deposited to the credit of the Texas Department of Motor Vehicles fund. An off-highway vehicle license plate issued under Subsection (c) does not expire. A person who becomes the owner of an off-highway vehicle for which the previous owner obtained a license plate may not use the previous owner's license plate.

Sec. 551A.073. RECKLESS OR CARELESS OPERATION PROHIBITED. A person may not operate an off-highway vehicle on public off-highway vehicle land or a beach in a careless or reckless manner that endangers, injures, or damages any person or property.

Sec. 663.032. OPERATION BY PERSON YOUNGER THAN 14. A person younger than 14 years of age who is operating an all-terrain vehicle must be accompanied by and be under the direct supervision of the person's parent or guardian; or an adult who is authorized by the person's parent or guardian.

WORLD READ ALOUD DAY

February 6, 2023

El Paso, Texas On February 2nd, 2023, the El Paso County Sheriff’s Office Community Services Section was invited to North Star Elementary School and participated in World Read Aloud Day. This day is an opportunity for people all around the world to celebrate the joy of reading aloud and advocate for literacy. Sgt. Gutierrez had the privilege to read his favorite picture book to forty-five 3rd graders, answer questions regarding law enforcement, and pass out coloring books, crayons, and Sheriff’s badges. The book Sgt. Gutierrez shared with the students is titled “The Bad Seed.”

OFFICER INVOLVED SHOOTING IN ANTHONY TEXAS (UPDATE)

El Paso, Texas - On February 3rd, 2023, the Las Cruces Police Department received a notification of a stolen vehicle on Interstate 10 headed toward Texas. The vehicle was located shortly after by law enforcement officers in unmarked police vehicles. The officers followed and requested assistance from other agencies in the area, and as they approached the Texas State Line, they requested assistance from law enforcement agencies in Texas. The stolen vehicle was followed into the parking lot of the Love’s Truck Stop located at 3000 Mountain Pass Blvd in Anthony, Texas. As marked police vehicles arrived at the truck stop, the driver of the stolen vehicle attempted to leave the area. That is when the driver drove towards law enforcement vehicles, struck a marked New Mexico State Police vehicle, and continued to accelerate in an attempt to drive through the New Mexico State Police vehicle. As the vehicle was driving toward officers, an officer from Anthony Police Department and an officer from New Mexico State Police fired shots. The male driver, identified as 44-year-old Apolinar Lozano III, was transported to a local hospital, where he later died. The passenger, identified as 43-year-old Ignacio Sandoval, was not injured and was taken into custody for outstanding criminal warrants with the El Paso County Sheriff’s Office as well as additional charges stemming from the incident. The names of the officers involved will not be released by the El Paso County

Sheriff’s Office at this time, and any questions pertaining to administrative procedures should be directed to the respective officer’s agency.

The stolen vehicle is a Dodge Challenger that was reported stolen on 01/10/23 out of Las Cruces.

Ignacio Sandoval was booked into the El Paso County Jail for Unauthorized Use of A Motor Vehicle ($41,000.00 bond) and Possession of Controlled Substance PG 1 ($41,000.00 bond).

OFFICER INVOLVED SHOOTING IN ANTHONY TEXAS

February 3, 2023

El Paso, Texas Today January 3rd, 2023, at about 2:30 pm., Officers with the Las Cruces Police Department received notification of a stolen vehicle on Interstate 10 headed toward Texas. The vehicle was located, and officers followed from New Mexico. As officers approached the state line, assistance was requested from Texas law enforcement agencies.

As officers from Anthony Police arrived, the driver of the stolen vehicle drove towards officers striking police vehicles. Subsequently, shots were fired by officers. The male driver was transported to a local hospital, where he later died. The passenger of the vehicle is in custody for outstanding criminal warrants with the El Paso County Sheriff’s Office.

The El Paso County Sheriff’s office was not involved in the incident. However, the Sheriff’s Office is leading the investigation with the assistance of the Texas Rangers.

WD SURRATT ELEMENTARY SCHOOL VISIT

February 2, 2023

El Paso, TexasOn February 1st, 2023, El Paso County Sheriff's Office Deputies assigned to the Deputy Peter J. Herrera Patrol Station visited children at the WD Surratt Elementary School in Clint, TX. Sheriff Deputies spoke with children in various grades from Pre-K to 5th grade. The Deputies read several books to the children and answered questions regarding law enforcement careers. In Addition, the children were reminded that they have a School Resource Officer assigned to their school if they had any further questions or needed assistance in the future.

Animal Bite In Tornillo

February 1, 2023

El Paso, TexasOn Monday, January 30th, 2023, at approximately 4:15 pm., El Paso County Sheriff’s Office County Animal Welfare and Sheriff's Deputies responded to the 200 block of Oil Mill in reference to an animal bite. Throughout the investigation, Deputies learned that a pit bull and bulldog attacked the elderly female and bit her several times on her face, legs, and arms. The elderly female was transported to local area hospital for further medical treatment and was listed in a serious but stable condition. Animal Welfare Unit issued several citations to the canine owners and impounded the canines for euthanasia. Detectives are actively investigating the incident.

On Tuesday, January 31st, at approximately 5:55 pm., Animal Welfare and Sheriff's Deputies were dispatched to the 100 block of Lake Chaplin in reference to a second animal bite involving a feral canine described as a pit bull/ German Shepard mix. The canine bit an 11-year-old child. The child was not seriously injured, and medical treatment was rendered on the scene. Animal Welfare was unable to capture the feral canine, and they will continue to attempt to capture the loose canine.

The El Paso County Sheriff's Office would like to remind the community that an offense of not having your canine on a leash or kept contained in the yard is a class C misdemeanor punishable by a fine of up to $500.00 per incident. If a canine is not contained or if the owner fails to secure the canine and the canine makes an unprovoked attack against a person, the owner could be charged with a third-degree felony if the canine causes serious bodily injury and up to a second-degree felony if the canine causes the death of a person.

CRIME ALERT: Crime Stoppers of El Paso and the El Paso County Sheriff's Office seeks information regarding a stolen vehicle from a business in Far East El Paso.


On the night of January 13, 2023, around 2 a.m., an unknown subject entered the business property at 13029 Pellicano. Afterward, the suspect got into a white 2011 Dodge Ram 2500 and drove away in an unknown direction.

The truck has license plates TX-MNV1189, a blue "polished concrete," and "GOYTIA Roofs & Floors" decal on the passenger side door. A black toolbox on the flatbed and a black rail adjacent to the rear window. The truck also has a foot-long scratch visible on the rear passenger fender.
