Public Comment
Pursuant to Texas Government Code Section 551.042, public comment may not be used to discuss matters not posted on this agenda for consideration by the El Paso County Commissioners Court. Members of the public may only ask specific questions during public comment about a subject which has not been posted on the agenda which may be answered with specific, purely factual information. Discussions, deliberation, or debate on subjects which are not posted for consideration are not permitted during public comment.
Speaker's choice: Five (5) minutes per person during this segment regarding any items or three (3) minutes per person on each item as it appears on the agenda. The same will apply to any interest group consisting of three or more representatives. Commissioners Court retains the option to allow more comment as it deems necessary.
Notice to the Public
All matters listed under the Consent Agenda will be considered by the Commissioners Court to be routine and will be enacted by one motion in the form listed below. There will be no separate discussion of these items unless members of the Court or persons in the audience request that specific items be removed from the Consent Agenda to the Regular Agenda for discussion prior to the time the Commissioners Court votes on the motion to adopt the Consent Agenda.

Approve the recommendation from the El Paso County Hiring Freeze Committee & Personnel Staffing Review Committee regarding Request#2012-032 to waive the 6 week hiring freeze for an Office Specialist position (G7) for the Ascarate Golf Course and authorize the department to fill the vacancy, which will result in not saving $9,786.

Approve the recommendation from the El Paso County Hiring Freeze Committee & Personnel Staffing Review Committee regarding Request#2012-027 to temporarily unfreeze an Office Specialist, Senior (G12) position for the Justice of the Peace, Precinct #6 and authorize the department to fill the vacancy until the end of FY2012 for a budget impact of $3,899.  Continued funding of this position is contingent upon the revenue report for the June through August 31, 2012 collection period.

Approve the recommendation from the El Paso County Hiring Freeze Committee & Personnel Staffing Review Committee regarding Request#2012-029 to increase the weekly allotted work hours of 4 Latent Print Examiner's (G20) from 21.5 to 29 hours paid using funds generated from fingerprint fees for a budget impact of $8,708 for FY2012.  Continued funding of the additional work hours beyond the fiscal year is contingent upon a revenue report for the June through August 31, 2012 collections.

Approve and authorize El Paso County, on behalf of the El Paso County Juvenile Probation Department, to sign First Amendment to Interlocal Agreement with the El Paso Independent School District (KK-03-437) for the lease of seven thousand seven hundred thirty-five (7,735) square feet of space for operation of the Delta Academy.  The original agreement previously allocated three thousand six hundred twenty-seven (3,627) square feet of space.  The County  Attorney's Office has reviewed and approved as to legal form (2012-0151).

Approve and authorize the County Judge to sign, on behalf of the El Paso County Juvenile Probation Department, Interlocal Agreement between the City of El Paso and the El Paso County Juvenile Probation Department for juvenile case management services under Amendment Number One to an award from the Texas Juvenile Justice Department, Grant S for the 2012-2013 biennium.  County Attorney's Office has reviewed and approved as to legal form 2012-0176.

Approve and authorize the request for 16 slots for cross deputation with the Anthony Police Department. Anthony PD will be working a HIDTA operation and would like to work a greater area of the highway. The officers will be working under the code and color of the Anthony Police Department and all liability will be with the Anthony Police Department. The Officers will have no other authority as Constables for El Paso County. The cross deputation will give them the jurisdiction to work outside the municipality of Anthony, Texas.
