El Paso, TX – On June 6 , 2021 El Paso County Sheriff’s Office Deputies were dispatched to the 700 block of Plazer in reference to an Animal Cruelty case. Deputies met with the reporter who stated that there was an unresponsive canine on her neighbor’s yard that had not moved since 1330 hrs.

Deputies checked the area and observed a large grey and white canine lying on its side, motionless. Deputies observed the canine to have his eyes open, but no signs of breathing. Deputies observed 2 buckets with no water or food. Animal Welfare Unit was requested to assist. Animal Welfare Officers checked the property and located two more dogs on the property with no sign of any water or food recently being provided. The dogs did not have proper shelter and had dug multiple holes in the ground to help cool off. Dogs also seemed very dehydrated and were excessively panting from the high temperature.

Detectives from Montana Patrol Station Animal Cruelty Unit took over the investigation and were able to locate the property owner (OFFENDER) who was later identified as Rueda, Esther. The OFFENDER admitted to detectives that she failed to provide care for her dogs.

Detectives obtained an arrest warrant for the offender on July 8, 2021 and she was booked into El Paso County Jail with a bond set at $10,000.00.
