Approval of the Minutes of the regular meeting of June 4, 2012 and the special meetings of May 31, 2012; May 31, 2012 and June 5, 2012.

Approve and authorize the exercise of option to extend Stateline Process Server Contract [2011-0198] for one additional year effective 5/1/2012 to 4/30/2012.

Pursuant to the Texas Local Government Code, Section 115.021, audit and settle all accounts against the County shown on the attached listing and direct the payment of those accounts. 

Approve amendment No. 29 to the County of El Paso’s 2011-2012 operating budget.  This budgetary amendment will increase Grants by $72,016.00 as noted on the attachment, thus increasing the overall operating budget of $290,412,026.24 to $290,484,042.24.  

Approve and authorize payment in the amount of $20,614.00 for annual membership dues to the Texas Conference of Urban Counties for 2012. Funds are available in GADMINGF-6021.

Approve and authorize the County Judge to sign the Contract Service Agreement between El Paso County and a service provider participating in the Border Prosecution Unit initiative (Grant No. CH-10-A10-22837-02) from 01/01/2012 to 08/31/2013.

Approve the Americans with Disabilities Act (ADA) accessibility designation change from El Paso County's Public Works Director to the El Paso County ADA Coordinator.

Approve the recommendation from the El Paso County Hiring Freeze Committee & Personnel Staffing Review Committee regarding Request#2012-032 to waive the 6 week hiring freeze for an Office Specialist position (G7) for the Ascarate Golf Course and authorize the department to fill the vacancy, which will result in not saving $9,786.  

Approve the recommendation from the El Paso County Hiring Freeze Committee & Personnel Staffing Review Committee regarding Request#2012-027 to temporarily unfreeze an Office Specialist, Senior (G12) position for the Justice of the Peace, Precinct #6 and authorize the department to fill the vacancy until the end of FY2012 for a budget impact of $3,899.  Continued funding of this position is contingent upon the revenue report for the June through August 31, 2012 collection period. 

Approve the recommendation from the El Paso County Hiring Freeze Committee & Personnel Staffing Review Committee regarding Request#2012-029 to increase the weekly allotted work hours of 4 Latent Print Examiner's (G20) from 21.5 to 29 hours paid using funds generated from fingerprint fees for a budget impact of $8,708 for FY2012.  Continued funding of the additional work hours beyond the fiscal year is contingent upon a revenue report for the June through August 31, 2012 collections.

Approve and authorize El Paso County, on behalf of the El Paso County Juvenile Probation Department, to sign First Amendment to Interlocal Agreement with the El Paso Independent School District (KK-03-437) for the lease of seven thousand seven hundred thirty-five (7,735) square feet of space for operation of the Delta Academy.  The original agreement previously allocated three thousand six hundred twenty-seven (3,627) square feet of space.  The County  Attorney's Office has reviewed and approved as to legal form (2012-0151).

Approve and authorize the County Judge to sign, on behalf of the El Paso County Juvenile Probation Department, Interlocal Agreement between the City of El Paso and the El Paso County Juvenile Probation Department for juvenile case management services under Amendment Number One to an award from the Texas Juvenile Justice Department, Grant S for the 2012-2013 biennium.  County Attorney's Office has reviewed and approved as to legal form 2012-0176.

Approve and authorize the El Paso County Juvenile Probation Department to accept monetary and non-monetary donations from local businesses, restaurants, and/or individuals to help funding for its Stakeholders Recognition Banquet, honoring members of the community who are a vital component to the JPD's Community Improvement Program.

Approve and authorize the request for 16 slots for cross deputation with the Anthony Police Department. Anthony PD will be working a HIDTA operation and would like to work a greater area of the highway. The officers will be working under the code and color of the Anthony Police Department and all liability will be with the Anthony Police Department. The Officers will have no other authority as Constables for El Paso County. The cross deputation will give them the jurisdiction to work outside the municipality of Anthony, Texas.

Approve the Certificates of Plat Compliance (under Texas Local Government Code Section 232.028(a), as provided on the attached listing.

Approve and authorize the County Judge to sign the Warranty Deeds for Selva Drive.

Recommendation that award be made to: Sigma Surveillance dba STS 360 for RFP #12-021, Installation of Surveillance System in the Sheriff’s Office Detention Facility.  Cost will be available upon approval of Commissioner's Court.

Approve and authorize the transfer of equipment items from the Council of Judges Administration to the Purchasing Department.  The Purchasing Department has approved the attached list.

Approve and authorize the transfer of items and removal from inventory, as listed in the backup, from the County Clerk's Office to the Purchasing Department. 

Approve and authorize the transfer of unserviceable equipment for the Sheriff's Office/CIB Section to the County Purchasing Agent for disposal.  Please see attachment.

Approve and authorize the transfer of unserviceable equipment for the Detention Facility/Maintenance Section to the County Purchasing Agent for disposal.  Please see attachment.

Approve and authorize the Purchasing Agent to auction vehicles seized by the Sheriff's Office Special Operations Bureau at an auction to be held on Saturday June 23, 2012.    

Approve and authorize the County Judge to sign the amended Animal Friendly Grant from the Department of State Health Services in the amount of $5,000 for the El Paso County Sheriff's Office (Original KK# 11-248).

Approve and authorize the County Judge to execute an on-line grant application from the Department of Justice - Bureau of Justice Assistance for the El Paso County Sheriff's Office bullet proof vests (2012-237).

Consider and take appropriate action with respect to an Order authorizing the issuance of “El Paso County, Texas, Certificates Of Obligation, Series 2012”; levying a continuing direct annual ad valorem tax for the payment of such Certificates; and resolving other matters incident and related thereto, including the delegation of matters relating to the sale and issuance of the Certificates to an authorized county official within certain specified parameters.

Discuss and take appropriate action to allow acceptance of donations and contribution for the Colonia Self Help Center which is helping construct (9) new homes for low income colonia families. Allow Precinct 3 to solicit donations from local and retail  stores for household goods, cleaning supplies, and furniture.
