El Paso County is exploring the possibility of going to voters for a capital improvement bond as early as November 2024. This second phase of public meetings is a follow up to their Multi-Year Capital Plan meetings held in March and April, which were used to gather input on the public’s threshold for investment and the priority areas they would like the County to focus on.


El Condado de El Paso está explorando la posibilidad de acudir a los votantes para un bono de mejora de capital en noviembre de 2024. Esta segunda fase de juntas públicas es una continuación de las juntas del Plan de Capital Plurianual que se llevaron a cabo en marzo y abril, las cuales se utilizaron para recabar opiniones sobre el criterio de inversión del público y las áreas prioritarias en las que les gustaría que se enfocara el Condado.


COMMUNITY MEETINGS

This next phase of in-person community feedback sessions will focus on gathering the public’s opinion on the individual projects recommended by the County's Bond Advisory Committee (BoAC), a group of 11 volunteer citizens appointed by Commissioners Court to help organize any potential future bond proposals. The proposed project list ranges from investments in critical public safety infrastructure to enhancements of County regional and neighborhood parks.

Esta siguiente fase de sesiones presenciales para recabar opiniones de la comunidad se centrará en obtener la opinión del público sobre los proyectos individuales recomendados por el Comité Asesor de Bonos del Condado (BoAC, por sus siglas en inglés), un grupo de 11 ciudadanos voluntarios nombrados por el Tribunal de Comisionados para ayudar a organizar cualquier posible propuesta futura de bonos. La lista de proyectos propuestos incluye desde inversiones en infraestructuras críticas de seguridad pública a mejoras de parques regionales y municipales del condado.


RECOMMENDED PROJECTS

General Obligation (GO) Bond: A general obligation bond is a type of bond local governments can issue to raise money for public capital improvement renovations such as providing first-time water and wastewater service, improving County parks, and constructing new County facilities to help meet the community's growing needs. General Obligations Bonds require voter approval to be issued.

Certificates of Obligation (CO): A certificate of obligation bond is a type of bond issued by local governments to finance essential public purpose projects which include those that renovate existing County facilities like jails and the Courthouse. Certificate of Obligation are approved by a majority vote of the Commissioners Court.
