This grant adjustment will change the project end date from March 31, 2012 to December 31, 2011, and will also include submission of the grant closeout by December 31, 2011.

Approve amendment No. 9 to the County of El Paso’s 2011-2012 operating budget. This budgetary amendment will increase Grants by $120,016.24 and increase Debt Service by $12,539,239.00, thus increasing the overall operating budget of $267,847,227.04 to $280,506,482.28.

Approve and authorize the County Judge to sign KK-11-545, a contract with CobbleStone Systems Corporation, for licensing of the Contract Insight Contract Management Software.  The initial term is January 1, 2012 to December 31, 2014 with three 1-year options to extend thereafter.

Approve and authorize the County Judge to sign the Memorandum of Understanding between the El Paso County Judge and the City of El Paso for Executive Management Shared Services. 

Approve and authorize the use of the San Elizario Placita by Omar Teran on Saturday, July 21, 2012 from 4:00 p.m. to 10:00 p.m. for a wedding reception.

Approve and authorize the County Judge to execute Amendment No. 1 between the County of El Paso and People Skills Inc., amending the Technical Assistance Services Agreement under the Agua Dulce Colonia Self Help Center Program.

Approve and authorize the County Judge to sign a Cable/Broadband Commercial Service Right of Entry for the Montana Vista Community Center, 14618 Gregg, El Paso, Texas 79938, which authorizes installation, operation, maintenance, and repair of a broadband connection to the facility that supports the installation and use of computers at the center.

Approve and authorize the County Judge to execute a Project Grant Amendment (KK-11-626) in the amount of $68,813 with the Texas Department of Transportation (TxDOT) for FY 2012 Supplemental Regionally Coordinated Transportation Planning Funds to conduct an in-depth study of dialysis treatment related transportation issues in El Paso County.

Approve and authorize the County Judge to sign the proposed Amendment to the Integrated Prescription Drug Program Master Agreement with Medco Health Solutions. The proposal (KK-11-459) has been reviewed by the County Attorney's Office and approved by the Risk Pool Board during their meeting on December 8, 2011.

Approve and authorize the County Judge to sign the proposed Third Amendment to the Health Plan Services Agreement with HealthSCOPE Benefits. The Amendment, (KK-11-013) has been reviewed by the County Attorney's Office and approved by the Risk Pool Board during their meeting on December 8, 2011.

Approve and authorize the County Judge to sign the Insurance Brokerage Services Agreement between the County of El Paso and Wells Fargo Insurance Services. The agreement (KK-11-604) has been reviewed by the County Attorney's Office.

Approve and authorize the transfer of a 2003 Buick Century, County Inventory No. 118986, from the Purchasing Department to the Precinct 2 Constable's Office.  Vehicle will be used by the Constable so that a fully equipped, marked vehicle may be provided to the new deputy anticipated to start work in January 2012.

Approve and authorize the transfer of 18 law books from the 327th District Court to Purchasing Dept; and transfer one broken chair tag #0055027 from Title IV AG to Purchasing Dept. and replace with another chair, tag #0088759 to the Title IV AG from Purchasing Dept. (no back-up necessary)

Request authorization and acceptance of State Homeland Security grant funding for the Fiscal year FY2011 SHSP and SHSP LEPTA awarded to the County of El Paso by the Texas Department of Public Safety/State Administrative Agency in the amounts of $55,578.23 and $40,523.27 respectively, for a total combined grant of $96,101.50.  Has been reviewed and approved by County Attorney's Office.  (KK-11-623 and KK-11-624)

Approve and authorize the County Judge to sign the Texas Department of Transportation-Impaired Driving Mobilization grant in the amount of $33,32.63 with a 25% match of $11,112.00 for a project total of $44,444.63 ((KK#11-633).

(Postponed 12/12/11)  Approve the committee's recommendation to approve Request#12-008 effective 01/01/20112 for a reorganization for the Sheriff's Office to include deleting two frozen Lieutenant positions, eliminating one vacant AMVA Technician position (pay grade 8NE), adding one Chief Deputy position to SHERIFFAW, reinstating the Training Director position (pay grade 6E), and reclassifying all future vacant Commander vacancies from the Assistant Chief pay grade to the previous Commander pay grade.  The Auditor has analyzed the requests and the current budget of the Sheriff and finds that these changes can be made within existing budget allocations and without any additional impact to the general fund due to normal attrition.

Discuss and take appropriate action regarding the acquisition of real property for use in the construction of utility lines for the Tornillo-Guadalupe Port of Entry.  Authorize the County Judge and/or Purchasing Agent to sign the purchase contracts and deeds necessary to complete the acquisition of the property.  Authorize the County Auditor to issue payment for approved acquisitions of real property necessary to construction utility lines for the Tornillo-Guadalupe Port of Entry, including any related closing costs through a title company.  Funds are available and allocated in the CPCapital07 account for construction of a sewer line.
