Norma Favela Barceleau
El Paso County District Clerk

Norma Favela Barceleau has been a dedicated public servant for more than 32 years with the County of El Paso. She made her first run for public office and won by 75% of the vote. She was officially sworn in as El Paso County District Clerk on January 1, 2011. She is currently in her second term of office after being reelected by the voters of El Paso County in 2014 by a resounding 83% of the vote.

The District Clerk provides the judicial system and the public as custodian of records with professional, accountable service all while preserving the integrity of the court records, as well as managing and safeguarding the collection of court costs and fees.

Mrs. Favela Barceleau’s valuable experience and knowledge ensures the public’s trust will always be gained through honest, efficient, and transparent government.

As the District Clerk, Mrs. Favela Barceleau and her Deputy District Clerks continually comply with legislative and Supreme Court mandates in order to continue progressing and moving forward with automation and a paperless environment to create efficiencies and expedited services for the judiciary and customers.

Customer service is a priority for the District Clerk; therefore, she has continued to extend her hours of operation to ensure the public’s needs are met.

On her off time, when she's not with her son Bobby Rojo and his college activities, she's busy volunteering with her husband's (Jaime Barceleau) community volunteer projects, as well as singing with St. Joseph's Church Choir.
