The Transportation Planning and Engineering (TP&E) Division of El Paso County is responsible for the planning and management of the different phases of major roadways, pedestrian infrastructure, public transit, and aviation. This includes everything from planning and development, funding acquisition, PS&E, and the construction phase of each project. The division ensures coordination with multiple local, state, and federal agencies for the development and implementation of long-term plans to improve the safety, quality of life and infrastructure of El Paso County.

El Paso County's Title VI Plan, as specifically related to our Transportation program, may be accessed here:

El Paso County Traffic Management for Safer Neighborhoods Program (TMSNP)

This program is a formal application and standard review process with set criteria for the installation of warranted traffic calming devices in public right-of-way.  These devices may include speed humps, speed indicators (flashers), road striping, or other small-scale improvements.

The TMSNP addresses safety concerns caused by driver behavior in neighborhoods with the installation of warranted small-scale traffic calming devices. The TMSNP process is initiated by residents to request traffic calming devices on residential streets.

PREQUALIFICATIONS – The subject street must meet all the following criteria before applying to the TMSNP:

  • Paved (HMAC) street able to support speed humps within El Paso County.*
  • Street classification is local or collector (arterials are not eligible to apply).
  • Statutory speed limit between 20 and 35 miles per hour (MPH).
  • One travel lane of traffic in each direction. Turn lanes, bike lanes and parking lanes are not counted as travel lanes.
  • Street must be composed primarily of residential single-family or duplex housing.

A TMSNP application is considered ineligible if:

  • It does not meet all the prequalification criteria.
  • Minimum petition requirement is not met (incomplete application).
  • Traffic study findings do not meet both traffic volume and speed criteria.
  • The applicant is requesting a signalized intersection. Traffic signals cannot be considered through this policy.
  • Subject street must not have been evaluated within eighteen-months (18) of the proposed request. Reapplication (or restudy) with the 18-month period cannot be considered.

Residents must submit an application with completed petition.

Please note the petition minimum of 51% support from property owners on the subject street. Specific to a multi-way stop-sign request, 51% support of the street that does not stop is required. Please be certain to obtain valid signatures/support from the applicable street.

*This program primarily addresses traffic safety in the unincorporated county.  Any traffic mitigation requested within a municipality (City of El Paso, City of Socorro, Town of Horizon, etc.) must be reviewed and approved by the applicable municipality prior to consideration by the County. The County Commissioners Court, at its sole discretion, may then authorize on a case-by-case basis the expenditure of funds on behalf of the municipality.
