TRANSPORTATION PLANNING AND ENGINEERING
The Transportation Planning and Engineering (TP&E) Division of El Paso County is responsible for the planning and management of the different phases of major roadways, pedestrian infrastructure, public transit, and aviation. This includes everything from planning and development, funding acquisition, PS&E, and the construction phase of each project. The division ensures coordination with multiple local, state, and federal agencies for the development and implementation of long-term plans to improve the safety, quality of life and infrastructure of El Paso County.

El Paso County Traffic Management for Safer Neighborhoods Program (TMSNP)
This program is a formal application and standard review process with set criteria for the installation of warranted traffic calming devices in public right-of-way. These devices may include speed humps, speed indicators (flashers), road striping, or other small-scale improvements.
The TMSNP addresses safety concerns caused by driver behavior in neighborhoods with the installation of warranted small-scale traffic calming devices. The TMSNP process is initiated by residents to request traffic calming devices on residential streets.
PREQUALIFICATIONS – The subject street must meet all the following criteria before applying to the TMSNP:
Residents must submit an application with completed petition.
Please note the petition minimum of 51% support from property owners on the subject street. Specific to a multi-way stop-sign request, 51% support of the street that does not stop is required. Please be certain to obtain valid signatures/support from the applicable street.
*This program primarily addresses traffic safety in the unincorporated county. Any traffic mitigation requested within a municipality (City of El Paso, City of Socorro, Town of Horizon, etc.) must be reviewed and approved by the applicable municipality prior to consideration by the County. The County Commissioners Court, at its sole discretion, may then authorize on a case-by-case basis the expenditure of funds on behalf of the municipality.
